JMG/RI BAL HARBOUR - VILLAGE - JULY - AUGUST 2017 VOLUME 3 • ISSUE 4 BEACH WALK ART EXHIBIT BRINGS POETRY TO BAL HARBOUR VILLAGE Summer reading is taking a twist along Bal Harbour's lush beach walk as residents and guests are experiencing the joy of poetry as they walk along the swaying palms and sea grapes. The Village's art program, Unscripted Bal Harbour, has partnered with 0, Miami to create a public exhibition of poems titled Post Haste. This is the third Village art exhibit displayed along the beach walk, and part of an on -going program to expand art in public places within Bal Harbour. The compelling exhibit encompasses four linked poems on panels along the public beach walk. Each poem is divided into six parts and demarcated from one another by vibrant col- ors, encouraging visitors to move from panel to panel. In addition to hosting South Florida's premiere annual poetry festival, 0, Miami is invested in cultivating the literacy of Miami's audiences and through this photo exhibition of text challenges both the linguistic and visual understanding of words. A private tour and poetry readings with 0, Miami director Scott Cunningham will take place on Sunday, September 10, 2017 (see details on Page 6). The exhibition opened in June and is on view until October 31, 2017. Residents and guests are still feeling the after -glow of a midsummer's night extravaganza on July 4 as hundreds gathered on the beach for a traditional Independence Day celebration. Thanks to all who made the event a success. Residents and guests should stroll the Village's beach walk to view the unique poetry-themed art exhibit Post Haste, created by Bal Harbour and O,Miami (Page 1). This issue of the news- letter includes important information about flood issues and tips on preventing the spread of mosquitoes (Pages 4-5). See how Bal Harbour businesses are participating in the popular Spa Month and Miami Spice programs as well as upcoming Unscripted events on Page 6; while children and families will want to attend a fun and informative Bike Rodeo event hosted by the Village Police Department on August 10 (Page 7). Bal Harbour Village is currently preparing its 2017-18 budget. Residents are encouraged to attend the upcoming budget workshops on September 12 and 18. Finally, August is back to school month for students in Bal Harbour and surrounding communities. Please drive with caution, particularly in school zones. Refreshments, special coffees and desserts were served on the beach by the jetty. A projection tower provided a patriotic show of music and images before those in attendance were swept away by the extraordinary fireworks display. BAL HARBOUR VILLAGE JULY -AUGUST 2017 3 VILLAGE OF BAL HARBOUR FLOOD INFORMATION COMMUNITY RATING SYSTEM The National Flood Insurance Program's (NFIP) Community Rating System (CRS) is a voluntary incentive program that recognizes communities for implementing floodplain management practices that exceed the federal minimum requirements of the NFIP to pro- vide protection from flooding. 3 fast FLOOD FACTS Heavy rain can bring dangerous flash flooding. t' lk 6 inches of moving water can knock a person down. b 2 feet of moving water can sweep a vehicle away. Whether you're walking or driving, stay clear of floodwater. Share these facts with friends so they're safe too. LOCAL FLOOD HAZARD Bal Harbour Village received a "Class 8" classification rating this year in the Community Rating System (CRS) for continuing to implement flood prevention activities and management of the flood prevention system. Residents will benefit from a 15% discount in their flood insurance premiums as long as the Village maintains participation in the CRS program. The following information is a guide to inform residents living in a flood hazard area of actions that they may take to minimize potential flood damage. FLOOD WARNING SYSTEM Any substantial flood experience by Bal Harbour residents will likely come from a hurricane or a tropical storm. Since Bal Harbour is on a barrier island, any storm surge is likely to flood coastal - as well as interior - Village properties. Because of this, all residents should heed hurricane and tropical storm warnings from broadcasts, code enforcement, and police written notifications. These warnings will be broadcast through local television, WFOR, WTVJ, WSVN, and WPLG corresponding to channels 4, 6, 7, and 10. Similarly, AM radio broadcasts are avail- able through WQAM-560 and WIOD-610. FLOOD SAFETY/PROPERTY PROTECTION If an evacuation is ordered, residents should proceed to a point of safety such as a county shelter or other prearranged site. Pets are not allowed at most public shelters, therefore spe- cial arrangements should be made. People with special needs, disabled, or under a doctor's care, can register for special assistance with the Miami -Dade County Office of Emergency Management by calling 311. Before evacuating, there are a number of flood safety precau- tions to follow; know appropriate escape routes; turn off electricity and gas; and close all win- dows, doors and shutters. If time permits, move valuables and furniture to elevated areas that are less prone to water damage. And always, prepare an emergency supply of food, water, medicines and other personal essentials to have readily available upon evacuation. FLOOD INSURANCE In preparation for the hurricane season, check to ensure that all flood insurance coverage is in effect (remember that flood damage is not covered by regular homeowner's insurance). For most residents, their home and its contents represent their greatest investment. Protect your property by obtaining flood insurance if you have not already done so. Flood insurance through the National Flood Insurance Program (NFIP) is available and information can be ob- tained by contacting a licensed property or casualty broker. Also remember that there is nor- mally a waiting period for the flood insurance to take effect, therefore do not wait until there is a storm warning to discuss this with an insurance agent. Additional information is available on the internet through FEMA.gov. DRAINAGE MAINTENANCE The Village also minimizes flood damage by performing routine maintenance of its storm drainage system. All catch basins are inspected and cleaned at least twice a year to ensure efficient operation. It is illegal to dispose of debris or yard cuttings into the storm drainage system. The newly installed storm drainage system consists of 51 catch basins connected to a state-of-the-art deep injection well. Effective maintenance by our Public Works Department - combined with the new storm drainage system - should reduce our risk to flood damage. 4 BAL HARBOUR VILLAGE JULY -AUGUST 2017 VILLAGE OF BAL HARBOUR FLOOD INFORMATION LOCAL FLOOD HAZARD MAP/PERMIT REQUIREMENTS Flood damage may be minimized by building to the current Base Flood Elevations (BFE). The Special Flood Hazard Area (SFHA) in Bal Harbour, which includes the majority of the Village, is in an AE8 zone. This requires that all new homes or substantially improved homes be built with the first floor slab at +8' NGVD and homes on the Bay side to have the first floor slab at +9' NGVD. However, it is advisable to obtain a written flood map determination from the Village Building Official showing the Base Flood Elevation required for your proposed construction, based on its exact location. Should you require the latest edition of the Elevation Certificate Form for your surveyor's use, it is available at the Village Building Department. All construc- tion, including repair work and additions in excess of routine maintenance must obtain a Bal Harbour Village Building Permit. Residents are encouraged to contact the Building and Zoning Department for information on codes, regulations and to facilitate the permit process. Completed elevation certificates are also available for public inspection through the Village's Building Department. SUBSTANTIAL IMPROVEMENT REQUIREMENTS The "Substantial Improvement Requirement" Rule applies to all work performed on existing structures, including additions, during the preceding five years. If the total dollar amount of this work exceeds 50% of the market value of the structure, exclusive of the value of the land, then the entire structure will be required to be raised to the base flood elevation or flood proofed. The federal government requires the Village to have an ordinance enforcing this rule through the Building and Zoning Department. Failure by the Village to effectively enforce the Substantial Improvement Rule may result in the virtual unavailability of flood insurance for Bal Harbour Village. Further information on these subjects is available in the Flood Plain Manage- ment Section of the Miami -Dade Regional Library located at the Sunny Isles Beach City Hall, 18080 Collins Avenue. Written flood map determination is available through the Bal Harbour Village Building and Zoning Department. Simply call 305-865-7525. REPETITIVE LOSS AREAS A repetitive loss area is defined by FEMA as an area where one or more properties has had two or more claims of $1,000 or more within the last 10 year period due to flood damage. A property will retain the designation as a repetitive loss structure until such time as the existing structure is mitigated against future losses or replaced by a new structure. The Village of Bal Harbour currently has a repetitive loss area bound by 9800 Collins Avenue and 9920 Collins Avenue. 2017 HURRICANE SEASON REMINDERS • WHAT TO DO before the storm: Dispose of tree cuttings before a storm threatens. Drop off household trash at a neighborhood Trash and Recycling Center (TRC) or schedule a bulky waste pickup. • WHATTO DO during a Hurricane Watch or Warning: Don't begin tree pruning or cleanup activities. Don't leave trash on the curb. Remove all loose items from yard, patio and balconies • WHATTO DO after a Hurricane: Check local media for information on waste collection ser- vices or hurricane debris pickup. Place large debris piles on the right-of-way, but don't block streets. Report lost or damaged garbage or recycling bins for replacement. Drain any standing water from containers around your home to prevent mosquito breeding. DRAIN & COVER DURING MOSQUITO SEASON In the midst of the rainy season, residents should remember to "Drain & Cover" to prevent mosquito breeding and the spread of mosquito -borne illnesses. Stop mosquitoes from living and multiplying by eliminating ANY sources of standing water on your property and by drain- ing any containers, no matter how small. Pay special attention to bromeliads and other con- tainer plants by flushing them weekly to prevent mosquito breeding. Make sure the equip- ment and chemicals in your swimming pool are correct. Follow all label instructions while applying an effective mosquito repellent and cover bare skin with long-sleeved shirts and pants while outdoors in the morning and evening. Infants should be protected by mosquito netting. The Bal Harbour Police Department reminds motorists that they must yield to pedestrians and to approach flashing crosswalks with caution - it is the law. BAL HARBOUR BEACH POPULAR WITH NESTING SEA TURTLES From late spring through summer, sea turtles swim ashore on Bal Harbour beach to lay their eggs. After an incubation period of 45-55 days, the hatchling turtles dig out of the nest and crawl into the ocean. If you observe an adult sea turtle or hatchling, follow these rules: • DO NOT REPORT normal crawling or nesting (digging or laying eggs) to the Florida Fish and Wildlife Conservation Commission (FWCC) unless the turtle is in a dangerous situation or has wan- dered off the beach. Please stay away from crawling or nesting sea turtles at all times. • DO REPORT all stranded (dead or injured) turtles to the FWCC. NEVER handle hatchling sea tur- tles. If you observe hatchlings wandering away from the ocean or the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone) • Other ways to help: refrain from walking on the beach at night during the summer months and stay clear of marked sea turtle nests on the beach; keep bright lights from shining onto the beach; if you see someone harassing a sea turtle or poaching a nest, call the local police. PEDAL OR SCOOTER TO BAL HARBOUR PARK FOR THE BICYCLE RODEO The Bal Harbour Police Depart- ment is hosting a Bicycle Rodeo on Thursday, August 10 at 5:30 p.m. The event is free and children of all ages are welcome. There will be bicycle safety inspections, safe riding techniques and bicycle helmet give-aways for children under age 16. Have fun learning safe riding skills and techniques, ride through an obstacle course and ride along with Police Depart- ment officials. Scooters are allowed and refreshments will be available.
