The regular meeting of Town Council was held today at 4 P.M. in the Council Room and was attended by Mayor Brown, Who presided, and Councilmen Hosti, Hutton & waters, Town Attorney Solms, Jr. Supt. Reed, Chief McCutchen, Mrs. Katherine Huggins, Mr.f& Mrs. Johnson, Miss Leila Googe and Mr. R. H. Thompson. Mrs. Huggins requested that something be done to eliminate the swampy area along Jones Avenue running from Sixth to Eighth Street which is a breeding place for mosquitoes. Mr. & Mrs. Johnson and Miss Googe expressed the sentiments of Mrs. Huggins. Mayor Brown agreed that a portion of this area was swampy and after heavy rains. did hold water and agreed to do something about it. Supt. Reed stated that a ditch should be run out Seventh Street West towards the marshes to drain.a portion of this area. They were excused. Supt. Reed stated that the ditch along Jones Avenue could not be lowered any more but that it would be necessary to get the use of a drag line to dig the'ditch on Seventh Street. The Mayor suggested that Mr Carmichael be requested to give the Town some help and appointed Mr. Solms a Committee to see him in an effort to borrow a drag line for several days use. A petition was presented by Mrs., Frances Ewing, who lives in Palm Terrace, protest- ing against stray dogs, stating that recently a vicious dog had attempted to bite her and which was prevented by the help of a neighbor who chased the dog away. Chief McCutchen stated that there were several vicious dogs in this area and that some disturbed the quietness of the neighbors by barking and yelling at night and that he has tried to get someone on the island to act as dog catcher but no one was interested. The Mayor suggested that it might be necessary to increase the amount offered to act as dog catcher. He stated that it was a problem. Chief McCutchen informed Council that the F. C. C. has a rule that all messages which go through the police Radio phones in the police cars will have to be recorded start- ing immediately. This matter was referred to Town Attorney Solms. The Chief also pnggented a pamphlet explaining the operation of the Telephone Answering Service and suggested that this might help in taking messages when there was no one at Police Headquarters to answer the phone. The Mayor suggested that it be given a trial and it was moved, seconded and passed that Hugh Hodges be employed until September 30,19580 Mr. Thompson, representing the Community Recreational Council, presented a petition showing the need for a recreation center on the island, requesting that the Town adopt a program as shown in this petition and that it be spread over a five year period. Mr. Thompson was excused. After discussing the matter it was decided to take no ac- tion at this time. Mr. Thompson submitted a report on the operation of the Tpbee Teen Town for 1958 show- ing receipts and expenses amounting to $2181.30. Superintendent Reed reported that work has proceeding on re- constructing the storm sewer which caved in within the vicinity of Fifteenth Street and Chatham Avenue. It was moved, seconded and passed that Superintendent Reed be given a vote of thanks by Council for the excellent Qob he did in replacing this sever. Councilman Hutton brought up the question of the use of wick type oil heaters, re- ferred to Fire Chief Burke. It was moved, seconded and passed that bills for General Government for the month of August amounting to $6,470.00 and bills for the mater Department amounting to $1,672.65 and for the Groin and Seawall account amounting to $148.15 be paid. 158 Councilman Waters read a pamphlet from the Georgia peace Officers Association show- ing insurance benefits for police Officers. No action was taken on this. Councilman Hosti reported that Mr. Googe had resigned as Electrical Examiner and moved that Theodore F. Schultz be appointed to succeed him. The motion was seconded and passed. A letter from Mrs. J. W. Lang was read thanking Council for their cooperation and help during the illness of Mr. Lang. The U. S. Coast Guard requested that they be granted permission of ingress and egress through a small strip of land adjacent to the Light House and. the tract which the Town owns. It was moved, seconded and passed that permission be granted and that an agree- ment be signed to this. effect. It was moved, seconded and passed that the 1958 business license.of the Southern Bell T & T Company be reduced from $500.00 to $250.00. A letter was read from the Health Department notifying the Town of the unsanitary condi- tions existing in.the facilities of the DeSoto Beach Hotel and informing Council that if these conditions are not corrected by the time of the 1959 season that the hotel will not be permitted to operate until they are corrected. A letter was read from Lynes Realty Company protesting against the Town's denying a building permit to a purchaser of a lot on Fourth Avenue in a low area. Referred to Mayor Brown for handling. The Clerk informed Council that the heating system in the Town Hall should be given a general overhauling as this has not been done since the system was installed in 1940. It was moved, seconded and passed that this work be authorized and Councilman Hosti will handle the matter. 1
