A Code Enforcement officer observed a contractor working at 5:40 pm after the permitted hours. The contractor was advised the work needed to be stopped and issued the violation. There were two warnings issued in the beach area this week. The first warning was issued after a Bal Harbour officer observed a beachgoer had an erected canopy tent on the beach. The officer explained to the individual the tent was not permitted on the beach at which time he removed it. The second warning was issued after a Bal Harbour police officer observed a person with a dog on the beach. The officer explained that dogs were not allowed on the beach after which the individual left the area with the dog. Noteworthy Incidents / Arrests Date Incident Type Location 04/07/2017 Criminal Mischief 10185 Collins Avenue FPL Panel Box Comments: A Bal Harbour resident observed graffiti on the FPL box and notified the police department. A report was completed and photos taken of the damage. Bal Harbour public works responded and cleaned the graffiti. Date Incident Type Location 04/10/2017 AOA SURFSIDE POLICE 88 Street and Collins Avenue Comments: While on a proactive patrol detail, a Bal Harbour police officer observed a vehicle previously reported stolen from the Town of Surfside, traveling east on 96 Street. The vehicle fled into Surfside's jurisdiction at which time a description of the vehicle was broadcasted to all area police agencies. The Surfside Police Department located the vehicle unoccupied at 88th Street on the beach; however the subject was not located. Subsequent investigation led to the identity of the offender who was located by the North Miami Police Department. Date Incident Type Location 04/11/2017 Deceased Person 10205 Collins Avenue Oceanside Comments: Miami Dade Police Communications notified the Bal Harbour Police Department of a 911 call regarding a distressed swimmer. Arriving police officers located an unresponsive male who had been pulled from the ocean by family members and good samaritans. Police Officers initiated CPR which was continued by arriving Miami -Dade Fire Rescue personnel. The victim was transported to Aventura Hospital; however efforts to revive him were unsuccessf Bal Harbour police officers remained with the family throughout the evening and the investigation was continue y the Miami -Dade Police Department. 3 BAL HARBOUR POLICE DEPARTMENT oFF'�ER 1 �'HARgp �,rL1: 105" MIGUEL DE LA ROSA �.,.:_,;-'_p 1. :�; 'f 41# Acting Chief of Police Weekly Summary Report Date Incident Type Location 04/12/2017 Assist Bay Harbor Islands Police 10200 Block of Collins Avenue, North Lot Comments: A Bay Harbor Islands police officer advised via the police radio of a stolen vehicle traveling along 96 Street. The vehicle entered the Town of Surfside shortly and then turned north on Collins Avenue into the Village. The stolen vehicle then entered the north parking lot under the Haulover Bridge and came to an abrupt stop, as three suspects fled. One suspect was apprehended by the driveway of the Quarzo Hotel, as the other two fled west into the gated community through the pedestrian gate to the rear of the Quarzo Hotel. A containment perimeter was established with the assistance of several other agencies and the Miami -Dade Police Aviation Unit. Several canine teams responded and were successful in apprehending the suspects. One suspect was apprehended in front of 280 Bal Bay Drive when he surrendered as he observed the canine team approaching. The final suspect was apprehended as he hid in the hedges to the north side of the residence located at 145 Biscay Drive. Once the three suspects were in custody officers conducted a search for items of evidence or firearms with negative results. At daybreak a secondary search was conducted discovering clothing belonging to the suspect apprehended at 145 Biscay Drive however; no other items of evidentiary value were located. Further investigation into the matter revealed the vehicle was stolen during an armed carjacking in the City of Miami on April 9, 2017. The City of Miami and Town of Bay Harbor Islands Police Departments continued their investigation. Date Incident Type Location 04/12/17 Trespassing Arrest 10200 Collins Avenue, North Lot Comments: A Bal Harbour police officer observed a male fishing from within the locked gated area underneath the north municipal lot. Upon seeing the officer, the male jumped out from the gated area and admitted to the trespassing.
