Members present: Councilmen; Arthur Theis, William Reiser, Robert Franklin, Donald DesLaur-
iers. Clerk, Donna Roehl; Attorney Richard Schieffer.
Donald DesLauriers acted as Mayor in the absense of Wayne Neddermeyer.
1. Minutes of February 3, 1976
Motion by Arthur Theis, seconded by Robert Franklin to accept the minutes of February 3,
1976 as presented.
Motion carried unanimously
2. DEWS JORDAN
Mr. Jordan appeared to present his objections to the amusement establishment (T. Arthur's)
in Hamel. He felt that such a business is detrimental to young people as studies show they
may become addicted to gambling just as alcohol, etc. He also stated that the Council needs
to consider the welfare of young people when allowing such businesses to operate. Robert
Franklin stated that he had been in the establishment and could see no particular problems.
The police check the place periodically and have no reports of any problems. The owner,
Mr. Green stated that the business in open until 11:00 P.M. on weeddays and 2:00 A.M. on
weekends.
Robert Franklin stated he would look at other ordinances to determine if licensing is
necessary.
Motion by Robert Franklin, seconded by William Reiser to hold a public hearing on March 2,
1976 at 8:00 P.M. to consider whether Medina's curfew ordinance should be amended.
Motion carried unanimously
3. GEORGE PIER
Mr. and Mrs. George Pieh and Mr. and Mrs. William Nelson appeared to discuss a division of
the Pieh property. The Nelsons would like to purchase the easterly part of the lot to build
a home. The lot has 200 ft. of frontage and is 300 ft. deep. Plat of July 1948 shows
2 lots with a meets and bounds description of 1 acre but 1 tau statement is received.
Attorney stated that he is studying and will recommend an ordinance allowing the city
to waive platting requirements in this and similar situations and also oases where owners
wish to combine lots. An owner would seek a resolution from the council allowing him
to subdivide or combine and the resolution would then be filed with the register of deeds.
Mr. Sohieffer stated that could have an ordinance prepared for the March 2nd meeting and
that it should be given to the Planning Commission for study and recommendation on March
9th. If the council adopts the ordinance the owners could then go ahead with division
plans. Mr. Nelson was advised to have a survey taken of the entire parcel.
4. COMMUNITY DEVELOPMENT BLOCS GRANT
Larry Blackstad, Hennepin County Representative, explained that the law was written for
large cities with urban renewal projects. Funds cannot be used for general operating expenses.
He will try to tie in sewer and water projects to purchase of fire truck.
Sample resolution designating several projects that could be considered, was presented by
Robert Franklin. Improvement of water facilities in Hamel; Independence Beach and Medina
Morningside park improvement and Comprehensive planning expenses.
Discussion of making an arrangement with Rolling Green Country Club to purchase part interest
in their well.
Motion by Robert Franklin, seconded by Arthur Theis to appoint William Reiser to contact
Rolling Green Country Club regarding purchase of part interest in their well.
Motion carried unanimously
Mr. Blackstad stated that he would return March 2nd with answeres regarding use of funds.
5. ANNE DORWEILER
Furnace repars
Anne Dorweiler reported on the malfunctioning furnace and the fact that Mr. Lilja of
Northair, who had installed the furnaces, had called Shorewood Oil Burner Service and
one man had spent parts of two days to remedy the situation. Leo Leuer had also spent
some time with the furnace people.
Application Forms
Motion by Robert Franklin, seconded by William Reiser to authorize Anne Dorweiler to have
various permit application forms printed.

Planning Agency Meeting
Motion by,Robert Franklin, seconded by Arthur Theis to authorize 3 members of-the:Planning
Commission to attend the. Feb. 25 and 26 Planning Agency meeting.

Annd Dorweiler stated that because she will no longer be a.member of the Planning Commission
after March 1st she would like to be paid for attending council and Planning Commission
meetings. She spends about 5 hours ata council meeting and 2 hours at Planning Comm. meetingE
Motion by Robert Franklin; seconded by William Reiser to pay Anne Dorweiler $10. for attend-
ing Planning Commission meetings and $15. for attending Counoil.meetings when services are
required.
Motion carried.' Voting No, Donald DesLauriers.
Comprehensive Pin Map
Brief discussion of map that will be included in Comprehensive Plan. Map will be a general
guide plan and not a zoning map. Anne Dorweiler recommended that the Council come to terms
with the map and provide for things that are necessary.
. 6, HA IEL FIRE • CONTRACT
Robert Franklin presented several revisions in contract. Matter tabled until.March 2nd so
that Fire Chief has time to review proposed revisions.
7. DOCKSIDE INN
Discussion of status of license that has been issued to Dennis Sazenski. Attorney stated
that Council should consider adopting an ordinance setting forth stringent regulations
regarding investigation of applicants.
Motion by Robert Franklin, seconded by Arthur Theis to ask that stockholders of the. Dockside
Inn appear at the.Maroh 2nd meeting at.8:30 P.M. to consider status of license.
8. Criminal Justice Council
Motion by Robert Franklin, seconded by Arthur Theis to approve Resolution 76-7 regarding.the
Hennepin County Criminal Justice Council. ..
Motion carried unanimously
Resolution stresses the need for better suburban representation if the Council is to be.a
cooperative venture.
9. BILLS
Motion by Arthur Theis, seconded by William Reiser to pay the bills. Payroll in the amount
of $2051.69, #3947-3952.
Motion carried unanimously
10. G L CONTRACTING
Discussion of request for release of a portion of the 10 retainage fee being held by the
city for Indpendenoe Beach project. Attorney informed council that the law requires that
a 10 amount be retained until project is completed. Regrets will be sent to G L.
11. SIGN ORDINANCE
The following amendments were considered:
1. Section 920:05 is amended by inserting a new paragraph (j) and relettering subsequent
paragraph, as follows: (j) Farm Sign. A sign advertizing farm products for sale. Motion
by Robert Franklin, seconded by Arthur Theis. Motion carried unanimously
2. Section 920:25 (e) is amended by inserting a new paragraph 7 and renumbering the subse-
quent paragraph, as follows: 7. Farm Signs. One farm sign, not to exceed 32 sq. ft. in
area per surfaoe and having no more than two surfaces, is permitted on each farm or other
I. property upon which farm products may be sold, to advertise those products.
Motion by Robert Franklin, seconded by William Reiser. Motion carried unanimously
3. Section 920:20 (a) paragraph $ is amended by removing the words "10 ft. of."

4. Section 920:20 (a) paragraph 6 is amended to read: 6. Directional signs, Institut-
ions and Business. Three directional signs or the number which in the discretion of the
building inspector is necessary to direct patrons, whichever is less, are permitted for each
business or institutithn; provided that such signs shall be no greater that 4 sq. ft. in area
per surface, shall have no more than two surfaces, shall not be illuminated, and shall carry
no. advertising. Motion by Robert Franklin, seconded by Arthur Theis.. Motion carried.
5. Section 920:20 (b) paragraph 1 is amended by adding a phrase to read: except that dir-
ectional signs may have up to 20 sq. ft. per surface and may be illuminated.
Motion by Arthur Theis, seconded by William Reiser. Motion carried unanimously
6. Section 920:40 (b) is amended by inserting the following phrase after the words (Non-
conforming permanent signs": which are accessory to the premises on which they are erected
and which were and by changing the title of the paragraph to "Permanent on -Premise Signs."
Motion by Robert Franklin, seconded by William Reiser. Motion carried unanimously
7. Section 920:40 (e) is amended to read: (e) Nonconforming Off -Premise Signs. Nonconform-
ing permanent signs, including billboards, which are not accessory to the premises on which
they are erected shall be removed within 3 years of their erection and 120 days after notice
in writing to the owner that such signs are unlawful;.
The need for a list of the existing signs was discussed and final approval of ordinance
was tabled until list is secured and final draft is made by Attorney.
8. LEO LEVER
Discussion of Mr. Leuer's accident and who is in charge if a problem or breakdown
should occur. Willaim Reiser will call to find out what arrangements have been made for
the time Leo will be away from work.
Motion by Donald DesIauriers, seconded by Arthur Theis to inform city employees that all
time cards must be turned in on Monday following the week in which employee worked.
9. DESLAURIERSDIVISION
Attorney reported that he would recommend that platting would not be required in this instance.
Motion by Robert Franklin, seconded by William Reiser that council accept report and recomm-
endation of attorney of 2/17/76 regarding the fact that no platting is required on the Bennis
property of 4.6 acres on Hwy. 55 unless or until there is further subdivision of the property.

10. POLICE SALARIES
Brief discussion with police officers regarding salaries. Matter tabled until March 2nd at
which time a full council will be in attOndance.
11. DORN PROPERTY
Attorney stated that there is still a court order in effect that will require cleanup of the
property if it has not been taken care of properly. Police and building inspector will re-
check the property in the spring.
12. PLANNING COMMISSION M M3ERS
Council will seek interested parties who may wish to serve on the Planning Commission.
Anyone interested will be asked to contact the city offices.
13. RADIOS
Discussion of radios to be installed in maintetnencetrucks. Dr. Dubois of Hennepin Co.
Communeations will be contacted to suggest what is needed.
Motion by Robert Franklin seconded by Arthur Theis to adjourn. Motion carried unanimously.
