EXTRACT OF MINUTES OF MEETING OF THE TOWN BOARD ADOPTING A
RESOLUTION AWARDING GRANT FUNDING TO IRONDEQUOIT COMMUNITY
CUPBOARD, INC.
At the special meeting of the Town Board of the Town of Irondequoit, Monroe County, New
York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 1st day of
April, 2022 at 4:52 P.M. local time; there were:

Town Board Member______________________offered the following resolution and moved its
adoption:
WHEREAS, in 2020, the Town of Irondequoit received supplemental funding through the
Coronavirus Aid, Relief, and Economic Security (“CARES”) Act, through the Town’s
Community Development Block Grant (“CDBG”), for activities relating to preventing, preparing
for, or responding to coronavirus, from the United States Department of Housing and Urban
Development; and
WHEREAS, pursuant to resolution 2020-155, the Town Board authorized an amendment to
Irondequoit’s 2019-20 Community Development Block Grant (“CDBG”) Annual Plan to allocate
the supplemental CARES ACT funding to the Revitalizing Irondequoit Small Business Economy
(“RISE”) grant program and to the COVID-19 Community Action Fund to assist not-for-profit
entities helping residents affected by COVID-19; and
WHEREAS, the Irondequoit Community Cupboard, Inc. is a not-for-profit organization
dedicated to providing emergency assistance to Irondequoit residents with dignity, kindness, and
without prejudice, and holds the vision of combatting the impacts of hunger and poverty by
sharing resources, particularly meals, to help ensure that residents’ basis needs are met in times
of limited resources and food scarcity; and
WHEREAS, during the COVID-19 pandemic, the Irondequoit Community Cupboard provided
166,220 meals to residents, conducted a weekly backpack program at Irondequoit elementary
schools, and provided food and gift cards to middle- and high-schools to place food pantries
onsite; and
WHEREAS, the Irondequoit Community Cupboard is currently located at 4275 Culver Road,
but its location is small—consisting of only 1,200 square feet—and the organization has been
increasingly confined in the pursuit of its charitable mission and vision, particularly during the
COVID-19 pandemic, when the community’s food needs were sharply pronounced; and
WHEREAS, the Irondequoit Community Cupboard has identified a new location, located at
2841 Culver Road, that is nearly triple the size of its current location and has many additional
advantages, including an at-grade covered loading area with improved traffic circulation; and
WHEREAS, the Irondequoit Community Cupboard will soon close on the purchase of its new
building, and the Town Board wishes to allocate $411,145.59 in grant funding to enable the
Irondequoit Community Cupboard’s purchase of the new location.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby determines that the
Irondequoit Community Cupboard is performing a public purpose by providing food and other
resources to help meet the basis needs of the public and schoolchildren, and further determines
that the Irondequoit Community Cupboard was instrumental in responding to the impacts of the
COVID-19 pandemic, a period of high unemployment and food scarcity.
AND, THEREFORE, BE IT FURTHER RESOLVED, that the Town Board wishes to assist
the Irondequoit Community Cupboard in performing its public service, and in responding to the
COVID-19 pandemic, by awarding it grant funding for the purchase of its new building.
AND, THEREFORE, BE IT FURTHER RESOLVED, that the Town Board awards
$411,145.59 in grant funding to Irondequoit Community Cupboard, Inc., for the purchase of
2841 Culver Road, to be paid from account #001-1315-4360 and consisting of $375,109 in
supplemental CDBG Cares Act funding and $36,036.59 of funds available in the RISE grant
program.
AND, THEREFORE, BE IT FURTHER RESOLVED, that the Town Board authorizes the
Supervisor or Comptroller, as the case may be, to transfer the grant funding among those budget
accounts necessary to accomplish the foregoing resolutions and to carry out the intent of the
foregoing recitals.
AND, THEREFORE, BE IT FURTHER RESOLVED, that the Town Supervisor and
Comptroller be, and hereby is, authorized, empowered and directed to take all such further
actions and to execute, deliver, certify and file all such further agreements, undertakings,
certificates, instruments and documents, in the name of and on behalf of the Town, and to pay all
such costs, fees and expenses as the Town Supervisor shall approve as necessary or advisable to
carry out the intent and accomplish the purposes of the foregoing recitals and resolutions and the
transactions contemplated thereby, the taking of such actions and the execution, delivery,
certification and filing of such documents to be conclusive evidence of such approval.
AND, BE IT FURTHER RESOLVED, that that any and all actions taken by the Town
Supervisor and Comptroller prior to the date of adoption of the foregoing resolutions which
would have been authorized by the foregoing resolutions but for the fact that such actions were
taken prior to such date, be, and each hereby is, ratified, approved, confirmed and adopted as a
duly authorized act of the Town in all respects and for all purposes.
This resolution shall take effect immediately upon its adoption.
