Mr.Jack Elstro, President

Municipal Building
Richmond, Indiana 47374
Re: Ordinance No. 9-1992
Dear Mr.Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on
Tuesday, April 28,1992 on the petition of Robert H. Marcum, 815
Chester Blvd, Richmond, IN 47374, owner; requesting a petition to
rezone property located at 1017 and 1019 North H Street, Richmond,
IN. 47374, from R-3 One to Eight Family Residence District to C-4
General Business District to allow the construction of a 40'X60'
building for the purpose of auto sales and detailing.
22 notices were sent to surrounding property owners. 12 were
returned to the office opposed to the petition. Also, approximately 15
area residents appeared at the hearing in opposition to the request.
Planning Staff recommended approval of the request siting that the
request was in line with our recently adopted Master Plan. The
planning Commission voted eight (8) to two (2) to recommend denial of
the request to Common Council.
Respectfully submitted,
Robert B. Goodwin, Executive Secretary
Richmond Advisory Plan Commission
