Home My Public Portal About046-1995 - SPECIAL ORDINANCE AUTHORIZING AN APPLICATION FOR A CORDINANCE NO. 46-1995 A SPECIAL ORDINANCE AUTHORIZING AN APPLICATION FOR A COMMUNITY FOCUS FUND PLANNING GRANT WHEREAS the Richmond, Indiana, Common Council recognizes that the needs of low and moderate income persons have been served for the past 75 years by Townsend Community Center located at 855 North 12th Street, Richmond, Indiana, and WHEREAS the numerous programs for boys, girls, men and women in all types of educational, recreational, cultural, and personal enrichment activities are heavily dependent upon a serviceable and safe physical structure, and WHEREAS the present structure was built in 1964 and is in need of remediation for physical deterioration due to general wear and tear from non-stop daily use by hundreds of persons as well as remodeling to meet the requirements of the Americans with Disabilities Act and building code revisions, and WHEREAS the unique services provided through public and private partnerships the Townsend Community Center has established exist in no other institution in the Richmond area, and WHEREAS a Community Focus Funds planning grant will enable the renovation and remodeling work to be accomplished in a timely and professional manner, NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that: 1. The Mayor is authorized to prepare and submit an application for grant funding of $500,000 to the Indiana Department of Commerce to go with a local match of $55,000 already obtained by the Board of Directors of Townsend Community Center through pledges, bequests and gifts. 2. The Mayor is authorized to commit the necessary staff support to administer the grant pursuant to the guidelines and policy of the Indiana Department of Commerce. MILLIGAN City Attorney Discussions have taken place over a period of weeks with the Board and staff of Townsend Community Center regarding assistance the City can provide in the current effort to renovate and remodel the building at 855 North 12th Street. This structure functions as a community center for hundreds of low and moderate income adults and children. It enables numerous institutions and individuals throughout the greater Richmond area to give time and resources to provide activities and leadership. The valuable contributions this organization makes to the quality of life for many Richmond citizens simply cannot be measured. All persons who have ever set -foot in the "Center" can witness to the benefits it provides. This ordinance enables the Indiana Department of Commerce to provide Community Focus Funds for the renovation and remodeling planning that is underway. The City will not expend any cash in this project but has already and will continue to furnish services in administration and planning.
