The United Pentecostal Church of Richmond has obtained primary plat approval of Whispering
Valley Estates, a subdivision of a portion of approximately 58 acres it owns at the southeast corner
of the intersection of South 23rd and L Streets. The portion being subdivided is shown in solid
black on the attached vicinity map. The portion designated by diagonal lines is the remainder of the
acreage included in this voluntary annexation proceeding.
The Church owns all of the land being requested for annexation. It currently is in the Wayne
Sanitary District taxing unit and is surrounded by Wayne Township on the east and south and the
City of Richmond on the north and west.
The requirements of a voluntary annexation are set forth in the petition which appears at item 6 of
your agenda.
The ordinance that the petition requests appears on first reading and can be adopted in a single
meeting with motions to suspend rules and advance to second and third readings.
Sincerely urs,
i
