There being no further business, Council adjourned, subject to the call of the Mayor. d�! C1: -rk of Council Mayor Savannah Beach, Tybee Island, Ga., September 11, 1957. The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attended by Mayor Brown, who presided, and Councilmen Hutton, Waters, Lovell, Meddin, Hosti, Peters, Town Attorney Solms, Superintendent Reed, Acting Chief Summerlin and Mr. R. L. Crawford. Mr. Crawford as Attorney for Wilson 0. Metts, petitioned Council for the return of the whiskey license picked up by the Town from Mr. Metts place of business at Butler Avenue and Second Street, accused of selling whiskey on Sunday, requested that the license be retutned toll-. Metts so that he could operate his business again. The Mayor informed Mr. Crawford that Council would discuss the matter, he vas then excused. Nr.Solms stated that Council was right in picking up this license if it felt justified and suggested that before any action is taken to wait until the case was disposed of in court, it is his opinion that there is nothing to be concerned about in taking up his license. Mr. Reed called attention to the bill sub :bitted by the Florida Georgia Tractor Company for repairs to the bull dozer purchased from them last September, the present bill is for $ to repair a cylinder head which is the third one to be replaced on this machine, he stated that the first cylinder head became unserviceable only three or four months after it vas purchased. Councilman Meddin ordered the bills held up and Mr. Solms was instructed to contact the Florida Georgia Tractor Company regarding this machine. 1 Superintendent Reed reported that the sewer lines both storm and sanitary in several areas are in bad condition and should be replaced at once, Mayor Brown stated that he had checked a number of areas also and found that repairs are necessary now. Councilman Hosti suggested that the Town employ a competent engineer to survey the entire set -up, Councilman Meddin stated that taxes be increased to pay for this work. The Mayor appointed Councilmen• Lovell and Hosti a committee to handle the matter. The Mayor asked Superintendent Reed about the condition of the groins on the beach and he stated that some of the snags between 17th and 18th streets could be pulled and some could not. Superintendent Reed reported that the water tower should also be inspected. Councilman Waters stated that if larger pipe vas put in in the vicinity of 12th Street and Second Avenue would not this let the water get away faster. Acting Chief Summerlin requested that plywood panels be installed in the meter repair room at the jail, referred to Councilman Waters. 1 1 129 Mr. Solms informed Council that some equipment is needed at the Police Court, the Mayor appointed Messrs. Solms and Meddin to handle the matter. Councilman Hutton reported that arrangements for Flood Control in an emergency and several locations had been designated for safety by residents on the island as follows: Hotel Tybee, Town Hall and Fort Screven. The minutes of the neetings of August 5th, August 14th and August 19th were read and adopted. Bills for the month of August for General Covernment amounting to $1,491.07 and bills for the Water Department for .•63.36 were passed on motion made and seconded. Councilman Waters called attention to the mosquito nuisance and wondered if the Town had quit spraying. A petition was presented by Spence M. Grayson, Attorney, for several property owners in the vicinity of 3rd Street objecting to the blocking off of 3rd street from Butler Avenue to the Strand. It was decided to wait until an application is filed before taking action. On motion made by Councilman Peters and seconded by Councilman Waters the amended Ordinance requiring real estate brokers to pay a license fee of $100.00 was repealed. ORDINANCE AMENDING AN ORDINANCE ADOPTED AT THE MEETING OF THE MAYOR AND COUNCILMEN OF SAVANNAH BEACH, TYBEE ISLAND, HELD ON JULY 10, 1957, PROVIDING FOR THE RATE OF LICENSE FOR ENGAGING IN THE BUSINESS OF SELLING AND /OR HANDLING RENTALS OF REAL PROPERTY OR REAL ESTATE IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA: AND FOR OTHER PURPOSES. SECT /ON 1. Be it ordaineddby the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in council assembled, and it is heretpy ordained by the authority of the same, that the ordinance pro - vidixg for the rate of license for doing business in the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal year ending April 30, 1958, be axiended as follows: 1,i By striking therefrom the provision reading as follows: "Any person, firm or corporation engaged in the business of selling and /or handling rentals of real property or real estate in the Town of Savannah, Tybee Island . . $100.00" 2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Mr. Solms informed Council that he had talked with Mr. Walter Mercer of the Savannah Humane Society relative to them sending a truck to the island to pick up stray dogs he stated that two men and a truck the cost would be $35.00 per day, the Mayor suggested that they be gotten on a half day basis if agreeable. 130 Councilman Hosti stated that Mrs. Magehee requested that a street be opened to property recently purchased by her from Jack Brady in Fort Screven, referred to Councilman Meddin to check on and report back. Councilman Hosti wanted to know what the status is at the present time for the use of dial telephones on the island. A committee consisting of Mr. Solms and Council Peters were appointed to contact the Southern Bell Telephone and Telegraph Company in reference to this. Councilman Hosti stated that there was no need for two U.S.Post Offices at Savannah Beach and that one with a delivery service would be much better. The Mayor appoited Mr. Solms to contact the Postmaster, J.M. Stubbs in Savannah with reference to this. The Mayor informed Council that several years ago the late Mayor Strong invited Dr. Hans Reichel to move to the island and open up his office to practice down here which he did on a part time basis but now Dr. Reichel has informed him that he plans to move back to Savannah as there is not sufficient practice on the island to warrant him maintaining an office here.` He stated that if the Town would pay him a fee of $300.00 per month he would reconsider. Request was denied. The Mayor informed Council that the stand on the pavilion in Memorial Park had been rented at $150.00 for the season and that young Arnold Seyden had paid $100.00 rent on it and informed that that business was not so good and requested that the $50.00 due be cancelled. It was moved, seconded and passed that the request be granted. Request of the Melody Maid Ice Cream Company for permission to sell ice cream on the streets from a truck was denied. It was moved, seconded and passed that a check for $160.00 from C.L. Baughan given in payment for his 1957 license and which was returned by the bank be cancelled. Mrs. E. L. Barnes petitioned for a street light in the vicinity of 10th Street and First Avenue. Referred to the Mayor. It was moved, seconded and passed that the discount on 1956 taxes of T.B.Mccarroll and 11. H. Haar be allowed. It was moved, seconded and passed that a refund of $54.99 be refunded to Robert H. Thompson due to a duplicate payment. Mr. R. H. Seay, who operates Seay's Tavern, requested that he be permitted to run his business on Sunday just for the sale of sandwiches and soft drinks. There being no further business, Council adjourned, subject to the call of the Mayor. Cler,: of Council Mayor 1 1 1 AN ORDINANCE AN ORDINANCE TO AMEND THE ORDINANCE PROVIDING FOR THE RATE OF LICENSE FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR ENDING APRIL 30, 1958; FIXING PENALTITS FOR THE VIOLATION; and FOR OTHER PURPOSES. SECTION 1: Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in council assembled, and it is hereby ordained by the authority of the same, that the ordinance providing for the rate of license for doing business in the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal year ending April 30, 1958, be amended as follows: (a) Any person, firm or corporation engaged in the business of selling and /or handling rentals of real property or real estate in the Town of Savannah Beach, Tybee Island $ 100.00 SECTION 2. That any person violating the provisions of this ordinance, upon conviction thereof, shall be subject to be fined not to exceed $100. thirty (30) days, either in the discretion of the 0, or be imprisoned not more than r both or a portion of either or both, ourt. SECTION 3. That all ordinances or parts of ordinances in conflict with the provisions of this .ordinance are hereby repealed.
