Gonzalez, Village Manager Date: November 17, 2017 u Subject: Collins Avenue/Harbour Way Traffic Signal The purpose of this Letter to Council (LTC) is to update you on the status of the traffic signal at the intersections located at Collins Avenue and Harbour Way West and East. During the construction of the Oceania Condominium, a traffic study was conducted regarding the redesign and configuration of the intersection located at Collins Avenue and Harbour Way East and West. Upon completion of the study, the traffic signal design was changed to facilitate the flow of vehicular traffic at the Harbour Way intersection. Prior to the reconfiguration, the traffic signal at Harbour Way East northbound left turn lane would cycle from a steady red arrow, to a green arrow, then a steady green. Additionally, the traffic signal at Harbour Way West northbound left turn lane, would cycle from a steady red arrow, to a green arrow, and then back to a steady red. Chief De La Rosa and his staff have been working with Miami -Dade County Traffic Control Engineering Department in an effort to have the traffic signals returned to the original traffic settings prior to the construction of the Oceania condominiums. On November 15, 2017, Mr. Erick Zapata, from Miami -Dade County Traffic Engineering, notified police staff that our request to have the signalization restored to the original setting was tested for synchronization and approved by Miami Dade County Traffic Control. On November 16, 2017, Florida SOL, the Miami -Dade County contractor responsible for the Harbour Way intersection, responded and partially restored the original traffic signalization. Presently, the green arrow at the Harbour Way West intersection, which directs motorists to turn left into the gated community has been restored. Unfortunately, the arrow immediately now cycles to a steady green, instead of the original setting of a steady red arrow. Moreover, the Harbour Way East U -Turn lane, cycles to a steady red arrow, instead of a LTC 189-2017: Collins Avenue/Harbour Way Traffic Signal Page 2 of 2 solid green. Police Staff were on site with the contractor, however, the contractor was unable to restore the setting. Police Staff will contact the Miami- Dade County Traffic Engineer in an effort to resolve the traffic signalization issue. We will continue to work with the appropriate agencies to ensure this long-standing issue is resolved as soon as possible.
