Subject: New Appointment - Grace Escalante, Building Director
The purpose of this Letter to Council (LTC) is to share with you that unfortunately, our
Building Department Director, Suramy Cabrera, has resigned her position with Bal
Harbour Village effective in mid -September as she has accepted a position with the City of
Coral Gables as the Development Services Director overseeing the Building, Planning and
Zoning departments. We thank Ms. Cabrera for her many contributions to the Village over
the past four years that she has worked in the Building Department, first with CAP
Government and since March 2016 as a full-time employee of the Village and wish her
much continued success as she begins her new position.
In preparing for Ms. Cabrera's departure, I have met with candidates to succeed her and
am pleased to announce that we have hired Grace Escalante as the Village's new Building
Department Director. Ms. Escalante is a Registered Architect and brings a wealth of
experience from both the public and private sectors. Currently, she has worked with Swire
Properties as a Senior Project Manager since 2012. Previously, she worked for the City of
Miami Beach in several senior -level positions, including the Assistant Director of the
Building Department and the Assistant Director of the Capital Improvements Projects
Office. Ms. Escalante has also previously worked for the Miami -Dade County Public
Schools District and URS Corporation. Ms. Escalante graduated Cum Laude with a
Bachelor of Architecture from the University of Miami. Attached is Ms. Escalante's resume.
Over the next several weeks, we will be working with both Ms. Cabrera and Ms. Escalante
to ensure a smooth transition of duties and the continued efficient operation of the
Building Department.

Experience:
Swire Properties Inc.,
Senior Project Manager, Brickell CityCentre January 11, 2012 to Present
Phase One of Brickell CityCentre encompasses the Brickell Metro Mover Station and nearly 3 million
square feet of mixed use development, including the following elements: (BCC East, West and North
consisting of multi -level retail, above and below -grade parking, and a connection to and improvements to
the existing 8th Street Metro Mover Station; two mid -rise office buildings, one each at BCC East and BCC
West; (BCC East) consists of a high-rise hotel; (BCC North and BCC West) consist of a high rise
residential tower. Connecting all the blocks is a Climate Ribbon, which is an open-air structure with
multiple design components as well above -grade pedestrian bridges and below -grade vehicular tunnels.
• Responsible for developing, writing and managing contractual agreements including budgets for
the Developer's Consultants including but not limited to threshold inspectors, private provider,
special waterproofing / building envelope, special mechanical inspector and life safety inspector,
FF&E purchasing agent and other agreements necessary to execute the Project.
• Wrote the RFQ's and RFP's for the General Contractor as well as other consultants necessary to
execute the Project.
• Developed and managed the business process necessary to implement e -builder software for the
management of the BCC project for the Developer. All processes were developed to support the
construction contracts. Several custom processes were developed including the Request for
Information, Change Order Request, Field Change Directive and Change Order processes. Of all
processes the inspection process required e -builder to, start from scratch and enabled the
developer to electronically request, record and report on all inspections for all inspectors involved
in the BCC Project.
• Charged withsupervisingthe permitting and inspection and plan review process for the Project
and resolving any issues with the City of Miami Building Department.
• Developed the streamlined permit, plan review and inspection process to be used by the 130
Retail tenants of BCC including the food & beverage tenants.
• Senior Project Manager of the East Hotel Tower, a 353 key luxury brand consisting of 42 stories,
housing two restaurants . and various support kitchens and bars. Supervised all aspects of
managing the East Hotel for the Developer including but not limited to General Contractor,
Architect, Interior Designer(s), F&B Contractor and Interior Designers, Ordering and Purchasing
all FF&E for the Hotel and maintaining all budgets associated with construction, design and
FF&E.
• Successfully managed and completed the East Project Office (EPO): The renovation/addition to
Brickell City Centre's Hotel Operations and Sales Officelocated at 66 SW 6th Street, Miami,
Florida. The scope of services included new mechanical, electrical, plumbing, architectural and
structural systems necessary to remodel the first floor space and add a small addition, to
accommodate Swire's Hotel Operator and Sales office.
• Supervised the management of the Eight Street Metro Mover Station Renovation and addition.

Assistant Director, Capital Improvements Projects Office
• Responsible senior managerial work with considerable difficulty assisting the Director of the
Department by exercising supervision over approximately 33 subordinate employees in the
Operations Division of the Capital Improvements Projects Office.
• Assist the Capital Improvement Projects (CIP) Director in managing the Capital Improvement
Projects Office with a $1.2 billion dollar program and serve as Acting Director during the absence
of the CIP Director, by conferring with the Director regarding department policies, emergencies,
priorities, special problems and assignments to staff.
• Coordinates with fellow staff regarding policies, scheduling, assignments, problems and special
projects or emergencies to insure proper and prompt action is taken towards resolving
departmental situations.
• Assists the Director in the training of other employees concerning their duties or departmental
functions as well as developing, implementing, and evaluating and/or maintaining departmental
programs.
• Assist the Director in assessing personnel training needs of the Department in order to plan,
organize and implement appropriate training programs.
• Assists the Director in coordinating the activities of the CIP office with other City work programs
or Departments and with other agencies.
• Assist the CIP Director in all matters that pertain to providing the necessary support to ensure
that the Director's goal to restore accountability, efficiency, and reliability in the department is
implemented.
• Assist the CIP Director in implementing the department's mission "to provide effective planning
and construction management activities to ensure timely and cost-effective completion of well -
designed, quality capital improvement projects."
• As Senior Capital Projects Coordinator manage over $40 million dollars in vertical and horizontal
projects and take projects from planning, contract negotiation, design, bid and award and
construction administration.

Assistant Director Support Services, Building Department
• Highly responsible management and complex professional administrative work planning,
organizing, staffing, directing, and controlling the activities of the City's Building Department.
• Met with builders, engineers, architects, developers, attorneys, real estate agents, and the
general public to coordinate permitting, plan review and code concerns and to resolve complaints.
• Supervised, planned, directed and coordinated the work of 67-70 professional, technical, and
clerical employees in the implementation of internal controls and operational policies and
procedures.
• Identified problem areas, analyzed and recommended solutions regarding the efficiency and
effectiveness of departmental operations.
• Established non-existent intemal controls to the City of Miami Beach Building Department that
consisted of 69 professional, technical and clerical positions commencing on March 13, 2007 thru
July, 6, 2009, that resulted in the following: Over 15 million dollars in recovered revenue by
implementing procedures to oversee revenue collection and enforce the City's permit fee
ordinance, reduced overtime abuse, established non-existent security protocols in Building's
Permit Plus software system, organized the plan review process by establishing a secure plans
room area and the creation of workload and other reports to properly monitor both plan review
and inspection processes, streamlined permit applications, wrote and launched new building
website, improved productivity, accountability and reliability of both plan review and inspections.
• Served as Chair of the Permits plus User's Group for the City's Building Development Process
information technology systems and in the absence of the Building Director represented the
Building Department by making presentations to the City's Information Technology Steering
Committee.
