The Tiffin City Council conducted a public hearing on the
proposed 1976-1977 budget at City Hall on March 5, 1976 at
7:00 p.m. Mayor Brotherton presiding. Councilmembers present:
G. Potter, R. Formanek, J. Stratton and R. Janssen. Absent;
T. Morgan.
A formal objection to the proposed budget was raised by
Roger Formanek.
He stated that a review of the budget revealed that the
City had not disclosed the investments that it has available
to use to cover expenditures and since there was no explanation
given as to why these funds are dormant, the City should exhaust
its investments before asking for tax monies.
After a lengthy discussion, Council members agreed to have
capital improvement projects prepared and decided upon before
certifying and filing the 1976-1977 proposed budget.
Stratton moved to continue budget discussion at the
regular March loth meeting and adjourn. Formanek seconded and
motion carried unanimously.
