HomeMy Public PortalAbout062-1995 - APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF RICHORDINANCE NO.62-1995 (2nd reading amendment) AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE PAYMENTS FOR SERVICES TO BE RENDERED TO THE RICHMOND SANITARY DISTRICT IN 1996 VVIJEREAS Indiana Code 36-9-25-3 establishes a department of public sanitation as an executive department of the City of Richmond, Indiana, but places the control of the department in the Board of Sanitary Commissioners with the exception of the head of the department who is appointed by the Mayor subject to the approval of said Board, and WHEREAS a special taxing district exists which includes all of the territory within the corporate boundary of Richmond plus contiguous unincorporated territory which receives waste water treatment and solid waste disposal services from said department, and WHEREAS The Board of Sanitary Commissioners has complete and exclusive authority to expend the user fees and taxes which are received for said services without the necessity of appropriation and budget approval by the Common Council of the City of Richmond pursuant to Indiana Code 36-9-25-10, 32 and 37, and WHEREAS the other executive departments of the City of Richmond provide services to the department of public sanitation, NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the following payments be made by the Board of Sanitary Commissioners to the City General Fund during 1996 for supervisory, financial, personnel, legal, insurance, accounting, engineering and other services provided to the department of public sanitation from the special tax district collections and user fees received by said Board, to -wit: A. Thirty-five percent of the salary and benefits or contractual fees paid to or on behalf of the following positions: 1. City Controller $41,617.00 2. Deputy Controller 28,312.00 3. Payroll Clerk 19,879,00 4. Accounts Payable Clerk 18,602.00 5. Purchasing Manager 26,995.00 6. Purchasing Clerk 17,434.00 7. City Admin. Director 28,541.00 8. Employee Benefits Clerk 16,217.00 9. City Attorney 10. Executive Secretary of Department of Admin 19,009.00 11. Exec. Secretary of Department of Public Works 20,300.00 12. City Engineering Manager 49,366.00 13. Project Engineer A 30,930.00 70,000.00 14. Project Engineer B 15. Construction Specialist 16. Computer Specialist 17. Computer Aided Design Operator 18. Director of the Department of Planning 19. Exec. Secretary of the Department of Planning 20. Insurance Consultant 30,385.00 35,358.00 27,163.00 23,692.00 34,868.00 18,018.00 $486,686.00 $76,000.00 B. The salaries total $486,686 plus 29 percent for benefits or $141,139. The fees total $76,000. Thirty-five percent of the total cost of $703,825 equals $246,339. That portion of insurance premiums attributable to coverages for the department of sanitary operations including equipment, vehicles, physical plant, public liability, workers compensation and other risks shall be billed directly to the department of public sanitation or allocated to it by the City Controller. C. Thirty-five percent of the maintenance, repair and replacement costs for equipment utilized by the City Controller in the performance of duties pursuant to statute to be performed by the municipal fiscal officer is determined to be $10,000. D. Total salary and computer equipment reimbursement is $256,339.00, Passed and adopted this 2nd day of October, 1995 by the Common Council of the City of Richmond, Indiana. President (Sarah L.
