June 11, 1958' The regular meeting of Town Council was held today ,at 8 P.M. in the Auditorium and was attended by Major Brown, who presided, and Councilmen Lovell, katers, Meddin, Peters, Hosti, Hutton, Town Attorney Solms Jr., Chief MoCutchen, Superintendent Reed, Spence Grayson, Sol Kaminsky and a group who presented a petition requesting year round re- creation facilities. Mr. L. A. McDonough requested that taxes be increased to offset the cost of conducting such a program, Mr. Solms informed him that taxes for the year 1958 had already heen levied and would have to remain so for the fiscal year but that he would Cheek on it and render an opinion. Councilmen Meddin stated that no funds were available at this time. Mayor Brown asked how many would be interested in having their taxes increased and most of theme present were not in favor of it. Mayor Brown asked if this Committee had a definite program. Mac. McDonough stated that everyone on the Island was in favor of this program. The Mayor suggested that his group meet with Council and organize a gemm4tteeefrom that group and he wanted at least two Councilmen on this Committee. The Mayor asked if they knew of the Tybee Teen Town and asked Mr. Kent if some of the ball teams were now functioning. The Mayor suggested that Messrs McDonough and Kent appoint a,committee to meet with the Committee of Councils the group was then excused. Council adjourned to the council chamber. Mr. Grayson stated that Mr. Kaminsky could not get to his property, the garbage could not be gotten out and under the Acts of 1937 the town closed a portion of Chatham and Butler Avenes he felt that the Town should do something to help Mr. Kaminsky and that the Town had no right to close the easement leading to Mr. Maminsky's property, Councilman Lovell informed him that Mr. Kaminsky had installed a fence across the seawall. Mr. Grayson stated that Mr. Kaminsky would be willing to pay any condemnation costs, the Mayor informed him thet the Town would co- operate with them. Mr. E. C. Bobo informed Council that there were no attractions on the beach to attract visitors except the bathing beach itself, that a group of business people sent a peti- tion to council some time ago to clear up the groins and they have heard nothing from it, the Town has promised to clear up the dangerous groins for a number of years and that nothing has been done. We stated that the groins are dangerous to life and that a great number of people have been severly cut and that he wanted to report back to his Committee what council intended doing about it, that all of the damaged groins should be cut down now. The Mayor informed him that Council had considered every phase of removing the damaged groins anyone of which is a very expensive operation. He also informed Mr. Bobo that his petition had not been forgotten. Mr. Reed was asked what the situation was and he stated that it would be well to have a crew ready when the tide is low and get out as many of the pile as they could while tide was out, Councilman Lovell moved that Superintendent Reed be authorized to emply the necessary crew to do this work which was seconded and passed. The Mayor asked Mr. Reed if Fourteenth Street paving had been finished and he stated that it was. Mr. Reed also informed Council that a cave -in occurred at Fifteenth Street & Chatham Avenue near the Lucree property. Mr. Reed stated that last year one of the Town's policemen was paid extra to go around inspecting garbage cans and the Mayor asked if he should be re- employed. It was moved, seconded and passed that one of the police officers be employed to do this work under the jirusdiction of the police Committee and they set the salary. Councilman Hosti informed Council that Mr. John Spahos was not doing anything with his parking lot and that the Town had promised to cut out a portion of the plat on Butler 150 Avenue in front of his place, that this had not been done, It was decided that a ' portion of the plat from Fifteenth Street to Atlantic Avenue be taken out and that Councilman Hosti handle the matter. Chief MoCutchen stated that 35 army trucks are bringing tropps in this coming week end and that there was no place to put them. He had spoken to Mr. Spahos about parking them in his lot but that it is doubtful if the surface would hold up the wibight of them. There were also 22 trucks coming in another army group, he stated that the jail needed some repairs and that it be air conditioned. He also stat,d .� that some screens should be replaced. The Chief was instructed to get prices on repairs and screening. Councilman Meddin moved that bills for General Government for the Aonth of May amounting to $7,645.39 and for the Water Department amounting to $516.82 be paid. Motion was seconded and passed. Councilman Lovell called attention to a pile of rubbish behind the shop of the Thomas Plumbing Company at First Street and Second Avenue. Referred to Councilman. Waters. Councilman Hosti suggested that due to the serious illness of Mr. Lang that thought should be given to filling his position if it became necessary. Samuel R. Kent filed application for a position with the Town. Mr. Solms informed Council that he had not been able to claaify as yet the position of thy. Police Department in connection with Social Security. Also that in connection with Mr. Sol Kamansky wanting to put in a walkway to his home near the sea wall in this area was part of the strand, He also stated that the U.C.S. wanted an Ordi- nance regarding Children's Day Agencies. He also stated that if Veterans who are in business pay a State Income Tax they are not entitled to free licenses. Mayor Brown informed Council that if Johnny Spahos, who operates Tybrisa pavilion, tries to use his Veteran's License they make hffim pay for an Arcade License. Councilman Hutton informed Council that he had extended thanks to Mr. Frank Jacocks, City Manager and Chief Evans of the Savannah Fire Department for their offer of assistance during the Kaminsky fire on Chatham Avenue. The Mayor informed Council that Mr. E. C. Bowen, Manager of the Southern Bell Tel & Tel Company had protested an increase to $500.00 for the 1958 business license. An offer was 'submitted by Mr. R. B. Bead to purchase Lots 3 and 13, Block 4, Bay Ward, owned by the Town, for $250.00 each. No action was taken. The Royal Palm Motel by H.H. Glisson petitioned for a neon sign to be placed on their property on Butler Avenue. Permission granted. In connection with the previous application of the Recreational Council the Mayor was 'authorized to appoint a Committee to work vith this group. It was moved, seconded and passed that the following tax items be put back into the total assessment of the Fort Screven Development Company and that any back taxes on these items be cancelled. 1 1 1 1 1 AN ORDINANCE TO. AMEND AN ORDINANCE ADOPTED AT THE MEETING OF THE MAYOR AND COUNCILMEN OF SAVANNAH BEACH,, TYBEE ISLAND, GEORGIA, HELD ON JUNE 111 1958, PROVIDING FOR THE ATE OF LICENSE FOR ENGAGING IN THE BUSINESS OF OPERATING AN AMUSEMENT ARCADE IN '.CHI' TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA; AND FOR OTHER PURPOSES. SECTION 1: Be it ordained by the Mayor and Councilmen - of the Town of " Savannah Beach, Tybee Island, Georgia, in council assembled, and it is hereby ordained by the authority of the same,' that the ordinance adopted on June 11, 1958, providing for the rate of 'license for doing business in the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal year ending April 30,.1959, be amended as follows: 1. By striking therefrom the provision reading as follows: (d) Any person, firm or corporation operating an amusement arcade $ 750.00 and substituting in lieu thereof the following provision: (d) Any person, firm or corporation operating an amusement arcade- of 40 machines M 500.00 each machine over 14.0, -per machine 10.00 SECTION 2: That any person, firm or corporation violating the provisions of this ordinance, upon conviction thereof, shall be subject' to be fined not to exceed $100.00, or be imprisoned not more than. thirty (30) days, either or both or a portion of either or both, in the discretion of-the Court. SECTION 3: That all ordinances or parts of ordinances in conflict -with the provisions of this ordinance are hereby repealed. 151 There being no further business, Council adjourned, subject to the call of the Chairman. / Clerk of Council Mayor Savannah Beach, Tybee Island, Ga. July 9, 1958. The regular meeting of Town Council was held today at 8 P.M. in the Council Room and was attended by Mayor Brown, who presided, and Councilmen Peters, Hutton, Waters, Meddin, Lovell, Hosti, Town Attorney Solms, Jr., Supt. Reed, Chief MCA Cutchen, W. R. Goodson, O.J. Mullinix, Jr.,Mrs. C.Z. Morgan,. Miss Elise Glatigny and George Spirides. Mr. Goodson presented a petition containing a number of names requesting the Town to provide an athletic director and an assistant to be paid for out of town funds and requested that 5 per cent of the budget be set aside for this purpose effective for the fiscal year of 1958. The Mayot asked if this meant that his group felt that this would mean an increase in taxes he stated that it did not but feels that ample money is in the budget to take care of it. The Mayor asked him where he expected to get it from the budget, he suggested cutting off the clerk's assistant and also the librarian in the library. The Mayor advised Mr, Goodson that Coun- cil would take it under advisement. He was excused. Miss Glatigny requested that the Town return to her Sections 2,4,6,8 & 10 of sub. of Beach Lots 8 & 9, Ward 1. This was property which was sold for non- payment of taxes in 1944 and was bid in by the Town. She was asked what she wanted with the lots and stated that she wanted to build on some of them. Mr. Solms stated that he would have to check on the matter and would advise relative to it, the Mayor informed Miss Glatigny that they would take the matter under con- sideration and she was excused. Mr. Millininx appearing for Johnny Spahos, operator of Tybrisa Pavilion, protest- ing against the amount of license placed on the Arcade and stated'that the 1956 license for operating the Arcade was $250.00 whereas in 1958 it had been increased to $750.00. He stated that the pin bill machines were taken out prior to June ,Oth as they were unprofitable and now there is only the amusement games and he "felt that $750.00 was exorbitant. Mr. Millininx was excused. After discussing the matter it was moved, seconded and passed that the Arcade license charge be re- duced to $500.00 with a maximum of forty (40) machines and for each machine over an additional license of $10.00 would be charged. Mrs. Morgan requested permission to erect a small sign on Fifteenth Street and Butler Avenue on property owned by her. She stated that one of the supports holding the sign was on the street. The Mayor informed Mrs. Morgan that Council would advise her of their action and she was excused. after discussing the matter Council decided that permission to erect a sign be granted, if the sign had been erected before permission had been granted that it be moved from the town property.
