The first warning was for the maintenance and appearance of a vacant lot. The second warning was issued for the overall maintenance and appearance of a home. There was one violation issued to the restaurant within the Carlton Terrace property after an employee was observed soliciting business on the beach. Criminal Investi • ations Division Weekl Summa Report Comments: The Bal Harbour Criminal Investigations Section participated in the Memorial Day Weekend Holiday Initiative which consisted of beach patrols, high visibility patrols on Collins Avenue and a crime suppression detail throughout the village. Detectives working with the Miami Dade County State Attorney's Office continued to follow up a Felony Theft / Fraud case and submitted an updated subpoena. Detectives followed up on a Felony Theft case from the Gucci Store. As of now, detectives have been unsuccessful in obtaining an interview with the store employee and the store has not released surveillance video. Noteworthy Incidents / Arrests Date Incident Type Location 05/26/2017 Traffic Arrest 500 Block of 96 Street Comments: While conducting a traffic enforcement detail, a Bal Harbour officer made a traffic stop on a vehicle with an expired tag and registration. The investigation also discovered that the driver was driving with a suspended driver's license. The driver was arrested and later released on a promise to appear (PTA) in court. LA Weekly Summary Report Date Incident Type Location 05/27/2017 Narcotics Arrest 9700 Collins Avenue, Bal Harbour Shops Comments: While conducting a traffic enforcement detail, a Bal Harbour officer conducted a stop on a vehicle after observing the driver commit an infraction. The subsequent investigation led to the discovery of approximately one gram of marijuana in the possession of the passenger. The driver was in a private vehicle for hire, however, he did not possess the proper Miami Dade County Permits. As the owner of the vehicle could not be located, the vehicle was impounded for safe keeping and proof of ownership. The passenger advised that he was from the state of Georgia and was not carrying any identification. The passenger also provided conflicting statements regarding his name, age and reason for being in the area. The passenger was placed under arrest for possession of marijuana and transported to the Miami Dade - Police Department, Warrants and Identification Unit. After conducting fingerprint identification, the subject's real identity was discovered as well as an open traffic warrant from Georgia. The suspect was transported to the Miami Dade County Jail for booking. The contraband was seized and placed in the Bal Harbour Police Department evidence locker. Date Incident Type Location 05/27/2017 Traffic Incident 10200 Collins Avenue Comments: While patrolling the Collins Avenue corridor, a Bal Harbour officer initiated a traffic stop on a vehicle travelling on Collins Avenue with an expired tag. As the officer approached the vehicle, he detected an odor of marijuana emanating from the interior of the vehicle. When questioned by the officer, the driver admitted to recently smoking marijuana and surrendered the remaining amount of marijuana in her possession. The driver was cited for the expired tag and the small amount of marijuana was impounded. Date Incident Type Location 05/27/2017 Traffic Incident 9700 Collins Avenue Comments: While conducting traffic enforcement of the Collins Avenue corridor, a Bal Harbour officer initiated a traffic stop on a vehicle that committed a traffic infraction. When the officer approached the vehicle, the officer smelled marijuana emanating from the vehicle and the driver was visibly nervous. When the officer questioned the driver regarding the marijuana scent, the driver said there was an unfinished marijuana cigarette in his vehicle. The driver voluntarily surrendered the marijuana cigarette and was cited for the traffic infraction. The marijuana cigarette was seized and impounded. BAL HARBOUR POLICE DEPARTMENT , C7F1' BOR MIGUEL DE LA ROSA Acting Chief of Police Weekly Summary Report Date Incident Type Location 05/28/2017 AOA Sunny Isles PD 16850 Collins Avenue Comments: The Sunny Isles Police Department requested assistance from the surrounding police jurisdictions to help with dispersing a large crowd of individuals at a party located in Sunny Isles. Bal Harbour police officers along with officers from neighboring jurisdictions responded and provided assistance. The individuals left the party without incident. No injuries or arrests were reported. Date Incident Type Location 05/28/2017 Noise Complaint 200 Block of Bal Bay Comments: Bal Harbour police officers were summoned to the 200 Block of Bal Bay regarding loud music playing from a vessel in the intracoastal. Bal Harbour officers located the vessel and contacted the Indian Creek Marine Patrol to respond and speak with the occupants of the vessel who agreed to lower the music. No other incidents or complaints were received. Date Incident Type Location 05/28/2017 Fishing Violation 10300 Collins Avenue Comments: Bal Harbour police officers were summoned to the Haulover Bridge regarding two males fishing from the bridge. Upon the arrival of the officers they were instructed that fishing from the bridge was prohibited. The males immediately removed their items and left the area. Date Incident Type Location 05/28/2017 Arrest / Drugs Possession 9700 Collins Avenue, Bal Harbour Shops Comments: The Saks Fifth Avenue Loss Prevention associates contacted the Bal Harbour Police Communications and advised of a theft of sunglasses that had just occurred. Our dispatcher quickly provided a description of the subject who had just left the store on foot through the Shops. Based on that description, a Bal Harbour police officer detained an individual matching the description of the offender. The person detained was not identified as the offender, however, the person was arrested for misdemeanor possession of Cannabis. The offender was cleared of any outstanding warrants and was released on scene after signing the arrest affidavit on a (PTA) promise to appear in court. The contraband was seized and placed in the Bal Harbour Police Department evidence locker. The male involved in the described theft of sunglasses was located inside another store in the Bal Harbour Shops. The male was positively identified and the stolen property was recovered. The male was arrested and transported to the Miami Dade County Jail. Acting Chief of Police Weekly Summary Report PLA Date Incident Type Location 05/29/2017 Drug Arrest 9700 Collins Avenue Comments: While patrolling the Collins Avenue corridor, an officer observed a vehicle commit a traffic infraction and conducted a traffic stop. As the officer was approaching the vehicle, he observed the driver lower the window and fan smoke from the vehicle. When the officer asked the driver for his license, he detected a strong odor of marijuana emanating from the interior of the vehicle. The driver admitted to the officer he was smoking marijuana and surrendered the remaining amount left in his possession. The driver was arrested and released on a Promise to Appear in court (PTA) at a later date. Date Incident Type Location 05/31/2017 Stolen Vehicle / Delayed Reporting 9700 Collins Avenue, Bal Harbour Shops Comments: A person reported his vehicle as stolen from the Bal Harbour Shops. According to the statement provided, the driver advised that while having lunch at a restaurant inside the Shops, he realized that his car keys were missing. The reporter then discovered that his vehicle was also missing from the parking lot. The owner did contact the police immediately, as he looked for the vehicle prior to reporting the theft. An officer and the on duty dispatcher worked in conjunction with the vehicle's tracking company and eventually discovered its location utilizing a website. After notifying Miami Dade County police, the vehicle was located unoccupied and intact within their jurisdiction. The owner responded to the scene and the vehicle was returned. The Bal Harbour Criminal Investigation units are following up on available leads, and requesting surveillance footage. Date Incident Type Location 06/01/2017 Accident with Injuries 10200 Block of Collins Avenue Comments: While on routine patrol, an officer drove up on an accident with injuries. The vehicle was southbound on Collins Avenue when it jumped the curb and struck a tree on the center median. The driver may have suffered a medical issue, she was treated on the scene for minor injuries and was transported to a local hospital as a precaution for further evaluation. Bal Harbour Public Works personnel responded and removed the damaged tree. Comments: BAL HARBOUR POLICE DEPARTMENT OF ERt� F�cARBpG 't At Aftr�r Acting Chief of Police ..6po Syr LA, Weekly Summary Report Memorial Day Weekend Holiday Detail Summary Report The Bal Harbour Police Department executed an operational plan developed to address issues associated with the Memorial Day Weekend Holiday. The most common issues which impact the entire nation are traffic crash injuries and deaths as well as driving while intoxicated. The National Highway Safety Administration also conducts the National "Click it or Ticket" campaign promoting safety belt usage in which the Bal Harbour Village Police Department proudly participates. The operational plan called for increased patrols in the gated community, on our beach, and on all traffic corridors by augmenting the normal patrol squad. The added officers were tasked with conducting proactive Code/Traffic enforcement and quality of life issues. The detail also included a contingent of officers assigned to a crime suppression detail which focused on combating crimes and perpetrators that have recently affected the region. The Bal Harbour Criminal Investigations Section, working in conjunction with area agencies, compiled a comprehensive informational flyer listing over two dozen individuals who have been identified as the most active offenders targeting our communities. In addition, our agency maintained constant communications with the Miami Dade County Police task force assigned to the Haulover Area. The Bal Harbour Village initiative resulted in, 63 calls for service, 5 arrests and 169 combined citations/warnings issued for traffic related contacts. Additionally, an alert Bal Harbour Village police supervisor spotted an individual on the most active flyer as the subject traveled to the Surfside CVS Store. The person was surveilled until he left the jurisdictional boundaries of Bal Harbour Village. For tracking purposes, the neighboring agencies were notified including all of our personnel regarding the sighting of this individual. The Bal Harbour Village Police Marine Patrol provided proactive ICW (Intracoastal Waterway) and Bal Harbour Beach patrols which netted, 31 Stops, 31 contacts and 27 combined citations and warnings. The Marine Patrol boat also assisted the City of Miami Beach Police Department on Saturday and Sunday with security of the National Salute to our Heroes, Air and Sea Show.
