30, 2017 through July 6, 2017
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Summary Report
Weekly Code Enforcement Efforts
The code enforcement unit issued five warnings within the gated community this week. There were two warnings
issued to residential properties for the maintenance and appearance of their lawns. There were an additional two
warnings issued for the appearance of two vacant lots. The final warning was issued to a residential property displaying
an open house sign, the realtor was notified and immediately removed the sign.
A code violation was issued to the Quarzo property for the maintenance and appearance of the inactive construction
site. This is a repeat violation for this property.
Criminal Investigations Division Weekly Summary Report
Comments:
Detectives received and reviewed a subpoena response from Bank of America in an ongoing fraud investigation.
Detectives responded to the Miami Dade State Attorney's Office. Detectives received an arrest warrant to be taken
to a judge by the affiant.
Detectives worked the Independence Day fireworks celebration. Detectives were assigned to the VIP resident area,
ATV beach patrol, the North parking lot and crowd control.
Detectives arrested a subject for filing a false police report and resisting arrest without violence.
Detectives arrested a subject on felony charges of organized scheme to defraud and grand theft.

Carlton Terrace
Comments:
Bal Harbour Village police officers were summoned to the Carlton Terrace Condominiums regarding a prominent odor
of gas emanating from one of the apartments. Miami Dade Fire Rescue responded and determined the scent was
related to an electrical issue confined to one apartment. Miami Dade Fire Rescue corrected the issue and cleared the
apartment for occupancy. No injuries or damages were reported.

Comments:
While patrolling the gated residential community, a Bal Harbour Village police officer was alerted by a resident of a
suspicious male walking near the marina. The Bal Harbour police officer responded to the area and located the male
walking on Bal Bay Drive. After a brief inquiry, the officer verified the male was a guest of a resident who lives within
the gated community.

Power Failure

Comments:
While conducting directed patrols, Bal Harbour Village police officers noticed several grids within the Village without
power. Officers from neighboring jurisdictions responded and managed the traffic at all major intersections in the
Village. The Bal Harbour police officers conducted high visibility patrols until the power was restored by FPL. No injuries
or damages were reported as a result of this power failure.

Independence Day Weekend Celebration

Comments:
Bal Harbour Village Police Department provided enhanced patrols throughout the community and assisted with the July
4th Celebration and Fireworks Display. Officers focused on traffic and pedestrian management and security Village
wide. Our Marine Patrol Unit played an integral role during the fireworks display and throughout the weekend enforcing
boating laws in our surrounding waterways.

Missing Person Recovery
100 Park Drive (Roadside)
Comments:
While patrolling the residential gated community during the power failure, a Bal Harbour Village police officer noticed a
suspicious vehicle travelling slowly along Park Drive. The officer conducted a traffic stop on the vehicle to investigate
only to discover that the occupants were both reported as missing by the Miami Gardens Police Department. Miami
Gardens Police was contacted and the missing individuals were reunited with their family members.

Comments:
While conducting radar speed enforcement on Collins Avenue, a Bal Harbour Village police officer initiated a traffic
stop. The driver was cited for speeding and driving without a Florida driver's license. The driver was arrested but
released at the scene after signing a promise to appear in court. The vehicle was impounded and towed away by our
tow rotation service.

9801 Collins Avenue, Bal Moral
Comments:
Miami Dade County Fire Department and Bal Harbour Village police officers were dispatched to the Bal Moral reference
a report of a strong odor of gas in the main lobby area. Once all emergency personnel arrived they conducted an
assessment which revealed that the source of the odor was a floor cleaning solution being used by maintenance
personnel cleaning the lobby, and not a gas leak as first reported. No evacuations were necessary, no injuries were
reported and the odor dissipated quickly.

9800 Block Beach Side
Comments:
A concerned citizen called the Bal Harbour Village Communications Section to report a male on the hard pack
approaching people and asking for money. After locating the male, Bal Harbour Village police officers discovered that
the male was homeless and that he was on his way to Miami Beach. The male did not wish to be transported to a
shelter, however officers provided him with a Homeless Trust handout of services. The male did not have any open
warrants at this time was released and he proceeded on his way
