The first violation was for the maintenance and appearance of a vacant lot, the owner had been previously issued a warning and failed to correct the violation. The second violation was for the maintenance of a construction site. Criminal Investigations Division Weekly Summary Report Comments: Detectives identified and arrested a subject in reference to an ongoing fraud investigation. The subject provided a full confession to defrauding the victim of over four thousand dollars. Bal Harbour detectives in conjunction with the Federal Bureau of Investigations are investigating a fraud case involving losses of approximately one million dollars in merchandise. Detective Sergeant Jack Young, attended Field Force training hosted by Florida International University Police Department. The training consisted of legal considerations and tactical responses to unlawful assemblies, riots, and chemical agent deployment procedures. Noteworthy Incidents / Arrests Date Incident Type Location 07/28/2017 Assist Town of Surfside Police 9100 Block Byron Avenue Comments: A Town of Surfside police officer requested assistance after conducting a traffic stop on a driver suspected of being impaired. A DUI certified Bal Harbour police officer responded and conducted field sobriety exercises on the driver. The Bal Harbour police officer determined that the driver was not impaired and that no probable cause was present for a DUI arrest. Our officer cleared the scene and resumed normal patrol operations. Date Incident Type Location 07/28/2017 Fraud 9700 Collins Avenue, Richard Mille Comments: The corporate manager from Richard Mille headquarters reported that between July 131h and July 201", 2017 seven watches valued at $950,000.00 dollars were fraudulently purchased. The case has been assigned to the Bal Harbour Criminal Investigation Unit. All evidentiary documents and video surveillance footage have been impounded and placed in property as evidence. 3 BAL HARBOUR POLICE DEPARTMENT MIGUEL DE LA ROSA Acting Chief of Police Weekly Summary Report OFFICER i#RgpU Date Incident Type Location 07/28/2017 Water Main Break 238 Park Drive Comments: Bal Harbour Public Works supervisors advised that a leak was detected in a home located in the gated community. Water service was shut down in the area affecting 20 homes and a Boil Water Advisory was issued. A notice was placed on all homes affected and a Wireless Emergency Notification (WENS) was issued. The leak was fixed within a few hours, however the Boil Water Advisory remained in effect until Wednesday evening. Date Incident Type Location 07/28/2017 Assist Town of Surfside Police Department 9172 Byron Avenue Comments: Miami Dade Police Communications received a burglary in -progress call to a home in the Town of Surfside's jurisdiction. Bal Harbour officers responded to assist with establishing a perimeter around the residence after Town of Surfside officers discovered an open door. Police officers quickly determined that no burglary had occurred after contacting the owner. The Bal Harbour officers cleared and returned to their jurisdiction. Date Incident Type Location 07/29/2017 Distressed Boater Haulover Inlet Comments: Bal Harbour Police received a call regarding a capsized jet ski in the Haulover Inlet. Upon the Bal Harbour officer's arrival, the jet ski was being towed from the water by a passing vessel. No injuries or damages were reported. Date Incident Type Location 07/29/2017 ADA/Bay Harbour PD 10275 Collins Avenue Comments: Town of Bay Harbor Islands police requested assistance from Bal Harbour police with locating a vehicle involved in a hit and run within Bal Harbour's jurisdiction. Bal Harbour officers responded to the location but were unable to locate the vehicle. Town of Bay Harbor Islands police will conduct a follow-up investigation. BAL HARBOUR POLICE DEPARTMENT MIGUEL DE LA ROSA Acting Chief of Police Weekly Summary Report Date Incident Type Location 07/30/2017 Open Door 227 Bal Bay Drive Comments: While patrolling the gated community, a Bal Harbour police officer noticed the front door to a residence was open. The officer stopped to investigate and determined there were no occupants in the home. A security check of the property did not reveal any signs of criminal activity. The door was secured and a police case card was left at the residence. Date Incident Type Location 07/30/2017 Assist Citizen 10275 Collins Avenue Comments: Bal Harbour officers were summoned to the Harbour House Condominiums regarding a person stuck in the elevator. Officers arrived and confirmed the elevator was inoperable with an individual trapped inside. Miami -Dade Fire Rescue arrived and assisted the male out of the elevator. No injuries were reported. Date Incident Type Location 07/30/2017 Damaged Date Palm 9700 Collins Avenue Comments: Bal Harbour officers were summoned to the 9700 block of Collins Avenue regarding a damaged Date Palm. When the officers arrived, they discovered the tree had snapped and fallen into the path of a vehicle travelling north on Collins Avenue. The driver of the vehicle was not injured, however, the vehicle did sustain minor damage. Public works personnel responded and removed the tree and the debris from the roadway. No other damages were reported. Date Incident Type Location 07/31/2017 Fire North Municipal Lot Comments: While conducting an area check of the North Lot, a Bal Harbour officer noticed smoke in the construction site area. The officer inspected the area and discovered a small fire emanating from a wooden beam. The officer breached the lock and extinguished the fire with his fire extinguisher. Miami Dade Fire Rescue responded and saturated the wooden beam with water. Further inspection revealed that a hot metal anchoring beam was placed onto the wood base causing it to ignite. A representative from the construction company responded and was notified of the potential hazard. No injuries or damages to Village property were reported. BAL HARBOUR POLICE DEPARTMENT MIGUEL DE LA ROSA Acting Chief of Police Weekly Summary Report Date Incident Type Location 08/01/2017 AOA/Bay Harbour PD 9291 E Bay Harbor Drive Comments: Bay Harbor Islands Police requested assistance regarding a fight at 9291 E Bay Harbor Drive; Bal Harbour officers responded and provided police assistance. Officers on scene separated all parties including the perpetrator who was subsequently arrested by Bay Harbor Islands Police Department. Once the scene was clear, all Bal Harbour officers returned and resumed normal patrol functions. Date Incident Type Location 08/02/2017 Disabled Vessel 9801 Collins Avenue, Oceanside Comments: Bal Harbour police officers were dispatched to the beach area along the 9800 Block in reference to a boat drifting too close to shore. Once officers arrived on the scene, they learned that the boat's engines had malfunctioned thus disabling the vessel. The owner had requested a tow boat service which arrived within a few minutes. The tow boat pulled the disabled vessel a,way from the shoreline and towed it to a nearby marina.
