The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Code Enforcement Efforts
Comments:
The code enforcement unit issued one warning within the gated community this week. The warning was for an
obstructed water meter which was interfering with the ability to obtain an accurate reading.
There were two violations issued this week, the first violation was issued to a unit in the Plaza property and the second
to a unit in the Bal Harbour 101 property. The violations were both for unpermitted work as a result of not finalizing all
required inspections.

9700 Collins Avenue (Bal Harbour Shops)
Comments:
Bal Harbour Shops security notified officers of a vehicle driving on the pedestrian walkway. An officer arrived and
located the vehicle, as the officer approached the driver, he detected an odor of alcohol emanating from the individual.
The officer administered Field Sobriety Exercises and the driver was subsequently arrested for driving under the
influence of alcohol. No injuries or damages were reported.

Suspicious Male
1 Harbour Way
Comments:
A Bal Harbour resident contacted the police regarding a suspicious male walking south on Collins Avenue. Bal Harbour
police officers arrived and located the individual in the parking lot of the apartment complex at 1 Harbour Way. A routine
criminal History check revealed he had an active warrant issued by the state of North Carolina. The male was arrested
for Loitering and Prowling and the active warrant.

Burglary Arrest
88 Bal Bay Drive
Comments:
Bal Harbour police were notified by the resident of 88 Bal Bay Drive of a suspicious juvenile male on her property. The
juvenile suspect fled on foot through the residential district leaving his bicycle at the residence. The resident's son
pursued the juvenile to the 9800 Block were the juvenile scaled the fence and continued running. Bal Harbour officers
broadcasted a detailed description of the male to all the surrounding police jurisdictions. Bal Harbour, Town of Surfside
and Bay Harbor Island officers coordinated a comprehensive search and located the juvenile walking in Bay Harbor
Islands. The juvenile was detained and positively identified by the residents, he was then arresteq and charged with
felony occupied burglary.

Residential Gate Entrance
Comments:
Bal Harbour Officers were notified by Kent Security that the gate control arm pole had fallen off the bracket causing the
gate to remain in the open position. The damage appeared to have been caused by wear and tear and not as a result
of an accident or vandalism. Traffic cones and barricades were placed around the gate and officers remained in the
area. TEM Systems technicians responded and repaired the arm pole.

Collins Avenue Corridor
Comments:
While patrolling the Collins Avenue corridor, a Bal Harbour police officer observed a vehicle commit a traffic infraction
and conducted a traffic stop. When the officer approached the vehicle, the driver exhibited signs of impairment. The
Bal Harbour officer administered Field Sobriety Exercises and the driver was subsequently arrested for Driving Under
the Influence of Alcohol. No injuries or damages were reported.

Marine Assistance
Haulover Sand Bar
Comments:
While patrolling the intracoastal waterways, the Bal Harbour Marine Patrol officers observed a capsized kayak near the
Haulover sandbar, as the officers approached the kayak, they observed a male attempting to re -board the overturned
vessel; fearing for his safety, and the officers assisted him onto the police vessel and removed the kayak from the
water. The male did not require medical attention and was safely returned to shore.

Assist Town of Surfside Police

Comments:
While on the scene of a domestic violence incident, a Town of Surfside Police Officer requested emergency backup
regarding a possible man with a gun threatening his family. A Bal Harbour officer responded to assist, however by the
time he arrived the situation was under control. The officer cleared after the subject was taIyen into custody by Town
of Surfside officers. I

Marine Assistance
Atlantic Ocean
Comments:
Miami -Dade Ocean Rescue requested assistance from local law enforcement marine units regarding distressed
swimmers in the ocean. Bal Harbour Marine Patrol officers responded and assisted with the search and rescue of the
swimmers. Moments later, the Miami Dade Fire Rescue Marine unit located the swimmers and transported them to
Haulover Marina.

Haulover Inlet Beachside
Comments:
Haulover Ocean Rescue personnel called the Bal Harbour police department to report two possible illegal immigrants
on a raft just east of the Inlet. Bal Harbour officers spotted a makeshift raft and immediately requested assistance from
the Marine Patrol. Miami Dade, Indian Creek, North Bay Village and Miami Dade Fire Rescue boats responded and
located the raft which was now accompanied by a smaller vessel. The officers on the scene quickly learned that the
people involved were amateur film makers who were filming a documentary on the plight of Cuban Migrants and utilizing
a realistic raft prop. Media personnel arrived on the Jetty as all officers and resources were in the process of clearing
the scene. -
