SECTION Its Every person who shall pay one -half (1/2) of his taxes
on.or before the 15th day of May, 1958, and the balance of said
taxes on or before the 15th day of November, 1958, shall be entitled
to a deduction of ten (10%) percent on account thereof, and the Clerk
of Council and Ex- Officio. Treasurer of said Town is hereby authorized
to make such deduction upon receipt of tax. The provisions of this
Section shall not apply to licenses for doia.g.business in said Town,
the rate for such license being net. The provisions of this Section
shall apply, however,. to those persons or companies required by the.
provisions of Section 92 -5902 of the Code of Georgia to make returns
to the Comptroller General of Georgia.
SECTION III: This ordinance shall continue in effect for each and
every fiscal year hereafter unless and until repealed or changed by
ordinance.
SECTION IVs All ordinances or parts of ordinances conflicting with
the provisions of this ordinance are hereby repealed; provided,
however, that so much and such parts of ordinances passed, as pro-
vided for the execution of tax assessments, or part thereof, shall
continue and remain in force so as to authorize the Clerk of Council
and Ex- Officio Treasurer to issue executions, and the Chief of Police
and Ex- Officio Tax collector to collect same until said taxes or
assessments shall be fully paid.
There being no further business, Council adjptarned, subject to the call of
the Mayor.

The regular meeting of Town Council was held today at 4 P.M. in the Council Room
and was attended by Mayor Brown, who presided, and Councilmen Hosti, Hutton, Waters,
Lovell, Meddin, Peters, Town attorney Solms, Jr.,Superintendent Reed, Chief
McCutchen, T. S. Chu, R. L. Thompson, H. H. Obrien, etal and J. J. Hutton.
A Committee consisting of Messrs Chu, Thompson and Dr. O'Brien speaking for the
merchants in the business area protested against the revising of vehicular traffic
from Sixttenth Street South, contending that it was hurting their business. The
Mayor informed them that it was done in the best interest of everyone in mind and
an attempt to correct the unbalanced traffic situation as it existed. After some
discussion the Committee asked reconsideration of the matter and were excused.
It was moved, seconded and passed that the following Ordinance be adopted,
AN ORDINANCE
AN ORDINANCE TO REGULATE THE TRAFFIC ON 16th
STREET, THE STRAND, IZLAR AVENUE, AND 18th
STREET, IN THE TOWN OF SAVANNAH BEACH, TYBEE
ISLAND, GEORGIA; TO PROVIDE PENALTIES FOR THE
VIOLATION THEREOF; AND FOR OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of the Town
of Savannah Beach, Tybee Island, Georgia, in council assembled,
and it is hereby ordained,by authority of the same as follows:
SECTION 1: That 16th Street, from Butler Avenue to the
Strand, shall, for the purpose of traffic over the same, be a
one -way street and vehicles shall move on said street in one
direction only, that is to say, from East to West, and it shall be
unlawful for any person to drive or operate any vehicle on said
street between said boundaries except when moving in a direction
from East to West.
SECTION 2: That the Strand (sometimes down as Ocean
Drive), from 18th Street to 16th Street, shall, for the purpose
of traffic over the same, be a one -way street and vehicles shall
move on said street in one direction only, that is to say, from
South to North, and it shall be unlawful for any person to'drive
or :operate any vehicle on said street between said boundaries
except when moving in a direction from South to North.
SECTION 3: That 18th Street, from Butler Avenue to the
Strand, shall, for the purpose of traffic over the same, be a
one -way street and vehicles shall move on said street in one
direction only, that is to say, from West to East, and it shall
be unlawful for any person to drive or operate any vehicle on said
street between said boundaries except when moving in a direction
from West to East.
SECTION 4: That Izlar Avenue, from Butler Avenue to the
Strand, shall, for the purpose of traffic over the same, be a
one -way street and vehicles shall move on said street in one
direction only, that is to say, from East to West, and it shall be
unlawful for any person to drive or operate any vehicle on said
street between said boundaries except when moving in a direction
from East to 'Best.
SECTION 5: That any person or persons violating the
provisions of this ordinance shall, upon conviction thereof, be subject
to be fined not to exceed $100.00 and imprisoned not to exceed._.3O.
days, either or both, in the discretion of the Court..
SECTION 6: All ordinances or parts of ordinances
in conflict with the provisions of this ordinance are hereby
repealed.
It was moved, seconded and passed that Fourteenth•Street be widened fourteen feet
on each side of the present pavement.
Councilman Waters reported that he had checked Scotty's place on Tybee Inlet, next
to Notrica's Fishing Camp; Bronner's place on Naylor Avenue, the Dyer and Whitten
properties and that some buildings on these properties should either be repaired or
condemned.
Chief McCutchen requested that an extra policeman should be furnished him for the
summer season.
Mr. Joseph J. Hutton wanted to know if the paving of Fourteenth Street would necessi-
tate the doing away of shrubbery adjacent to his property, he was informed by the
Mayor that it would not.
The minutes of the meeting of :April 16th were read and adopted.
Bills for the month of April for General Government amounting to $4,080.46 and for
the Water Department, amounting to $831.05 were approved for payment on motion made,
seconded and passed.
Councilman Lovell reported NMang being ill in St. Joseph's Hoppital and stated that
some thought should be given to filling his position in the event he does not survive,
Councilman Lovell moved that Town Council go on summer schedule and that the next
meeting be held on the second Wednesday of the month at 8 P.M. Motion seconded and
passed.

Councilman Maters called attention to disorders oocuring on Sixteenth Street at
night and stated that the closing time now is 2 A.M. and that the lights be out
and the place locked at 3 A.M. He also stated that an extra policeman should be
employed for the summer.
Councilman Hosti recommended a change of the sign on Stamey's Place on Sixteenth
Street. He stated that the Town needed a new 1•- ton truck and he had received
bids and that the J, C. Lewis Motor Company was the lowest bidder of $2600.26,
also that the Town needed another Gravely Lawn Mower. The M. C. Jones had sub-
mitted a price on this mower of $500.00. It was moved, seconded and passed that
these items be purchased.
Councilman Hosti stated that the Town needed twenty -two (22) new truck tires which
'sold cost around $1,300.00. It was the opinion of Council that he get prices
from several other sources.
The Mayor informed Council that Johnny Spahos had protested the 1958 license fees
and requested that Council reconsider it's actionaatd charge him for the arcade a
higher fee. Councilman Peters moved the Arcade License for 1958 be inofeased to
$750.00 which excluded the pin ball machine. Motion seconded and passed.
The Mayor informed Council that he had several protests from property owners whose
weeds had been cut by the Town, protesting against the high cost and also that dirt
had been removed from their property wh&nk should be put back. The Mayor was au-
thorized to adjust the charges with the property owners.
Mr. Paul Hernandez offered to purchase Lot 1, block 3, Bay lgard, from the Town
recently and the price was set at $500.00. W. Hernandez asked that the Board
reconsider this on the basis of $400.00. It was moved, seconded and passed that
the lot be sold to Mr. Hernandez for $400.00 cash.
Mrs. C. F. Reiser protested about the blocking of several streets in the vicinity
of Memorial Park by vehicu1Ar traffic and requested that Center Street be opened.
Councilman Hosti suggested that parking Meters be placed on Third Street in the
vicinity of the DeSoto Beach Hotel.
Mrs. Robena Coleman on the Wilson Hotel requested that a small strip adjacent to
her hotel be paved by the Town. It was the opinion of Council that this is a
private drive.
A request was made by W. Walter Crawford and Russell Pead for the extension of
the Town's water lines at Estill Station so they could get water to their property
as they contemplate building.
