Richard Hendrickson, being duly sworn on an
oath, states or affirms that he is the Chief Fi-
nancial Officer of the newspaper(s) known as
Delano Eagle/South Crow River News
and has full knowledge of the facts which are
stated below.
(A) The newspaper has complied with all of
the requirements constituting qualification
as a qualified newspaper as provided by
Minn. Stat. § 331A.02, § 331A.07, and
other applicable laws as amended.
(B) The printed public notice that is attached
was published in the newspaper once
each week for one successive
week(s); it was first published on Thurs-

The city council of the city of
Medina has adopted Ordinance
No. 547, an ordinanc: granting a
cable franchise to ediacom
Minnesota LLC ("Me•iacom") to
construct, operate anmaintain a
cable system in the Ci y of Medi-
na, Minnesota ("Cit ") setting
forth conditions acc mpanying
the grant of the franch se; provid-
ing for regulation and use of the
system and the publi rights -of -
way; and prescribing . nalties for
the violation of the .rovisions
herein.
On April 16, 201 , the City
adopted an Ordinanc: granting a
Cable Franchise to ediacom
("Ordinance"). The •rdinance
shall become effect ve on the
date the City's withd awal from
the Lake Minnetonka able Com-
mission is final. The Ordinance
serves two purposes. First, it is
intended to provide fo and spec-
ify the means to atta n the best
possible cable servi a for the
public by providing requirements
for cable with respect .technical
standards, customer ervice ob-
ligations, and relate matters.
Second, it grants a no -exclusive
cable franchise to M diacom to
operate, construct anmaintain a
cable system within t e City and
contains specific re•uirements
for Mediacom to do s .
The Ordinance inclu.es the fol-
lowing: 1) requires M diacom to
maintain a 750 MH capacity
cable system; 2) impo.es on Me-
diacom a franchise fee of five per-
cent (5%) of Mediaco 's annual
gross revenues; 3) es ablishes a
franchise term of ten (10) years; 4)
provides a list of publi buildings
entitled to receive co plimentary
cable service; 5) requi es Media-
com to dedicate chan el capaci-
ty for public, educa ional and
governmental progra ming and
provides capital supp rt of such
channels; 6) mandate customer
service standards regarding Me-
diacom's provision of able serv-
ices; 7) requires a sec rity fund to
enforce Mediacom's .ompliance
with the terms of the franchise;
and 8) requires a p= ormance
bond to enforce M diacom's
compliance with the infrastruc-
ture terms of the franc ise.
