MILLIGAN City Attorney December 13,1995 Common Council Richmond, IN 47374 RE: Ordinance No. 98-1995 Dear Council Member: Enforcement of the traffic code with regard to pedestrians, bicycles, and the parking of vehicles has been complicated by technical deficiencies in the code. This ordinance is a rewrite of Chapters 72, 73 and 74 in light of the experience of the Police Department in writing tickets for violations and the Law Department in enforcing the tickets. No fines have been increased and in a few sections the fines have been reduced to make them more consistent with similar violations. This ordinance can be adopted in a single meeting with motions to suspend the rules. This ordinance will be published in full as required by the Indiana Codes whenever fines are imposed. It becomes effective immediately after publication. Sincerely yours, Thomas S. Milligan City Attorney Enclosure t DISPOSITION OF ORDINANCE NO.
