Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Code Enforcement Efforts
The code enforcement unit issued five warnings within the gated community this week. The first warning was for an
unauthorized sign on a construction site. There were two warnings issued for trash containers left out and visible from
the public right of way. The remaining warnings were issued for bulk waste which was left out over the weekend.
There were two violations issued to the Plaza property after workers were observed conducting construction work in
the pool area on a Sunday. This work was also being performed without the required dust mitigation procedures, this
is a repeat violation for the Plaza property.
Criminal Investi • ations Division Weekly Summary Report
Comments:
Sergeant Jack Young continues attending the 10 Week University of Louisville, Command Officer Development Course
at Broward Community College, Institute of Public Safety.
The Criminal Investigation detectives participated in a Problem Solving Inter Agency Detail. In collaboration with the
Surfside Police Department, the Bal Harbour Police detectives provided intelligence on suspects and current crime
trends. Detectives also conducted proactive field work and distributed information flyers.
Detectives, along with the reporter of the incident, attended a Pre -Filing Conference at the State Attorney's Office
regarding an ongoing bribery case.
Detectives followed up on a felony theft in the Bal Harbour Shops. Interviews with store management were conducted
and surveillance video footage was requested.
Detectives requested a subpoena from the State Attorney's Office regarding an ongoing Economic Crime Fraud
case. On another fraud case involving Wells Fargo, detectives reviewed a subpoena response from the bank.

Problem Solving Inter Agency Detail
Village Wide
Comments:
The Bal Harbour Village and the Town of Surfside Police Departments conducted an inter -agency traffic and problem
solving detail from 5:00 P.M. to 1:00 A.M.
The highlights of the detail resulted in over 27 positive citizen contacts throughout both communities.
The traffic enforcement component led to 25 traffic stops, which yielded 27 combined citations and warnings and three
misdemeanor arrests. The arrests included, one for Driving Under the Influence of Alcohol and another for the
possession of cannabis. The Bal Harbour Police Narcotics Detector K9 is credited with locating the hidden cannabis
during the traffic stops.
In addition, the officers conducted directed patrols at our parks, municipal parking lots, beach areas, residential areas,
business districts as well as the buildings on the east and west side of Collins Avenue.

Damaged Property

Comments:
While conducting a Directed Patrol, a Bal Harbour police officer discovered damage to the gate leading to the fishing
nook under the bridge. The gate was secured with a chain and lock as well as yellow caution tape. Public works
supervisors were notified of the damage. At this time it is unknown if this was a deliberate act or accidental due to the
ongoing construction projects by Florida Department of Transportation.

Suspicious Persons Incident
291 Bal Bay Drive, Quarzo Construction Site
Comments:
A Bal Harbour police officer was flagged down by a postal worker who advised of three males in the area of the Quarzo
Construction site. The reporter advised that the individuals may have climbed over the fence into the construction site.
Officers responded and conducted an extensive area canvass of the construction site and the gated residential area.
Officers made contact with several residents in the area and none advised of seeing any suspicious males matching
the description provided. In addition, a review the security cameras did not reveal anyone in the area.

Comments:
While conducting a mandatory security check of the North Municipal Lot, a Bal Harbour officer noticed that someone
spray painted the fence concealment screening. The graffiti was confined to one small area on the fence. Public Works
personnel responded and removed the graffiti. No other damages were reported.

Lost and Disoriented Elderly Male
9700 Block of Collins Avenue
Comments:
A Bal Harbour police officer observed an elderly male who appeared lost and disoriented. The male appeared to be in
good health but was experiencing cognitive issues. Through investigative means, the officer was able to ascertain the
identity of the individual, who resides in the City of Miami Beach. The officer was successful in contacting family
members who responded to the scene and informed officers that he suffers from early onset of Alzheimer's Disease.

Trespass Warning
9700 Collins Avenue, Bal Harbour Shops
Comments:
Bal Harbour police was requested to respond to the Bal Harbour Shops regarding a disturbance involving a taxi driver.
A Bal Harbour Shops security supervisor advised that the taxi exceeded the number allowed to stage in the parking lot
and that the driver became argumentative when informed that he had to leave. The cab driver was issued a trespass
warning and ordered to leave the property.

Comments:
While on a routine check of the beach, the Bal Harbour Police marine patrol boat observed an inflatable tender capsized
by the shore next to a jet -ski. The operator of the inflatable tender was attempting to tow away the inoperative jet -ski
when the rough surf capsized the tender. The police vessel remained on scene until the arrival of a private tow service
which removed both vessels.

Arrest/Narcotics and Disorderly Intoxication
96 Street and Byron, Saks Sidewalk
Comments:
An anonymous reporter advised the Bal Harbour police communications of an unconscious male laying on the ground
by Saks Fifth Avenue. Officers made contact with the male and quickly observed signs of intoxication from the
individual. The subsequent investigation revealed the male was in possession of a glass pipe commonly utilized to
smoke crack cocaine. Further examination revealed cocaine residue affixed to the interior of the pipe. The male was
taken into custody and charged with disorderly intoxication and possession of narcotics paraphernalia including
cocaine.
