GOODWIN Director Richmond Common Council President: Sally Hutton Re: Ordinance #44-1995 Dear Ms. Hutton: The Richmond Planning Commission held a public hearing July 25, 1995, on the petition of Andrew and Bernice Grimes, requesting a rezoning of their property at 5253 New Paris Pike. The property contains 1.579 acres and is presently zoned A-1 agriculture. The petitioner seeks a C- 4 zoning classification. Six letters were mailed to adjoining property owners. None were returned. No citizens appeared at the hearing to oppose the request. Planning Staff recommended approval of the rezoning for the following reasons: The land is zoned A-1 agricultural use. However, the heavily rolling terrain and the parcel's location across from the entrance to the City's landfill make the parcel unfit for uses permitted in the A-1 zone. 2. The request for C-4 commercial use reflects the actual usage of nearby land parcels, with two concrete companies and an auto body shop within a city block of the site.
