SPECIAL LICENSES:

• St. James Armenian Church 465 Mt. Auburn Street Approved 3-0
One Day all Alcohol License/ Annual Bazaar October 12, 13, 2018
Michael Mamishian appeared in support of the application. The event is the annual
church bazaar, and is an all -ages event. A bar will be set up in the parish hall, and
alcohol will be stored in a separate room. The expected number of attendees at any
one time is 300. The Police Department reported that it had no objection to the
granting of the license requested, subject to the conditions in the department's written
report. The Board acknowledged receipt of reports from the Building, Fire, and
Health Departments, and voted to grant the license, subject to the conditions
requested by the Police, Building, Fire, and Health Departments.
• Taxiarchae Hellenic Cultural Center 25 Bigelow Ave Approved 3-0
One Day all Alcohol License/ Anniversary Party October 13, 2018
A representative of the Hellenic Center appeared in support of the application. The
event will be an anniversary party, with an expected attendance of 120 adults. The
Police Department reported that it had no objection to the granting of the license
requested, subject to the conditions in the department's written report. The Board
acknowledged receipt of reports from the Building, Fire, and Health Departments,
and voted to grant the license, subject to the conditions requested by the Police,
Building, Fire, and Health Departments.

A representative of the Hellenic Center appeared in support of the application. The
event is a wedding reception, with an expected attendance of 320 adults. The Police
Department reported that it had no objection to the granting of the license requested,
subject to the conditions in the department's written report. The Board acknowledged
receipt of reports from the Building, Fire, and Health Departments, including the
requirement of a certified crowd manager, and voted to grant the license, subject to
the conditions requested by the Police, Building, Fire, and Health Departments.
• Heather Zarkadas 5K Memorial Walk
October 13, 2018 5K Memorial Walk/Fundraiser
This is a second annual fundraiser event for the Heather Zarkadas Children's
Education Foundation. The walk/run route begins and ends at the Lowell School, 175
Lowell Avenue. Start time is 11:00 a.m., and the anticipated number of participants
is 150- 300. The Board acknowledged receipt of a memorandum from the
Department of Public Works regarding safety measures and logistics for the event.
The Police Department reported that it had no objection to the granting of the license
requested, subject to the conditions in the department's written report. The Board
acknowledged receipt of a report from the Health Department, and voted to grant the
license, subject to the conditions requested by the Police and Health Departments.

The Watertown Licensing Board met to consider the application of Hibernian Club of
Watertown, Inc. for approval of a change of the hours of operation for its Open -Air Parking
License exercised at 131 Watertown Street, to authorize operation on a 24 -hour basis, Monday
through Sunday.
Robert Casey, president, appeared in support of the application. The subject property
contains approximately 34,000 square feet of land. An open-air parking license was approved by
the Licensing Board in June of 2004, and the hours of operation were Monday to Friday, 7:00
A.M. to 10:00 P.M., Saturday and Sunday, 7:00 A.M. to 6:30 P.M. The club has demand for
additional usage hours.
Sgt. Grady stated that the Police Department had no objection to approval of the
requested modification, provided that the conditions stated below were imposed.
The Licensing Board voted unanimously to grant a Change of Hours for Open Air
Parking License, subject to the following conditions:
1. The license shall be restricted to 60 vehicles, as shown on the application:
numbered spaces overlaid on aerial photo of the subject property, submitted on
July 31, 2018.
2. The parking spaces shall be clearly delineated with stripes in accordance with the
layout shown on the aerial photo submitted.
3. There shall be no restriction on the hours of operation.
Baby Beef Grill, Inc.

The Watertown Licensing Board met to consider the application of Baby Beef Grill, Inc.
for a Common Victualer License to be exercised at 45 Lexington Street.
Thamara Martins, president, appeared in support of the application. The location has
been the site of a restaurant, most recently King Bibis, as approved by the Licensing Board on
December 21, 2017. The applicant is purchasing the current business.
Sgt. Grady stated that the Police Department had no objection to the granting of the
requested license, provided that the conditions stated below were imposed.
The Health Department reported that the applicant is engaged in the plan review process
for change of ownership.
The Zoning Enforcement Officer reported that there were no comments on the current
proposal, but that if there is a change/increase in the seating capacity a zoning review will be
necessary.
The Licensing Board voted unanimously to grant a Common Victualer License, subject
to the following conditions:
1. The description of the licensed premises is as follows: an estimated 1,200 square
feet, kitchen area, restroom, basement for storage, and two entrances/exits.
2. Seating capacity shall be 48 persons, as shown on the plan submitted (untitled
floor plan received in the office of the Town Clerk on July 31, 2018).
3. The hours of operation shall be Monday through Sunday 8:00 a.m. to 10:00 p.m.
4. There shall be no alcoholic beverages on the licensed premises.
Michael Richards d/b/a Avenue Delicatessen

The Watertown Licensing Board met to consider the application of Michael Richards
d/b/a Avenue Delicatessen for a Common Victualer License to be exercised at 93-95 School
Street.
Michael Richards appeared in support of the application. The location is the site of the
former Strip -T's restaurant, which recently closed. The applicant is proposing a delicatessen -
style restaurant.
Sgt. Grady stated that the Police Department had no objection to the granting of the
requested license, provided that the conditions stated below were imposed.
The Health Department reported that the applicant must submit a plan review application,
for change of ownership and renovations to the premises. No renovations or food operations are
approved without Health Department approval.
The Zoning Enforcement Officer reported that there were no comments on the current
proposal, but that if there is a change/increase in the seating capacity a zoning review will be
necessary.
The Licensing Board voted unanimously to grant a Common Victualer License, subject
to the following conditions:
1. The description of the licensed premises is as follows: 1,100 square foot building
with three entrances/exits, full kitchen, bathroom, and basement for storage.
2. The hours of operation shall be Monday through Sunday 6:00 a.m. to 11:00 p.m.
3. Seating shall be limited to 32 persons, as shown on the plan submitted (untitled
sketch plan received in the office of the Town Clerk on August 1, 2018).
4. There shall be no alcoholic beverages on the licensed premises.
Sister Chen, Inc. d/b/a Sichuan Cuisine

The Watertown Licensing Board met to consider the application of Sister Chen, Inc. d/b/a
Sichuan Cuisine for a Common Victualer License to be exercised at 30 Mt. Auburn Street.
Xin Chen, president, appeared in support of the application. The location has been the
site of a restaurant, most recently Tiki In, as approved by the Licensing Board in December of
2011. The applicant is purchasing the current business.
Sgt. Grady stated that the Police Department had no objection to the granting of the
requested license, provided that the conditions stated below were imposed.
The Health Department reported that the applicant must submit a plan review application, for
change of ownership and renovations to the premises. No renovations or food operations are
approved without Health Department approval.
The Zoning Enforcement Officer reported that there were no comments on the current
proposal, but that if there is a change/increase in the seating capacity a zoning review will be
necessary.
The Licensing Board voted unanimously to grant a Common Victualer License, subject
to the following conditions:
1. The description of the licensed premises is as follows: 1,250 square feet,
consisting of a dining room, kitchen, restroom, front entrance/exit, and rear exit.
2. The hours of operation shall be Sunday through Thursday 11:00 a.m. to 10:00
p.m., Friday and Saturday 11:00 a.m. to 11:00 p.m.
3. Seating capacity shall be 30 persons, as shown on the plan submitted (floor plan
entitled "Sichuan Cuisine 30 Mt Auburn St Watertown MA 02472," sheet SK -1,
prepared by Marty Sonbolian, P.E.).
4. There shall be no alcoholic beverages on the licensed premises.
Watertown Exchange, Inc.
92-98 Main Street

The Watertown Licensing Board met to consider a modification of the Wine and
Malt Common Victualer License for exercise at 92-98 Main Street. A transfer of that license to
you was approved by the Board on October 19, 2017. The license as approved set the seating
limit at 48 persons. However, the Board was subsequently notified by the Watertown Building
Department that the certificate of occupancy being issued for the premises stated a different
maximum occupancy. By law, that is the legal occupancy limit. Therefore, that is the occupancy
limit that applies to the premises. The Licensing Board voted to modify the license to set the
seating limit at 43 seats, for both the Wine and Malt Common Victualer License and your
Common Victualer License.

The Watertown Licensing Board met to consider the status of a hackney carriage license
that was held by McCue's Taxi, Watertown Yellow Cab, Inc. and then transferred to George
Zaino, by approval of the Board on March 15, 2018.
On September 19, one day prior to the scheduled hearing, McCue's Taxi informed the
Board that it would not have a representative available at that time.
The Board voted to continue the hearing to October 18, 2018 at 7:15 p.m. in the Philip
Pane Hearing Room, Administration Building, 149 Main Street, Watertown, MA.
