HomeMy Public PortalAbout2015-06-02 PC minutes June 2, 2015 Chairman Sobkoviak called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag. ROLL CALL Commissioners Seggebruch, Renzi, Kiefer, Heinen, Paris, and Chairman Sobkoviak were present. Plainfield Fire District was present. Commissioner Green was absent. The Park, School, and Library Districts were absent. The Plan Commission minutes dated May 19, 2015 were accepted as amended. PUBLIC COMMENTS: There was no response. DEVELOPMENT REPORT Mr. Proulx indicated there was no development report. OLD BUSINESS: None NEW BUSINESS Case No. 1685-050115.SPR Dunkin Donuts/Baskin Robbins (Reimaging) Mr. Proulx stated the applicant is seeking approval of the site plan to reimage the existing Dunkin Donuts/Baskin Robbins located in the Menard of Plainfield Subdivision. Mr. Proulx reviewed the adjacent uses; described the proposed elevations as described in the staff report; the striped awnings are to be replaced with solid color awnings. Staff recommends that the solid color awnings without icons be utilized; lettering would be permitted on the flap of the awning which would be treated as signage. Staff has noted that the original site plan was not constructed as approved or has been modified since the original construction. Staff is proposing a stipulation of approval for the current proposed re-imaging to address any discrepancies between the existing conditions and the original site plan approval. Staff is seeking direction on the awning alternatives and the painting of the cornice coping; suggesting a favorable recommendation with stipulations. Chairman Sobkoviak swore in Peter Paraskis, architect. Mr. Paraskis indicated the applicant wants to relocate the signage and reimage the monolith with the copings; indicated there were no objections to correcting the color of the safety bollards and the trash enclosure gate. Commissioner Renzi asked about the color of the coping and how many inches would be painted. Mr. Paraskis indicated the orange is a trademark color and it would be 10 or 11 inches; described the orange would only be on the coping. Commissioner Seggebruch suggested the coping on the monolith be the accent color, and change the main roof area to beige instead of the gray; thought the relocation of the sign made sense. Plan Commission Minutes June 2, 2015 Page 2 of 3 Commissioner Kiefer indicated he was glad the applicant would restore the colors of the bollards and the trash enclosure gate to the original site plan. Commissioner Seggebruch asked if the landscaping would be cleaned up and the parking lot would be sealed and striped. Mr. Paraskis indicated these items would be within their scope. Commissioner Heinen made a motion to recommend approval of the site plan review for the proposed Dunkin Donuts / Baskin Robbins re-imaging at 13313 S. Route 59, subject to the following three (3) stipulations: 1. Compliance with the requirements of the Village Engineer; 2. Compliance with the requirements of the Plainfield Fire Protection District; and 3. Correction of any discrepancies between existing conditions and the original site plan approval as identified by the Village Planner, to include the painted bollards and trash enclosure gate. Seconded by Commissioner Kiefer. Vote by roll call: Paris, yes; Seggebruch, yes; Renzi, yes; Kiefer, yes; Heinen, yes; Sobkoviak, yes. Motion carried 6-0. Will County Case – 23132 W Main St Mr. Proulx stated this is a request from Will County for a map amendment to develop a fence manufacturing, sales and storage facility of cedar fencing within the 1-1/2 mile of our boundary. The property is located at the intersection of Route 126 and 143rd Street. This use is not compatible with the Village’s Comprehensive Plan; previously plans have been submitted for a corporate campus in this area. Staff suggests a recommendation that the Village of Plainfield forward a letter of objection with regard to this proposed map amendment. Chairman Sobkoviak asked what the Village would like to see at this site; described the Bass and Gill Club and the Deer Creek Clubs are around this site. Commissioner Kiefer asked if Will County would approve this map amendment if the Village objects. Mr. Proulx indicated they could. Commissioner Heinen agreed with Staff on the vision and would prefer office business use; suggested buildable space could be created. Commissioner Seggebruch suggested if the expansion of 143rd Street was approved; then the open space would be preferred. Commissioner Kiefer made a recommendation that the Village of Plainfield forward a Letter of Objection of the proposed Map Amendment from A-1 to I-1 to the Will County Land use Department. Seconded by Commissioner Heinen. Vote by roll call: Renzi, yes; Seggebruch, yes; Paris, yes; Heinen, yes; Kiefer, yes; Sobkoviak, yes. Motion carried 6-0. Plan Commission Minutes June 2, 2015 Page 3 of 3 DISCUSSION Commissioner Kiefer mentioned he attended the Wounded Warrior 5K and the traffic, street closure, and parking was handled nicely.
