A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE ON-
BILL FINANCING APPLICATIONS FOR THE INDUSTRIAL PUMP SYSTEM
OVERHAUL AND WELL PUMPS SEQUENCING AND TO APPROPRIATE
$140,973 FROM THE UNAPPROPRIATED WATER FUND FOR THE PROJECT
WHEREAS, an Energy Action Plan (EAP) was adopted by the City Council on
March 6, 2018; and
WHEREAS, the EAP defines the City's long-term vision for achieving energy
efficiency in the City's facilities and within the community; and
WHEREAS, The EAP identified several opportunities save energy including the
upgrade of well pumps to improve overall plant efficiency; and
WHEREAS, the City enrolled in SCE's Water Infrastructure and System Efficiency
(WISE) Program to identify energy efficiency opportunities within the water distribution
system; and
WHEREAS, a study conducted by Lincus recommended implementation of two
energy savings measures: Industrial Pump System Overhaul and Well Pumps
Sequencing (Project); and
WHEREAS, the benefits of implementing the Project includes capturing SCE
incentives in the amount of$38,542, receive no-cost management and technical services
throughout the project, reducing greenhouse gas emissions by 65 tons/year, equal to
taking 14 cars off the road, improve safety and reliability, reduce maintenance costs, and
hedge against increasing utility costs; and
WHEREAS, Southern California Edison (SCE) offers On-Bill Financing at 0%
interest.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes City Manager or his designee to
execute the On-Bill Financing applications attached hereto as Exhibit A.
Section 2. That the City Council authorizes the City Manager or his designee to
accept the financing if approved and execute and submit documents to obtain the
financing and incentives.
Section 3. That the City Council approves the following appropriation:

Section 4. That this resolution shall take effect immediately upon its adoption.
