The first warning was issued to a property which had a portable storage unit, which are prohibited by the code. The remaining three warnings were issued to residential properties for the maintenance and appearance of their lawns. A code warning was also issued to the Bal Bridge North property for the appearance of the exterior paint of the building. Criminal Investigations Division Weekly Summary Report Comments: Bal Harbour Village detective and Bal Harbour Shops security continued reviewing video footage in attempts to identify a subject of a vehicle theft. Detectives contacted a subject of a fraud investigation and scheduled an interview with him. This case stems from the illegal cashing of checks in excess of $3000 dollars. Detectives served Sun Trust Bank with a subpoena for records in a felony theft case. Detectives also held a meeting with the complainant and provided an update. Detective Sergeant Jack Young continues attending the University of Louisville Kentucky, Command Officers Development Course at the Broward Community College, Institute of Public Safety. Detectives held a meeting with an attorney representing a felony theft subject and negotiated the terms of his surrender. Detective Hector Gonzalez also conducted Autism Awareness Training for the Daytona Beach Police Department. Noteworthy Incidents / Arrests Date Incident Type Location 06/16/17 Traffic Arrest 300 96 Street Comments: While conducting a traffic enforcement detail on the 96 Street corridor, a Bal Harbour police officer observed a vehicle commit a traffic infraction and initiated a traffic stop. Subsequent investigation revealed the driver was operating a vehicle with a suspended Florida drivers' license. The driver was issued multiple citations, arrested and released on a Promise To Appear (PTA) in court at a later date. BAL HARBOUR POLICE DEPARTMENT MIGUEL DE LA ROSA Acting Chief of Police Weekly Summary Report Date Incident Type Location 06/18/17 Disruptive Passenger 9800 Collins Avenue Comments: While patrolling the Collins Avenue corridor, a Bal Harbour police officer was flagged down by a Miami Dade transit bus operator regarding a disruptive passenger. The officer boarded the bus and identified the passenger. After a brief investigative interview, the passenger who was homeless, apologized for his actions and voluntarily exited the bus. The passenger was offered homeless shelter assistance, however he declined and immediately left the area. No damages or injuries were reported. Date Incident Type Location 06/16/2017 Domestic Disturbance 10100 Block of Collins Avenue Comments: A Bal Harbour police officer observed a vehicle pull into the driveway of a west side condominium parking lot. The police officer could hear a loud argument coming from the vehicle. The investigation revealed that a couple were having an argument over personal matters. The persons involved do not reside in Bal Harbour. They were cleared of any outstanding warrants and allowed to leave after the police officer determined that no crime had been committed. Date Incident Type Location 06/18/2017 Damage to City Property 10100 Block of Collins Avenue Comments: The top of a Canary Island Date Palm tree fell off and landed partially on the easement and on Collins Avenue. The incident was witnessed by a citizen who flagged down an on duty Bal Harbour Village public works employee. Photographs were taken and the palm was removed by public works. BAL HARBOUR POLICE DEPARTMENT MIGUEL DE LA ROSA Acting Chief of Police Weekly Summary Report Date Incident Type Location 06/20/2017 Assist Citizen 10100 Block of Collins Avenue Comments: The Bal Harbour Police Department received a call from a citizen in regards to the driver of a vehicle following him and taking pictures as he was out walking his dog. The investigation revealed that a Bal Harbour resident was taking photos of the complainant because she suspected he was not cleaning up after his dog. No violation or crime occurred and both parties continues after speaking with the police officer. Date Incident Type Location 06/20/2017 Damage to Village Property 2 Harbour Way Comments: The dayshift Kent Security guard house supervisor reported that a tractor trailer drove onto the curb and over the grass while exiting the gated community. A public works supervisor advised the lawn sustained approximately $1000.00 in damages. The Bal Harbour Police Department is working in conjunction with Kent security in reviewing video surveillance footage in attempts to identify the tractor trailer's tag. Date Incident Type Location 06/21/2017 Traffic Incident Intersections of Collins and Harding Avenues On 96 Street Comments: The traffic signals at the intersection of Collins and Harding Avenues on 96 Street were inoperative in all directions. Bal Harbour Village and Town of Surfside police officers manned the intersection and managed traffic flow during the power outage. A WENS notification was issued to our residents. No homes or businesses were affected by the power issue. Florida Power and Light responded and corrected the problem which was restricted to the traffic control box.
