Councilman Lovell made a motion that the State Highway Department be requested to pave Lewis Avenue which was seconded and passed. Mr.•Solms was requested to handle the matter with the State Highway Department. Councilman. Waters moved that 'the request of the Mayflower Hotel by W. G. Cutten to trans- fer its 1957 whiskey license to the Variety Center by W. G. Outten in Fort Screven, be denied. It was moved, seconded and passed that the request be disapproved. Councilman Hosti made a motion that tobacco and cigarettes be given to the guards and prisoners at the prison camp as a Christmas token which was seconded and passed. Council- man Hosti will purchase these items. It was moved, seconded and passed that the town employees be paid their full salary for the month of December on December 15th. There being no further business, Council adjourned, subject to the call of the Mayor. Clerk of ,Council Mayor Savannah. Beach, Tybee Island, Ga. January 15, 1958. The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attended by Mayor Brown, who presided, and Councilmen Hosti, Hutton, Waters, Meddin, Lovell, Town Attorney Solms, Jr.,Chief McCutchen, Superintendent Reed, Mr. J. W. Lang, Mr. William F. Braziel, Mr. L. V. Davis and Mr. Sam Goldberg. Mr. Braziel representing Vt. Davis protested against his client being stopped from in- stalling plumbing work on property owned by him, he contended that since this was Mr. Davis own property he had a right to install the plumbing subject to it passing the building code, Councilman Hosti stated that several island plumbers had protested against Mr. Davis doing the work, Mr. Lang read a letter from Mr. A.L. Alexander, former Town Attorney dated January 13, 1947 authorizing plumbing work to be done by owners on their property. Messrs. Davis and Braziel were excused. Mr. Goldberg requested permission to remodel the building known as Stevens Place on Butler Avenue and make it a one story building puting in new footings, etd. The Mayor advised him to bring in his plans and submit them to Mr. Lang for approval. Mr.Goldbarg stated that he would sign an agreement to improve the building that he had a tenant ready to occupy it. Mr. Goldberg was notified to keep the building vacant until it had been repaired and approved by the Town. 136 Superintendent Reed reported that work was started on laying several storm sewer lines and that he had finished a sewer line between Second and Third Streets on Second Avenue and that he was getting up an estimate of work which had to be done on several other sewer lines. The Mayor instructed him to have the Stanley Aycock Company quote prices to do the work. He appointed Councilmen Hosti and Lovell to confer with the Stanley- Aycock Company. Superintendent Reed called attention to the dangerous condition of the beach caused by broken off and rotted piling on the beach particularly in the south end area. The Mayor suggested that the Stanley - Aycock Company be requested to give an estimate on the cost of pulling these old piling out, Councilman Meddin asked if we had the money to do this. The matter of building a new groin extending oceanward from Eighteenth Street was dis- cussed and it was moved, seconded and passed that the work be done. Chief MoCutchen estimated that at least 110 posts to hold parking meters would have to be replaced on the parking lots, he also reported that'the cottage of Herbert Goring on First Avenue had been boarded up. The matter of condemnation proceedings against R. H. Seay, William D. Prescott, Sam Goldberg and Herbert F. Goring were referred to Town Attorney Same. Chief McCutchen stated that he had ascertained that police departments are now eligible for Social Security. Referred to Town Attorney Solms to handle. The minutes of the meeting of December llth were read and adopted. The Mayor reported that the estimate of the Stanley Aycock Company to pave Lewis Avenue was $8,087.50 and that the cost of this project to the Town would be $1,868.00. Councilman Meddin moved that the bid of the StaaleyAycock Company be accepted, which was seconded and passed. It was moved, Seconded and passed that bills for the month of December for General Government amounting to 04 988.91 and bills for the Water Department amounting to $299.36 be paid. Councilman Hutton reported that he handled the matter of the old resuscitator with the Savannah Beach volunteer Fire Department and they wanted to know why the Town did not pay for it. The matter of procedure of issuing licenses to liquor stores was discussed. Referred to Councilmen Hosti and Waters. The Savannah Beach Chamber of Commerce requested permission to erect a small building in Memorial Park. Referred to Town Attorney Solms. It was moved, seconded and passed that the discount be allowed on 1957 taxes of D.L. Henderson. It was moved, seconded and passed that effective May 1, 1958 taxes an pots 70 A & B, Ward 2, in the name of the Rt. Rev. Albert Rhett Stuart, Bishop of Georgia of the Protestant Episcopal Church, be exempt from taxes. It was moved, seconded and passed that the 1957 beer license issued to Kentls Place by Burt Utley be transferred to Kent's place by Mrs. Theresa Utley and that the Twenty-five Dollar transfer fee be cancelled. 1 It was moved, seconded and passed that the following Resolution be adopted: R E S O L U T I O N WHEREAS, it has come to the attention of the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, that the General Assembly of Georgia may pass a law imposing a license fee upon fishing in the tidal waters; and, WHEREAS, no such license fee is charged by the States of South Carolina and Florida for such fishing; and, WHEREAS, the niip cipality has large numbers of visitors from inland towns during the summer and vacation season who enjoy salt water fishing in the streams, rivers and ocean surrounding Tybee Island, which would be curtained as a result of such license fee because many of these visitors whose stays are short would feel that the expendi- ture of the fee would not be warranted; or, many visitors who normally fish from piers or docks or along the beach of the Atlantic Ocean would be deprived of this pleasure which is one of the principal recreations of this vacation resort; and, WHEREAS, it is believed that such a license would give additional impetus to the citizens of the State of Georgia to go to the vacation lands of South Carolina and Florida where there is no such license or regulation of the same; and, WHEREAS, it is believed that it is not possible for the State+Fish and Game Commission to restock the tidal streams of this State as they do the fresh water streams and lakes and ponds. NOW,THEREFORE BE IT RESOLVED by the Mayor and Councilmen of,Savannah Beach, Tybee Island, Georgia, in council assembled, that there be no legislation to impose a license fee upon salt water fishing in the tidal waters. BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of council and a copy thereof sent to the Senator and Representatives of Chatham County in the General Assembly of Georgia. Mr. Lang reported that at the present time the building code does not provide an expiration date for the life of a permit.
