Gonzalez, Village Manager Date: November 3, 2017 Subject: Architectural Review Board Candidate - Barry Miller The purpose of this Letter to the Council is to provide you with a potential appointment for the Architecture Review Board (ARB). As of this writing, there are two vacancies on the ARB. This situation creates difficulty in scheduling as well as achieving and keeping a quorum. This results in meetings sometimes being cancelled and applicants' reviews taking longer than is necessary. As you know, the ARB is comprised of five (5) members appointed by the Council as a body. The qualifications require that the members be either registered Architects or registered landscape architects. In addition, one seat on the ARB is reserved for a resident, who is not required to have the above qualifications, but who can read plans and understands the construction industry. With the exception of the resident seat, no residency requirement exists for the remaining members. The two vacant seats were previously occupied by Chris Cawley, a registered landscape architect, and James Howell, a Bal Harbour resident layperson. At this time, the current composition of the ARB is as follows: • Stephanie Heffen, Registered Architect • Jaime Shapiro, Registered Architect • Tim Schrock, Registered Architect • Vacant, Landscape Architect • Vacant, Resident Seat Given the number of ARB hearings involving landscaping, I recommended filling at least one of the vacant positions with a registered landscape architect. Attached you will find a resume for Barry Miller of Savino Miller Architects. Barry is a registered Landscape Architect and has designed several commercial, public and residential projects throughout South Florida. He is a resident of Miami Beach and has LTC 179-2017: Architectural Review Board Candidate - Barry Miller Page 2 of 2 served on boards and committees in the past. He understands the requirements of the position and is interested in serving if appointed. I have known Barry for several years, both in his capacity as a Landscape Designer on public projects for Miami Beach and as a citizen activist in Miami Beach. In my opinion, he is capable and would be a good addition to the ARB. An item will be placed on your November 21, 2017 Council Meeting Agenda to consider appointments to the ARB. Should you have others who could serve in either the Landscape Architect or Resident seat, please forward them to me for inclusion and consideration.
