Gonzalez, Village Manage June 2, 2017 Bal Harbour Critical Incident/Emergency Management Operations Plan This Letter to Council (LTC) is to provide you with an update regarding the Village's Critical Incident/Emergency Management Operations plans. The purpose of this plan is to guide the actions of Bal Harbour Village in the steps necessary to prepare for the response to and recovery from hurricanes, severe weather emergencies and other critical incidents that threaten life and property within Bal Harbour Village's jurisdiction. Furthermore, the plan establishes the organizational system for comprehensive emergency management in compliance with Incident Command System principles (ICS), the National Incident Management System (NIMS) and this plan is in compliance with the Florida Emergency Management Plan, Miami -Dade County's Emergency Management Plan and the National Response Framework. The entire Village Administration has received training in the principles of NIMS and ICS and are familiar with their responsibilities should this plan be mobilized. Under my direction, the Police Chief is in constant communication with the Miami -Dade County Office of Emergency Management throughout the Storm Season and all necessary precautions and reasonable preparations are made to ensure the safety of life and property within Bal Harbour Village. The 2017 hurricane season began on June 1 and runs through November 30. The National Oceanic and Atmospheric Administration (NOAA) released its 2017 outlook for this season and has predicted an "above normal" season with approximately 11 to 17 named storms (winds of 39 mph or higher). Of the named storms, 5 to 9 could become hurricanes and 2 to 4 of those named may develop into major hurricanes - Category 3, 4 or 5 with winds of 111 mph and up. The Bal Harbour Police Department has updated the Village's Critical Incident Plan and a hard copy of the plan will be provided to you in next week's packet.
