May 14, 2019
1. CALL TO ORDER
The meeting of the Lynwood Planning Commission was called to order by Vice-
Chair West at 5:58 p.m. in the City Hall Council Chamber, 11330 Bullis Road,
Lynwood, California.
2. CERTIFICATION OF AGENDA
Vice-Chair West asked if the Agenda had been duly posted.
Administrative Assistant Zarate confirmed the Agenda has been duly posted.
STAFF PRESENT: Director of Community Development Michelle Ramirez,
Planning Associate Karen Figueredo, Planning Associate Alfredo Perez,
Administrative Assistant Anel Zarate, and City Attorney John Lam.

B. A request to consider Tentative Parcel Map No. 2019-02 to
subdivide the air space of one (1) parcel into four (4) parcels for

Planning Associate Karen Figueredo presented staff report.
Vice-Chair West asked if any questions of staff.
Vice-Chair West opened the Public Hearing For Item #9B and invited the applicant to
the podium.
Steve Nazemi applicant gave a presentation and request for a number of the
conditions to be removed.
Vice-Chair West asked if any Planning Commission had any questions or comments
for staff.
Commissioner Enciso commented on the CCR's project and noted that it was a good
idea and it will maintain clean.
Vice-Chair West stated that it was a boiler place.
Director of Community Development Ramirez provided clarification and informed the
Commissioner that the changes requested by the applicant were the conditions
required by the Public Works Department. Director of Community Development
Ramirez further explained that the applicant had time to discuss any proposed
changes with staff prior to the Planning Commission meeting. If the applicant now
wanted changes, then the item would need to be continued to the next meeting to
allow the applicant time to meet with Public Works Department to discuss.

C. A request to consider Conditional Use Permit No. 2018-04 to

Director of Community Development Ramirez requested that the Commission
continue their item to a "Special" Planning Commission Meeting date of May 28,
2019.
Vice-Chair West ask for a motion, Battle ask to continue the motion for CUP
No. 2018-04 to a `Special" Meeting on May 28, 2019, seconded by
Commissioner Enciso to continue the Item #9C.

11. COMMISSIONER REPORTS
Commissioner Battle asked if Gibson Street is located within Compton or Lynwood
is jurisdiction and explained that the street has potholes. She would like the entire
street to be repaved.
Director of Community Development Ramirez stated that she will have Public
Works Department look into it.
Commissioner Enciso made two (2) comments first, that the alleys are looking
better, and if there is a schedule to continue the alley clean-up. Second, he
commented businesses needed better property maintenance and if it could be
addressed.
Director of Community Development Ramirez stated that the Public Works
Department has a schedule for the alley clean-ups. In addition, in regards to
businesses maintenance, she explained that the City does address the issues
thought social media. If there is a specific business that is not complying, then
she will notify Public Safely Division to investigate.
Vice-Chair West asked about the street sweeper.

Director of Community Development Ramirez stated that she would have the
Public Works Director get back to him.
Vice-Chair West asked if Parking Enforcement was still following the street
sweeper. He implied that he has not seen anyone.
Director of Community Development Ramirez said she would look into.
Commissioner Enciso asked if there is a time limit.
Director of Community Development Ramirez stated that there is a 72-hour time
limit.

The meeting adjourned at 6:30 pm. The next Regular Planning Commission

Commissioner Battle - inquired if the potholes on Gibson and Carlin are located
within Compton or Lynwood's jurisdiction.
Community Development Michelle Ramirez replied that she would follow up with
the Public Works Director and respond back to the Commissioners.

Commissioner Enciso indicated that between the 710 and 105 Freeway, the
businesses are not maintaining their properties and that staff will look into it.
Community Development Michelle Ramirez requested the location of the
businesses and stated that she will have staff look into it.
Vice-Chair West — inquired about Abbott Road and its road conditions.
Director of Community Development Michelle Ramirez replied that the City Council
approved a list of streets to be repaired and that she will provided a copy to each
Commissioner.

Director of Community Development Ramirez introduce Planning Associate Alfredo
Perez, and announced the time, date, and locations of upcoming events.

ENVIRONMENTAL ASSESSMENT
The proposed project is not subject to the nvironmental Quality CEQA)
p1 �./ project subject CaliforniaLA Environmental Quality Act pursuant to the State CEQA Guidelines, California Code of Regulations, Title 14, Chapter
3, sections: 15332 infill development project, because the activity is covered by the
general rule that CEQA applies only to projects which have the potential for causing a
significant effect on the environment. The proposed project maintains the status quo and
prevents changes in the environment pending the completion of the contemplated
municipal code review. Because there is no possibility that this project may have a
significant adverse effect on the environment, the adoption of this project is exempt from
CEQA.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process, which
includes a 300-foot radius public hearing notice (from Project Site)to all property owners,
and publication in the Lynwood Press Wave on August 1, 2019 In addition, the notice
was posted at three (3) public locations, which included inside City Hall, outside City Hall
at the kiosk, and on the City's website.

The City adopted Ordinance No. 1688 on December 20, 2016, authorizing non-retail
cannabis uses (manufacturing, testing, cultivation, distribution and delivery) within the
City limits through the approval of an application and development agreement. Related
to the subject applicant, an application for a commercial cannabis cultivation,
manufacturing, distribution, and delivery facility was filed, processed, approved by the
City a development agreement was executed on January 2, 2018, between the City and
the applicant, Broken Arrow Private Organization, at the subject location.
The subject site consists of a 22,636 square foot parcel and a 12,141 square foot one-
story warehouse-type structure initially constructed in 1952. The one-story structure was
demolished, by the applicant, in anticipation of developing a larger facility.
The City of Lynwood's Table 65-1 (Attachment A) summarizes the subject site's parking
requirements as follows:

The subject site is zoned M (Manufacturing) and is appropriately zoned for the applicant's
proposed cannabis manufacturing, cultivation, distribution, and ancillary office uses. The
previous and most recent use operated from this location was a manufacturer of walk-in
cooiers and freezers for industrial and commercial facilities.
The applicant believes that sufficient information and justification exists that would allow
the City to grant a Major Variance approval for reduced parking in conjunction with their
proposed cannabis operations (Attachment B). The applicant's parking reduction request
claims that the City's parking standards do not reflect the actual needs of the non-retail
cannabis industry as a whole. Prior to receiving the applicant's Major Variance filing, the
City's Planning Division staff instructed that the applicant provide a parking plan (study)
prepared by a third-party consultant as required by the Lynwood Municipal Code. The
parking plan would be taken into consideration in the processing of a Major Variance
application for reduced parking.

This is a completely "closed"facility. There will never be a need for anyone outside of employees

PLEASE SEE THE FOLLOWING DETAILS REGARDING OUR OPERATIONS FOR THE PURPOSES OF
YOUR PARKING VARIANCE CONSIDERATIONS:
1. FOR ALL OPERATIONS INCLUDING CULTIVATION,MANUFACTURING AND
DISTRIBUTION:
a. This is a completely"closed" facility.There will never be a need for anyone outside of employees or
dedicated delivery service with pick-ups.These pick-ups will be done in designated spot with a roll
up door,completely within the Facility.
b. There will never be a need or a time in which any vehicles or staff persons will be loitering around
the Facility,reducing any worry for traffic buildup or otherwise.
c. Even on the unlikely chance that deliveries need to be done daily,this is done completely within the
Facility through the use of the designated spot and roll-up door inclusion functionality.
2. FOR CULTIVATION:
a. Almost all technically employee-intensive operations are now machine operated.Our cutting and
pruning process occurs quarterly and since it is now mainly machine operated,this reduces any
worry for"seasonal"employees or otherwise part-time staff.
b. WE WILL HAVE NO SEASONAL OR PART-TIME STAFF.
c. Cultivation staff will be about six(6) people working in staggered shifts,24 hours per day.
3. FOR MANUFACTURING:
a. WE WILL HAVE NO SEASONAL OR PART-TIME STAFF.
b. Staff will range from 1-2 people. Hours of operation are 7:30am to 4:30pm.
4. FOR DELIVERY/DISTRIBUTION:
a. WE WILL HAVE NO SEASONAL OR PART-TIME STAFF.
b. Deliveries may be made,and pick-ups received,between the Hours of 7:00am and 4:00pm
c. Staff will range between 1-2 people.
5. Executive Team positions shall overlap.
6. The facility will not have more than eight,full-time,staggered employees.Since operations have switched to
mostly automated,the oversee process of the facility can be accomplished by a limited senior staff of 1-3
people.
a. For example,off peak times could have 1 or 2 employees checking on automation and facility
processes.
b. A full"on-peak" staff could be about 6-8 people but not more.
4.As such,the other categories regarding seasonal or part-time employees do not apply to this facility and will not be
an additional traffic stressor for the City of Lynwood and the surrounding areas.
