ORDINANCE NO. 71334
AN ORDINANCE OF THE CITY OF TEMPLE
CITY AMENDING SECTIONS 9202 AND
9273, OF THE TEMPLE CITY MUNICIPAL
CODE RELATING TO OUTDOOR ADVERTISING
STRUCTURES..
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES
ORDAIN:
SECTION 1. The City Council of the City of Temple
City does hereby find, determine and declare:
(a) That outdoor advertising structures
are uses of such unique character as to make
impractical their being automatically included
in any classes of use as set forth in the various
zones defined in the Temple City Municipal Code;
(b) That the public welfare requires that
outdoor advertising structures be excluded from
certain zones in the City;
(c) That the public welfare requires that
uses made nonconforming by their existence prior
to the date conditional use permit approval was
required for such uses be subject to the abatement
provisions of the Temple City Municipal Code;
(d) That the present zoning regulations do
not so provide; and
(e) That the public interest, convenience
and necessity require the amendment of the Temple
City Municipal Code in the manner hereinafter set
forth.
SECTION 2. Subsection 28 of Section 9202 of the Temple
City Municipal Code is hereby repealed.
SECTION 3. A new subsection 45(a), reading as follows,
is hereby added to Section 9400 of the Temple City Municipal
Code:
45(a). Outdoor Advertising Structures, provided
the same comply with the provisions of
Section 9405 of this Code.
SECTION 4. A new. Section 9405, reading as follows, is
hereby added to the Temple City Municipal Code:
9405. Outdoor Advertising Structures. The
following standards shall be applicable to
construction, installation and maintenance of
outdoor advertising structures:

There shall be a minimum distance of
500 feet between outdoor advertising
structures.
2 No outdoor advertising structure shall
project over a public right -of -way.
3 All outdoor advertising structures
shall observe the yard requirements of
the zone in which located.
4 All outdoor advertising structures on
corner lots shall maintain a distance
no less than twenty -five (25) feet from
either intersection street right -of -way.
5 No outdoor advertising structure shall
exceed a height of 35 feet measured from
grade level of the lot upon which such
structure is located to the highest part
of the sign structure.
6. Illumination of outdoor advertising
structures shall not interfere with
traffic signals or shine directly onto
residential zones.
7 No rotating, revolving or flashing
lighting devices shall be made a part
of any outdoor advertising structure.
8. All outdoor advertising structures
shall be mounted on steel supports.
9 No outdoor advertising structure shall
be so oriented that it can be read by
motorists on any Federal, State or
County freeway.
10 Backs of single -faced outdoor advertising
structures shall be covered with a mate-
rial approved by the City.
11. All outdoor advertising structures
shall be maintained in a neat and
orderly condition, with no chipped,
peeling or cracked paint, no broken
supporting members or broken frames,
and no torn or peeling paper.
12. All utility services shall be provided
underground.
SECTION 5. Subsection (d) of subparagraph (2) of Section
9273 is hereby amended to read as follows:
(d) Outdoor advertising signs and
structures:

i) signs located in the C -2 zone at
9044, 9135, 9165 and 9475 East Las
Tunas Drive, in said City - on or
before December 31, 1971; and
ii) all other signs in the C -2 zone -
three years from the date of
adoption of this Ordinance.
[Note: These amortization schedules have
been established according to the dates
recommended by the outdoor advertising
as set forth in agreement dated
July 1, 1971.]
SECTION 6. The City Clerk of the City of Temple City
shall certify to the passage and adoption of this Ordinance
and to its approval by the Mayor and shall cause the same to
be published in the Temple City Times, a newspaper of general
circulation, printed, published and circulated in the City
of Temple City.

Temple City, do hereby certify that the foregoing Ordinance,
being Ordinance No. 71 -334, was introduced at a regular meeting
of the City Council of the City of Temple City, held on the
20th day of July , 1971, and was duly
passed, approved and adopted by said Council, approved and
signed by the Mayor and attested by the City Clerk at a
regular meeting of the said City Council held on the 3rd
day of August , 1971, by the following vote:
AYES: Councilmen- Briggs, Harker, Gilbertson
NOES: Councilmen- Tyrell
ABSENT: Councilmen- Merritt
