The regular meeting of Town Council was held today at 4 P M in the Council Room and was attended by Mayor Brown, who presided, and Councilmen Peters, Hutton, eaters, Lovell, Meddin and Hosti, Town Attorney Solms, Jr.,Superintendent Reed, Chief McCutchen, Mr. J.W. Lang. Mr. Lang reported that Mrs. Elsie Aycock was erecting a small building on her property Lot Sec. F4 of 35 -42, Ward 2 the size being 20 x 20 feet and asked if a building of this size could be erected in this section. Mr. Solms stated that as long as the building complied with the code nothing could be done about it. Superintendent Reed stated that some of the water mains in Fort Screven run on and through private property and at times it is necessary to go on private property to work on the mains. Mr. Solms stated that if the Town owns water lines it can go on private property to work on them. Superintendent Reed stated that some of the sewerage lines needed repairing and that two engineering concerns were checking these lines now working up estimates as to costs, he stated that the Fifteenth Street line running from Jones to Chatham Avenue would have to be re —laid. Councilman Lovell stated that on storm sewer drainage there are several open ditches running through private property and that these should be checked also with a view of running these lines down the streets instead of through private property. The Mayor appointed a committee consisting of Councilmen Lovell and Hosti, and Super- intendent Reed to handle the matter. The minuted of the meeting of September llth were read and adopted. It was moved, seconded and passed that bills for General Government for the month of September amounting to $2,551.29 and bills for the Water Department amounting to $520.89 be paid. It was moved, seconded and passed that a bid of `.50.00 submitted by Thomas & Hutton for a survey of the sewerage lines be accepted. Councilman Peters reported that he had talked with Mr. E. C. Bowen of the Southern Bell Tel. & Tel. Company relative to placing dial phones on the island and Mr. Bowen informed him that since they were pushed installing the new exchanges in Savannah that the Town bear with them until they can catch up. Mrs. W. B. Mathews petitioned for a street light in the vicinity of FifteenthsStreet and Chatham Avenue, referred to Mayor Brown. The Mayor informed Council that Mr. M. W. Lippett had requested permission to appear before Council at it's next meeting in connection with the Metropolitan Planning Board. The Mayor suggest that the tract of land in Fort Screven, purchased from the U. S.Coast Guard by the Town, be used for a park. He suggested contacting the Commandant of the Fourth Corps Area of the Coast Guard to try to get some old guns for use in the park. IIIThe Mayor called attention to the bad.condition of Lewis Avenue stating that parts of it are under water at times, that he had spoken to Mr. Fulton, Chairman of the County Commissioners relative to this and Mr. Fulton suggested that he contact Mt. Roy Chalker of the State Highway Board who might give him some help. 132 A Resolution was presented by the First Baptist Church calling upon the Town Authorities to enforce the laws of the community was received as information. The regular meeting of Town Council was held today at 4 P M in the Council Room and was attended by Mayor Brown, vho presided, and Councilmen Peters, Hosti, Hutton, Waters, Lovell, Medc9in, Town Attorney Solms, Jr. Superintendent Reed, Chief McCutchen, Messrs. Spence Grayson, Sol Kaminsky and Maxwell L. Lippett, Harold Taubin and M. Smith of the Metropolitan Planning Commission. Mr. Grayson,as attorney for Mr. Kaminsky, informed Council that Mr. Kaminsky owned Section 11 of Beach Lot 110, Ward 5, which is on the sea wall just south of 18th Street, and that Mr. Kaminsky has been unable to get to his property by vehicle due to the narrowness of the easement that runs from Sutler Avenue Eastward and asked if some way could not be provided for Mr. Kaminsky to have access to his property. He showed several pictures of a small strip that he stated the Town owns running south from the parking area and requested that the Town convey this strip to his client and that he-, would be willing to pay the necessary costs. They were excused and the matter was re- ferred to Mr. Solms and Councilman Peters to handle. Mr. Lippett presented Messrs. Taubin and Smith to Council informing the Board of their activities with the Metropolitan Planning Commission. Mr. Taubin explained the opera- tion of the Commission with the County and the City of Savannah and other municipalities of Chatham County. Mr. Smith read and explained a number of charts to the Board and Mr. Taubin left a set of reports giving the operations of the Commission. They were excused. Chief McCutchen reported the following buildings as being unsafe; The building of Sam Goldberg on Part of Section 14, Ward 1, known as Stephens Place; Herbert Goring's building on First =venue between 10th & llth Streets; the building of Wm. D. Prescott on First Avenue North of First Street and also the building of R.H. Seay on Campbell Avenue. After discussing the matter Council instructed the clerk to notify the owners that if the build- ings were not torn down or put in a dale condition by December 15th that the property Would be condemned. It was moved, seconded and passed that the new 1958 Mercury be purchased for the Police Department from Ray Clanton for a net amount of $1,485.00 and the 1955 Mercury which the Police Department is now using be traded in and that payment made after May 1,1958.
