HomeMy Public PortalAboutMIN-CC-2006-09-26MOAB CITY COUNCIL REGULAR MEETING September 26, 2006 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Citizen B.D. Howard led in the Pledge of Allegiance. Also in attendance were Councilmembers Kyle Bailey, Gregg Stucki and Keith Brewer; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, City Engineer Dan Stenta, City Planner Zakery Steele and Planning and Community Development Director David Olsen. Eight (8) members of the audience and media were present. Councilmember Bailey moved to approve the Special Meeting Minutes of June 30 and September 12, 2006. Councilmember Brewer seconded the motion. The motion carried 3-0 aye. There were no Citizens to be Heard. Under Engineering Department Update, City Engineer Stenta gave an overview of his written report. Under Planning Depaltluent Update, City Planner Steele stated that condominium conversions were very popular and that several zone changes had been on the agenda. City Planner Steele stated that the next Planning Commission Agenda would include a similar use interpretation regarding an auto impound lot in a C-5 zone. Planning and Community Development Director Olsen stated that he had distributed a memo on the lighting plan for the ballpark and that the project would be out to bid in a couple of weeks. A Police Depallluent Update was not given. A Public Works Department Update was not given. Mayor Sakrison Presented Torrie Lopez and Gerrick Tsosie with the Mayor's Student Citizenship of the Month Awards for Helen M. Knight Intermediate School for the Months of August and September. Councilmember Bailey moved to approve a request by Various Businesses for Use of City Right-of-way to Conduct a Sidewalk Sale on October 7 and 8, 2006. Councilmember Brewer seconded the motion. The motion carried 3-0 aye. Councilmember Brewer moved to award the Neptune ARB Meters Bid to Grand Junction Pipe in the amount of $21,879. Councilmember Stucki seconded the motion. The motion carried 3-0 aye by a roll -call - vote. Councilmember Bailey moved to approve Proposed Resolution #24- 2006 — A Resolution Adopting an Interlocal Agreement as to the Funding of Development Consulting Services for the Moab Area Partnership for Seniors (MAPS) Project by and between the Canyonlands Healthcare Special Services District and the City of Moab. September 26, 2006 Page 1 of 2 Councilmember Stucki seconded the motion. The motion carried 3-0 aye. REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD ENGINEERING UPDATE PLANNING UPDATE POLICE UPDATE PUBLIC WORKS UPDATE MAYOR'S STUDENT OF THE MONTH AWARDS REQUEST FOR USE OF CITY RIGHT-OF-WAY, APPROVED AWARD OF NEPTUNE ARB METERS BID, APPROVED PROPOSED RESOLUTION #24- 2006, APPROVED There was no Correspondence to be Read. Under Administrative Report, City Manager Metzler stated that there would be a Joint City/County meeting at the Grand Center at 11:30 that Friday and that she would present a draft Interlocal Agreement at the meeting. City Manager Metzler stated that she had sent a letter to Grand County regarding the Cairn Ridge Development that was proposed to be located in our drinking water zone. City Manager Metzler then stated that staff would be applying for a $100,000 grant to install solar panels at the Moab Arts and Recreation Center (MARC) and that the Community Impact Board (CIB) community project prioritization process had changed. City Manager Metzler then stated that the Affordable Housing Plan was moving forward, that she had been involved in negotiations with a prospective City Center tenant and that the Animal Shelter Construction was progressing. Under Mayor and Council Reports, Mayor Sakrison stated that the City was very grieved by the death of employee David McCandless and Mayor Sakrison then read a letter supplied by David's family from the Donor Alliance. Councilmember Stucki moved to pay the bills against the City of Moab in the amount of $301,026.27. Councilmember Bailey seconded the motion. The motion carried 3-0 aye by a roll -call -vote. Mayor Sakrison adjourned the meeting at 7:37 PM. APPROVED: ATTEST: David L.
