A special meeting of Town Council wee held today at 8 P.M. in the auditorium and was
attended by Mayor Brown, who presided, and Councilmen Hutton, peters, Lovell, Waters,
Town Attorney Solms, Jr.,Superintendent Reed and T.S. Chu, Dr. H.H. O'Brien, B.J.•Carbo,
E.C. Bobo and others.
The meeting was called for the purpose of:
1- To discuss and adopt corrective regulations for the handling of vehicular
traffic from Sixteenth to Eighteenth Street and from Butler Avenue to the
Strand

2- Consider the request of Mr. Sol Kaminsky to an easement to permit him to
have access to his property
3- To authorize the purchase of fifty (50) used Dual Parking Meters
The Mayor informed the gathering that he would be glad to hear from them. Mr. Forgasch
stated that running traffic so as to go out Sixteenth Street was very detrimental to
business. Mr. T. S. Chu stated that his business was hurt very much and wanted the
traffic re- routed the way it was before the change, Mr. Breen stated that his business
had fallen off considerably since the change and that he was very much opposed to it,
Mrs. West stated that her business had been decreased since the traffic was changed,
mss. Coleman stated that her business was way off and suggested putting a traffic -light
at Sixteenth Street and hiring an extra policeman, Mr. B. J. Carbo stated that traffic
on Sixteenth Street was way off and so was business and that it should be changed back.
Dr. O'Brien stated that his business loss is from one third to one half and that now
with traffic going down Sixteenth Street the business places on Sixteenth Street get
the tail end of the line and that strangers coming to the Island do not know of business
places being on Sixteenth Street and he was against the present set-up. Numerous others
offered objections to the present route of traffic. The Mayor stated that if those present
felt that business had been affected so seriously that Council would reconsider the matter
and act on it. He thanked everyone attending the meeting and the group was excused. The
meeting adjourned to the Council room.
The Mayor read a letter from Mr. ,Spence Grayson, fttorney for Sol Kaminsky, offering to
purchase the triangular point of the strand off the south eastern portion of Eighteenth
Street in an effort to get into his property Section 11 of Beach Lot 109, Ward 5. Mr.
Solms stated that Mr. Grayson had talked to him relative to the matter. The Mayor
appointed a Committee consisting of Town Attorney Solms and Councilman Peters to handle
the matter for Mr. Grayson.
It was moved, seconded and passed that the Town purchase fifty (50) used Dual Parking
Meters from the C.W. Farmer Company, Macon, Georgia for $9.50 each F.O.B.Macon on two
weeks trial and if they do not work they will be returned.
Council, after discussing the traffic situation, upon motion made, seconded and passed,
adopted the following Ordinance.

AN ORDINANCE
AN ORDINANCE TO REPEAL AN ORDINANCE TO REGULATE
THE TRAFFIC ON 16th STREET, THE STRAND, REAR
AVENUE, AND 18th STREET,. IN THE TOWN OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA; TO PROVIDE PENALTIES
FOR THE VIOLATION THEREOF; AND FOR OTHER PURPOSES.
BE IT ORDAINED by the Mayor and 'Councilmen of the Town
of Savannah Beach, Tybee Island, Georgia, in council assembled,
and it is hereby ordained by authority of the same as follows:
SECTION 1: That 16th Street, from Butler Avenue to the
Strand, shall, for the purpose of traffic over the same, be a
one -way street and vehicles shall move on said street in one
direction only, that is to say, from Vest to East, and it shall
be unlawful for any person to drive or operate any vehicle on said
street between said boundaries except when moving in a direction
from West to East.
SECTION 2: That the Strand (sometimes known as Ocean
Drive), from 18th Street to 16th Street, shall, for the purpose
of traffic over the same, be a.one -way street and vehicles shall
move on said street in one direction only, that is to aay, from
North to South, and it shall be unlawful for any person to drive
or operate any vehicle on said street between said boundaries
except when moving in a direction from North to South.
SECTION 3: That 18th Street shall, for the purpose of
traffic over the same, be a two -way street and vehicles shall move
on said street in either direction.
SECTION ): That Izlar Avenue shall, for the purpose of
traffic over the same, be a two -way street and vehicles shall move
on said street in either direction.
SECTION 5: That any person or persons violating any of
the provisions of this ordinance shall, upon conviction thereof,
be subject to be fined not to exceed $100.00 and imprisoned
not to exceed 30 days, either . or both, in the discretion of the
Court.
SECTION 6: All ordinances or parts of ordinances in
conflict with the provisions of this ordinance are hereby
repealed.
