HomeMy Public PortalAbout2015-04-09 HPC Minutes Village of Plainfield Meeting of the Historic Preservation Commission Record of Minutes Date: April 9, 2015 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:00 p.m. Roll call was taken; Commissioners Kachel, Olsen, Hendricksen, Barvian, Rapp, Hagen, and Chairman Bortel were present. Commissioners Schmidt and Derrick were absent. Also in attendance: Michael Garrigan, Village Planner and Merrilee Trotz, Recording Secretary. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Hendricksen made a motion to amend the agenda adding the following discussions: Fire Protection; property located at the southeast and southwest corners of Naperville Road and 127th Street at the request of Commissioner Olsen; and the Historic Preservation Awards at the request of Commissioner Rapp. Seconded by Commissioner Olsen. Roll call vote: Kachel, yes; Olsen, yes; Hendricksen, yes; Barvian, yes; Rapp, yes; Hagen, yes; Bortel, yes. Motion carried 7-0. APPROVAL OF MINUTES: The minutes from January 29, 2015 were accepted as presented. Voice vote. All in favor. 0 opposed. Motion carried CHAIR’S COMMENTS: Chairman Bortel reminded Commissioners Hagen, Hendricksen, Derrick, Olsen, Barvian who all plan to attend the CAMP program April 25, 2015 in Lockport. CAMP is put on by the National Preservation Association out of Georgia. COMMISSIONERS COMMENTS: PUBLIC COMMENT: (Items not on the Agenda) No one approached the microphone. Mr. Garrigan stated the Village Board adopted Rules of Procedure for Public Comments based on the Attorney General’s opinion; stated this would be a statement of policy that the Historic Preservation Commission would adopt the same policy that the Village Board and Plan Commission/Zoning Board of Appeals adopted. Chairman Bortel asked for a motion to adopt the Rules of Procedure for the Public Comment portion of the Historic Preservation Commission. Commissioner Olsen made a motion to adopt the Rules of Procedure for Public Comments. Commissioner Hagen seconded the motion. Vote by roll call: Kachel, yes; Olsen, yes; Hendricksen, yes; Barvian, yes; Rapp, yes; Hagen, yes; Bortel, yes. Motion carried. Historic Preservation Commission Minutes April 9, 2015 Page 2 of 4 STAFF REPORT: Mr. Garrigan indicated there are no new landmark or district applications and no new demolition permits requested and none have been approved; the preservation watch list remains the same. Mr. Garrigan stated the village administration has had discussions regarding the demolition of 15307 S Route 59 and the Building Department has been directed to work with the owner of the property to seek a demolition permit. Staff continues to work with an architect and structural engineer on Old St. Mary’s Church; there is a major deterioration issue with the foundation wall in the 1970’s addition. Mr. Garrigan stated there is a prospective purchaser for this building. Commissioner Olsen stated occupancy was received on the property known as 24010 W Commercial Street and asked if this property could be removed from the watch list. NEW BUSINESS Case No. 1679-031315.COA 15018 S Bartlett Ave. Mr. Garrigan stated the applicant is requesting a Certificate of Appropriateness (COA) for the removal of the existing rear steps and construction of a small deck and stairs to the rear entrance for the property at 15018 S Bartlett Avenue. This property has been identified as a contributing structure in the East Side Historic District. Mr. Garrigan stated the deck and stairs would be constructed out of wood and the stairs would be painted taupe to match the trim on the existing house; described the lattice system; stated the applicant is not proposing a railing to their stairs which inconsistent with the Village’s Building Code. Staff recommends that the design guidelines are followed and any railings are constructed out of wood and incorporate traditional balusters that reflect the historic character of the house if the raining is required. Staff suggests a favorable recommendation with one stipulation that the risers on each stair incorporate individual nosing consistent with the Village’s COA Design Guidelines. Chairman Bortel sworn in Candance Scholz. Ms. Scholz stated they do plan to use nosing as requested. Ms. Scholz indicated the deck will be about 30 inches above the ground. Commissioner Hendricksen asked the reasoning for the lack of the handrail. Ms. Scholz indicated it was to be consistent with the other porches. Commissioner Kachel suggested reducing the height of the deck so the railing would not be required; explained the railing is a safety feature to prevent injury from a fall from the deck. Ms. Scholz indicated the deck is merely a small landing so they can all a screen door to the rear entrance. Commissioner Hendricksen suggested the applicant ask the Building Department about ways to avoid the handrail. Commissioner Hendricksen suggested they could use two inch square balustrades if the handrail is required. Commissioner Kachel suggested they might want to make the deck a little larger to better enjoy the back yard. Ms. Scholz indicated they propose to install a paver patio at the bottom of the stairs. Commissioner Kachel indicated the paver patio might be a bigger problem with the handrail as there is a larger risk of injury falling on the harder surface. Historic Preservation Commission Minutes April 9, 2015 Page 3 of 4 Commissioner Olsen asked if they plan to use tongue and grove. Ms. Scholz indicated they planned to use decking material. Commissioners Kachel and Olsen suggested there is tongue and grove available in Trex decking materials. Commissioner Olsen indicated with decking there would be a rounded edge to each board. Ms. Scholz indicated they would add the handrail if required to do so by the Building Department; explained the patio will be at the bottom of the stairs with landscaping to the sides of the deck. Commissioner Kachel and Hendricksen suggested the applicant work with the Building Department in order to comply with the applicant’s plan. Commissioner Hendricksen made a motion to recommend approval of the Certificate of Appropriateness for 15018 S Bartlett Avenue indicating the understanding the applicant preference of no handrail and suggestion that the applicant work with the Building Department. Commissioner Kachel seconded the motion. Vote by roll call: Olsen, yes; Barvian, yes; Rapp, yes; Hagen, yes; Kachel, yes; Hendricksen, yes; Bortel, yes. Motion carried 7-0. PRESERVATION AWARDS Chairman Bortel described the previous preservation awards; Preservation month starts May 1, 2015. Commissioner Olsen suggested nominating the Chester Ingersoll House at 24010 W Commercial Street for the rehabilitation award. Chairman Bortel mentioned this was a joint venture between the current owners and Commissioner Olsen’s company; suggested recognizing the Bright family for the rehabilitation of the exterior, interior and the addition for Preservation Month. Commissioner Kachel suggested nominating Plainfield Florist at 15205 S Route 59 which was saved from demolition for architectural details. Commissioner Hendricksen stated it was great that house was back on the tax rolls and was saved from demolition. The awards would be presented at the May meeting. SOUTHEAST CORNER OF 127TH AND NAPERVILLE ROAD Chairman Bortel stated there are the settlement house, the house the Weinhold family lived in, and the garage and then there are barns across Naperville Road. This property is currently zoned commercial. Mr. Garrigan indicated Mr. Witte is planning to move his small engine business to the barns on the southwest corner of 127th and Naperville Road. Commissioner Barvian indicated there currently is a 2 year lease on the house. Chairman Bortel and Commissioner Olsen suggested this property be added to the watch list. FIRE PROTECTION Chairman Bortel stated LDDC met with the Fire Protection District regarding sprinkling issues; indicated there is a need for education regarding the perception of the need for sprinkling when there is a change of use or ownership. Chairman Bortel suggested it might be to everyone’s advantage to sit down at a public meeting in June or July to discuss the perceptions requiring the buildings to be sprinkled. Historic Preservation Commission Minutes April 9, 2015 Page 4 of 4 Commissioner Kachel suggested there is a need for guidelines with regard to sprinkling for the historic buildings. OLD BUSINESS Commissioner Hendricksen asked what is happening to the case regarding the garage at 15505 S Bartlett Avenue. Mr. Garrigan indicated the applicant was asked to return with drawings and a material list; the applicant has not returned as of this date. Mr. Garrigan indicated he thought this was being handled in a legal fashion and would not be returning to this commission. DISCUSSION ADJOURN: Commissioner Barvian made a motion to adjourn. Commissioner Hendricksen seconded the motion. Voice vote. All in favor; 0 opposed. Motion carried.
