A SPECIAL ORDINANCE AMENDING CHAPTER 154 OF THE RICHMOND
CODE, COMMONLY KNOWN AS THE ZONING ORDINANCE
WHEREAS, the zoning map designates the property located at 1900 and 1906
Chester Boulevard as R-3, Multi -Family Residence District, and
WHEREAS, it is desirable to change the zoning district to R-3 SU, Multi -Family
Residence Special Use District, to permit the installation of medical
offices and an ambulatory surgery center,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning classification of 1900 and 1906 Chester Boulevard, more particularly described as
follows:
Part of the Northeast Quarter of Section 29, Township 14 North,
Range 1 West: Beginning at a point on the section line 26 rods south
of the northeast corner of said quarter section; running thence west 15
rods 6 feet; south 10-2/3 rods; east 15 rods 6 feet; north 10-2/3 rods
to the place of beginning, containing 1.20 acres more or less.
Also, a part of the northeast quarter of Section 29, Township 14
north, Range 1 west, beginning on the east line of said section 264
feet south of the northeast corner thereof; thence west parallel to the
north line of said section 15 rods and 6 feet; thence south 165 feet on
a line parallel with the east section line; thence east to the east line of
said section parallel with the north line thereof; thence north along the
east section line to the place of beginning,
is hereby changed to R-3 SU, Multi -Family Residence Special Use District to permit the
installation of medical offices and an ambulatory surgery center regulated by Articles 22 and 48 of
said Chapter 154 of the Richmond Code.
Be it further ordained that the Special Use site plan and petition therefore shall be marked Exhibit
A.
PASSED AND ADOPTED this 4th day of May, 1992, by the Common Council of the City of
Richmond, Indiana.

Dear Mr.Elstro, Members of Common Council and
Mrs. Carnes:
The Richmond Advisory Plan Commission conducted a public hearing on
Tuesday, April 28,1992 on the petition of Rosa Tan Ang and Donald E
and Marlene J. Puthoff, owners; Gayle W. Gardner, agent requesting a
rezoning from R-3 One to Eight Family Residence District to R3-SU
One to Eight Family Residence Special Use for a medical office and
ambulatory surgery center on property located at 1900 and 1906
Chester Boulevard.
Eight (8) notices were sent to surrounding property owners. Two were
returned in favor of the petition, none in oppositon. Planning Staff
recommended approval, of the request with the condition the site plan
be adopted as a part of the Ordinance. Plan Commission voted
unanimously to recommend approval to Common Council.
