The first two warnings were issued to residential properties who had left bulk waste out for several days prior to the scheduled pick- up day of Thursday. The third warning was issued to a construction site for failing to cover their dumpster. An oceanfront property was issued a warning for having an unauthorized structure, a shed, on the beach which was being utilized for storage. Additionally, three warnings were issued to businesses within the Bal Harbour Shops who have failed to renew their Business Tax Receipt (BTR) as required by Village Code. Criminal Investigations Division Weekly Summary Report Comments The Criminal Investigations Division conducted a follow-up investigative interview with the victim of a theft, during the interview, the victim was shown a photo line-up of potential suspects, however, the victim was unable to identify the perpetrator. The Criminal Investigations Division are actively investigating several pending cases and is presently conducting a background investigation on a prospective village employee. Noteworthy Incidents / Arrests Date Incident Type Location 12/15/2017 Vehicle on the Beach Path 9601 Collins Avenue, Majestic COMMENTS A concerned citizen contacted the Bal Harbour police to report a vehicle traveling on the beach hard pack. Bal Harbor officers arrived and located the vehicle behind the Majestic Condominiums. It was later determined the driver was delivery items to a nearby location and mistakenly drove onto the beach path. No injuries or damages were reported Date Incident Type Location 12/16/2017 Felony Trespass/Narcotics Arrest 10200 Block Collins Avenue, North Lot FDOT Construction Site COMMENTS While conducting a mandatory security check of the North Municipal Lot, a Bal Harbour police officer observed a vehicle inside the secured FDOT construction site after working hours. When the officer approached the vehicle, he discovered two individuals seated inside the car. A routine criminal history check revealed one of the individuals had an intensive criminal history. Both individuals were subsequently arrested and charged with possession of narcotics (Crystal Meth) and drug paraphernalia. 3 BAL HARBOUR POLICE DEPARTMENT MIGUEL DE LA ROSA Chief of Police Weekly Summary Report oFICER (1'pj0r®CHAR@p"R '14 Date Incident Type Location 12/18/2017 Arrest/Traffic 600 Block of 96 St While patrolling the 96 Street corridor, a Bal Harbour officer observed a motorist commit a traffic infraction and initiated a traffic stop; when the officer requested the motorist drivers' license, the motorist admitted to operating a vehicle with a suspended drivers' license. A routine criminal history check of the driver and passenger confirmed the motorist drivers' license was suspended and the passenger had an active arrest warrant. Both the driver and passenger were arrested and transported to jail. Date Incident Type Location 12/18/2017 Suspicious Person 2 Harbour Way While patrolling the residential gated community, a Bal Harbour officer observed a male attempting to enter the gated district through the vehicle exit gate on Harbour Way. The officer stopped the male and conducted an investigative inquiry. The officer determined the male was homeless and unfamiliar with the area. A routine criminal history check did not reveal any active warrants or adverse criminal history. The male was offered homeless assistance, but refused. The male left the area walking. No damages or other incidents were reported. Date Incident Type Location 12/20/2017 Assist Town of Surfside Police Department Harding Avenue and 89 Street At the requests of Surfside Police, Bal Harbour officers responded and assisted Surfside officers with traffic management and perimeter control at the scene of an apartment fire. Bal Habour officers remained on scene until the fire was extinguished and the roadway were cleared for vehicular and pedestrian travel. Date Incident Type Location 12/20/2017 Suspicious Person 10200 Block of Collins Avenue, North Lot While conducting a mandatory check of the North Municipal parking lot, a Bal Harbour officer located a male on the ground under the bridge. After interviewing the person, the officer discovered the male was homeless and was on his way to Miami Beach. A routine criminal history check did not reveal any active warrants or adverse criminal history. The male was offered homeless assistance, however refused and left walking towards Miami Beach.
