Subject: BHV Police Officers' Retirement Board Candidate - Gerald Rosen
The purpose of this Letter to the Council is to provide you with a potential appointment for
the Bal Harbour Village Police Officers' Retirement Board.
As you know, the Board is comprised of five (5) members: two are elected by the Police
Pension Plan Members, two are appointed by Council at large, and the fifth member is
appointed by the other four members. The qualifications are that the two elected
members must also be members of the pension plan, the two appointed members must
be residents of Bal Harbour Village. There are no residency or plan requirements for the
fifth member. As of this writing, the terms the Council appointees have expired. At your
October Village Council meeting you ratified the election of the two new members of the
Board. However, the terms of the Council appointed seats and the seat recommended by
the board have expired.
At this time, the current composition of the Police Pension Board is as follows:
• Dr. Abraham Gotman, appointed by Council (term expired)
• David Levin, appointed by Council (term expired)
• Gregory Matthews, elected by pension members
• Ronald Smith, elected by pension members
• Daniel Gold, appointed by the other Board members
It is my recommendation that you discuss and make appointments at your upcoming
November Village Council meeting.
I routinely review our Board and Committee structure to make sure that they are operating
effectively and pursuant to the Code. During this recent budget cycle, we had some
difficulty achieving and keeping a quorum for many of our meetings. In part, this is a result
of the timing of the budget process and the travel schedules of some of the members. One
member, Gerald Rosen is a good contributor, but was out of town during most of the

budget cycle. He actively participated by telephone, but was not available in person to
count for quorum. In reviewing the Police Officers' Retirement Board composition, it
becam apparent, that Mr. Rosen, who desires to contribute his time and experience would
be a great addition to the Police Officers' Retirement Board, thereby allowing Councilman
Salver to appoint a replacement who could better accommodate the schedule and at the
same time allow Mr. Rosen to continue to volunteer his services. Mr. Rosen has advised us
that he would be interested in serving on the Police Officer's Retirement Board. I
recommend he be appointed to fill one of the expired terms appointed by Council.
Given that the above appointment would result in three new members of the Police
Pension Board, and in an effort to ensure some continuity on the Board, I recommend that
the second expired term appointed by the Council be filled by Mr. David Levin, a current
member.
Finally, once the four members have been seated, they should be tasked with making a
recommendation to the Council for the fifth member.
Attached you will find the material provided on Mr. Rosen when he was first appointed to
the Budget Advisory Committee.
An item will be placed on your November 21, 2017 Council Meeting Agenda to consider
appointments to the Police Pension Board. Should you have others who could serve on
the Board, please forward them to me for inclusion and consideration.
