A SPECIAL ORDINANCE AUTHORIZING A GRANT APPLICATION
TO THE INDIANA DEPARTMENT OF COMMERCE
WHEREAS, the Common Council of Richmond, Indiana recognizes the need to
stimulate growth and to maintain a sound economy within its
corporate limits, and
WHEREAS, the federal Housing and Community Development Act of 1974, as
amended, authorizes the Indiana Department of Commerce to
provide grants to local units of government to meet the housing and
community development needs of low and moderate income
persons, and
WHEREAS, the City of Richmond, Indiana has conducted public hearings to
assess the housing, public facilities and economic needs of its low
and moderate income residents;
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana, that the Department of Administration is authorized to submit a grant application to the
Indiana Department of Commerce for financial assistance from the United States Department of
Housing and Urban Development for acquiring right-of-way, obtaining engineering and design
service, and constructing the South L Street Extension Project from Hodgin Road on the south to
East National Road on the north.
