LETTER TO COUNCIL

Mayor Gabriel Groisman and Members of the Village Council
The purpose of this Letter to Council (LTC) is to provide an update regarding the crosswalk
improvements in the 9900 block of Collins Avenue approved by Resolution by the Village
Council in March 2016.
The Resolution called for improvements to be completed at the crosswalk in an effort to
improve pedestrian safety within the community. The project is scheduled to be
completed this month after the approval of all permits by the Florida Department of
Transportation (FDOT).
The project shall have a clearly designated crosswalk across Collins Avenue in stamped
asphalt that shall be consistent with the design and aesthetics of other crosswalks
throughout the Village. Furthermore the crosswalk shall be illuminated with LED lighting
when a pedestrian wishes to cross Collins Avenue. The lighting shall clearly alert drivers
of the pedestrian in the crosswalk. The new crosswalk warning system will feature hands -
free technology that utilizes motion sensors to activate the LED flashing light system.
The final phase of this project is scheduled to begin the week of Tuesday, July 11, 2017 at
9:00 A.M. with the installation of LED lighting and shall be completed upon six business
days weather permitting. A maintenance of traffic (MOT) plan has been created in an effort
to minimize the impact to traffic flow as much as possible. There will be a Bal Harbour
Police Officer assigned to the construction to take any mitigating action necessary.
Community notifications shall also be made via social media and the Wireless Notification
System (WENS).
