A GENERAL ORDINANCE AMENDING CHAPTER 130 OF THE
RICHMOND CODE CONCERNING GENERAL OFFENSES IN REGARD
TO FIREWORKS
WHEREAS the Fireworks Section of Chapter 130 was adopted by Ordinance 65-1930, and
WHEREAS it is necessary to further amend the fireworks section of Chapter 130 of the
Richmond Code
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that Section 130.03 of Chapter 130 of the Richmond Code shall be amended to read as follows:
Delete all of Section 130.03 of the Richmond Code and insert all of the following:
SECTION 130 03 - FIREWQRl
(A) No person shall display, sell, or offer for sale within the city, any firecracker,
torpedo, skyrocket, Roman candle, or any other kind of fireworks other than the
following:
(1) Dipped sticks or wire sparklers. However, total pyrotechnic composition
may not exceed one hundred (100) grazes per item. Devices containing
chlorate or perchlorate salts may not exceed five (5) grams in total
composition per item.
(2) Cylindrical fountains.
(3) Cone fountains.
(4) Illuminating torches.
(5) Wheels.
(6) Ground spinners.
(7) Flitter sparklers.
(8) Snakes or glow worms.
(9) Smoke devices.
(10) Trick noisemakers, which include:
(A) Party Poppers.
(B) Booby traps.
(C) Snappers.
(D) Trick matches.
(E) Cigarette loads.
(F) Auto burglar alarms.
(B) No person shall discharge or explode any firecracker, torpedo, bomb, skyrocket,
Roman candle, blank.cartridge, or any other kind of fireworks within the city other
than those items listed in Section 130A3(A) above. However, in case of any
public celebration, the Mayor may grant any person or organization the right to
discharge fireworks on such conditions as the Mayor may deem safe and proper.
