The Marine Park includes a large parking area and boat launch that is in high-demand by local residents. The boat launch serves as a critical access point for emergency response personnel. In the event of a marine emergency, fire and emergency medical service (EMS) personnel utilize the boat launch for access to the lake; and WHEREAS, during times of high lake levels, the Culver Road Storm Sewers flood and block access to the Bay State Marine Park, and further, certain parking spaces and the boat launch of the Bay State Marine Park become submerged; and WHEREAS, the Culver Road Storm Project would require the installation of a new storm manhole, some storm piping, inline check values, and a stormwater pump station; and WHEREAS, the Irondequoit Bay State Marine Park Project would include the expansion and elevation of current parking spaces, the boat maneuvering area, a concrete boat launch ramp along with installing floating boarding docks, and adding additional parking spaces, a pavilion, playground, canoe/kayak launch, and transient boat dock; and 8613748_1 WHEREAS, actions undertaken by the Town of Irondequoit must comply with environmental impact assessment requirements as prescribed by 6 NYCRR Part 617 and the State Environmental Quality Review (SEQRA); and WHEREAS, the Project is classified as a Type I action under 617.4(b) because it involves the alteration of more than 10 acres (6 NYCRR §617.4(b)(6)(i)); and WHEREAS, the Town of Irondequoit is to give notification to all other involved agencies pursuant to 6 NYCRR §617.6(b); and WHEREAS, the Town Board has received and reviewed Part I of the Full Environmental Assessment Form (“FEAF”) dated April 14, 2020. NOW, THEREFORE, BE IT RESOLVED, that the Town Board declares its intent to be Lead Agency for the purposes of the State Environmental Quality Review Act; AND, BE IT FURTHER RESOLVED, that the Town will notify all other involved agencies. The Town of Irondequoit (Town) submitted a number of projects for inclusion in the REDI program and six were selected by the REDI Commission. Two of these projects, Irondequoit Bay State Marine Park (IBSMP) and Culver Road Storm Sewer (SS) Improvements, are located contiguous to each other and will be performed concurrently. Although each of these two projects have been funded separately under the REDI program, for purposes of State Environmental Quality Review Act (SEQR) these projects will be considered one project given that they are located contiguous to each other and will occur at the same time (hereby referred to as the proposed project). A description of each of these projects is discussed below. IBSMP Irondequoit Bay State Marine Park is located on the shore of Irondequoit Bay, adjacent to Culver Road and Sea Breeze Drive, in Monroe County, New York. It is a 44 -acre state park which includes a parking area, restroom facility and boat launch which provides fishing and recreation access to Lake Ontario. The boat ramp is located off the parking lot on Culver Road. The parking lot and boat launch ramp are inaccessible during flooding events. This is the only boat launch on the northern side of the Bay and is in high demand by the local community. The nearest public boat launch is approximately an hour drive away. The boat launch also serves as a critical access point for emergency response personnel. In the event of a marine emergency, fire and emergency medical service (EMS) personnel utilize the launch for access to the lake. The primary objective of the project is to mitigate adverse flooding impacts and maintain functionality during highwater periods.
