IIIThere being no further business, Council adjourned, subject to the call of the Mayor. 2,/;, Clerk of Council Mayor Savannah Beach, Tybee Island, Ga. November 13, 1957. The regular meeting of Town Council was held today at 4 P M in the Council Room and was attended by Mayor Brown, vho presided, and Councilmen Peters, Hosti, Hutton, Waters, Lovell, Medc9in, Town Attorney Solms, Jr. Superintendent Reed, Chief McCutchen, Messrs. Spence Grayson, Sol Kaminsky and Maxwell L. Lippett, Harold Taubin and M. Smith of the Metropolitan Planning Commission. Mr. Grayson,as attorney for Mr. Kaminsky, informed Council that Mr. Kaminsky owned Section 11 of Beach Lot 110, Ward 5, which is on the sea wall just south of 18th Street, and that Mr. Kaminsky has been unable to get to his property by vehicle due to the narrowness of the easement that runs from Sutler Avenue Eastward and asked if some way could not be provided for Mr. Kaminsky to have access to his property. He showed several pictures of a small strip that he stated the Town owns running south from the parking area and requested that the Town convey this strip to his client and that he-, would be willing to pay the necessary costs. They were excused and the matter was re- ferred to Mr. Solms and Councilman Peters to handle. Mr. Lippett presented Messrs. Taubin and Smith to Council informing the Board of their activities with the Metropolitan Planning Commission. Mr. Taubin explained the opera- tion of the Commission with the County and the City of Savannah and other municipalities of Chatham County. Mr. Smith read and explained a number of charts to the Board and Mr. Taubin left a set of reports giving the operations of the Commission. They were excused. Chief McCutchen reported the following buildings as being unsafe; The building of Sam Goldberg on Part of Section 14, Ward 1, known as Stephens Place; Herbert Goring's building on First =venue between 10th & llth Streets; the building of Wm. D. Prescott on First Avenue North of First Street and also the building of R.H. Seay on Campbell Avenue. After discussing the matter Council instructed the clerk to notify the owners that if the build- ings were not torn down or put in a dale condition by December 15th that the property Would be condemned. It was moved, seconded and passed that the new 1958 Mercury be purchased for the Police Department from Ray Clanton for a net amount of $1,485.00 and the 1955 Mercury which the Police Department is now using be traded in and that payment made after May 1,1958. 1 133' Chief McCutchen reported that the dog catcher had been on the island on several occasions and had picked up a number of stray dogs and cats; he also reported that twenty —eight (28) houses were broken into during the month of October. The minutes of the meeting of October 9th were read and adopted. It was moved, seconded and passed that bills for the month of October for General Government amounting to $3,188.41 and bills for the l.tater Department amounting to $434.59 be passed. Councilman Lovell called attention to several areas where pipe will have- to be laid to take care of storm drainage, one place is Tilton and First Avenue, another in Memorial Park, First Avenue to Jones Avenue and there is an area in the vicinity Of Twelfth Street between Second and Jones Avenue, the cost to le appreximately $1,800.00. It was moved, seconded and passed that the work Y_e done: A Committee consisting of Councilmen Hosti and Lovell and Superintendent Reed was appointed to handle the matter. Councilman Lowell reported that Mr. Lang was ill, Councilman Hosti moved that William Paul be appointed Building & Plumbing Inspector on a fee basis to serve during Mr. Lang's absence, which motion'was seconded and passed. Mr. Solms reported that the damage suit of Tarver which had been appealed to a higher court had been turned down and that the case is now closed. Councilman Hutton reported that repairs to the fire house had been completed and that the Savannah Beach Volunteer Fire Department requested that it's name be painted off of the ambulance. Councilman Peters informed Council that Mr. L. V. D� -:vis wanted the plat in front of his place of business opened. The Mayor stated that the plat in this area would be taken up. Councilman Hutton reperted that several planks at the public dock were in bad condition and should be replaced at once. The Mayor stated that he had recently visited Fort McPherson and had received splendid cooperation from the authorities there in connection with getting surplus material for use in the proposed park at Fort Screven, that he also attended the annual meeting of the Georgia Municipal Association in Augusta. It was moved, seconded and passed that the Town sponser a U.S.O.Dance to be held on December 21st, the cost of which is $$75.00. Mrs. Katherine Carson presented a bill from Edmund J. Solomon covering the checking of a sewer line on her property. It was ascertained that the stoppage in this line was in the Town's sewer mains. The amount of the bill was $23.75 and Mrs. Carson petitioned that the Town pay it. It was moved, seconded and passed that the bill be paid by the Town. It was moved, seconded and passed that the Registration Book, for the election fOr Mayor and Councilmen, to be held on April 7, 1958, be kept open in the office of the Tax Collection in the Court House in Savannah from December 24th,.1958.
