A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A
CONTRACT TO NORTH STAR LANDCARE, INC. FOR THE CITYWIDE TREE
TRIMMING MAINTENANCE AND INSPECTION PROGRAM, AUTHORIZING THE
CITY MANAGER TO NEGOTIATE A CONTRACT FOR AN AMOUNT NOT TO
EXCEED $600.000 ANNUALLY FOR A THREE YEAR CONTRACT AND AN
ADDITIONAL TWO ONE-YEAR EXTENSIONS. AUTHORIZING THE MAYOR
TO EXECUTE THE CONTRACT AND AUTHORIZING THE CITY MANAGER TO
AMEND THE ANNUAL CONTRACT PRICE NOT TO EXCEED FIFTEEN PERCENT
OF THE AGREED UPON COMPENSATION FOR ADDITIONAL OR EMERGENCY
SERVICES
WHEREAS, the Department of Public Works has established a tree trimming
program to maintain the City's urban forest; and
WHEREAS, the current contract with Trimming Land Company is set to expire on
August 20, 2019; and
WHEREAS, on March 8, 2019, a Request for Proposal (RFP) was issued for the
Citywide Tree Trimming, Maintenance and Inspection Program; and
WHEREAS, on April 10, 2019, eight proposals were received from Great Scott
Tree Care, Mariposa Landscapes, North Star Landcare, Thrifty Tree Service, Tree Pros,
Trimming Land Company, United Pacific Services, and West Coast Arborists, Inc. ; and
WHEREAS, on April 22 and 23, 2019, the six top ranked firms were interviewed;
and
WHEREAS, after review of the proposals and subsequent interview of short listed
candidates, West Coast Arborists, Inc. ranked the highest; and
WHEREAS, on June 18, 2019, staff provided a report to the City Council
recommending that award of contract be made to West Coast Arborists, Inc..
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves the award of contract to West Coast
Arborists, Inc. for the Citywide Tree Trimming, Maintenance and Inspection Program.
Section 2. That the City Council authorizes the City Manager to negotiate a
contract with the selected vendor.
Section 3. That the City Council authorizes the Mayor to execute the Tree
Trimming Services Agreement attached hereto as Exhibit A with West Coast Arborists,
Inc. in an amount not to exceed $600,000 per year and in a form approved by the City
Attorney.
Section 4. That the City Council authorizes the City Manager to amend the
contract compensation up to 15 percent of the contract price for additional or emergency
services.
Section 5. That the City Council by approving the award of contract also approves
the appropriation for FY20.
Section 6. That this resolution shall take effect immediately upon its adoption.
