EXTRACT OF MINUTES OF MEETING OF THE TOWN BOARD ADOPTING A
RESOLUTION AUTHORIZING THE REPLACEMENT OF HANDICAP RAMP AND
RAILING AT TOWN HALL BUILDING
At the workshop meeting of the Town Board of the Town of Irondequoit, Monroe County, New
York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 9th day of
August, 2022 at 4:00 P.M. local time; there were:

Town Board Member______________________offered the following resolution and moved its
adoption:
WHEREAS, it is necessary to replace the handicap ramp and railing system at the Town Hall in
order to make the entryway safe for residents; and
WHEREAS, this work will be performed with minimal disruption to the facility; and
WHEREAS, and due to the nature and location of this repair the Town Board desires to have
this project completed as soon as possible declaring it an emergency which negates the need to
take this project out to bid; and
WHEREAS, the Department of Public Works has received quotes for this work and determines
that AAA Masonry has the lowest qualified quote in the amount of $53,000; and
WHEREAS, funding for this expense will be available in account #299.1620.2011.0001; and
WHEREAS, the Town Board determined that the Project is a Type II action pursuant to 6
NYCRR § 617.5(c)(2) (replacement, rehabilitation or reconstruction of a structure or facility, in
kind, on the same site, including upgrading buildings to meet building, energy, or fire codes
unless such action meets or exceeds any of the thresholds in section 617.4 of this Part) , and
therefore no further review is needed pursuant to the New York State Environmental Quality
Review Act (6 NYCRR § 617.5(a)).
NOW THEREFORE BE IT RESOLVED, that the Town Board approves the replacement of
handicap ramp and railing at the Town Hall to AAA Masonry in the amount of $53,000.
AND, BE IT FURTHER RESOLVED THAT, the Town Board authorizes the Town
Supervisor to execute any and all documents related to this approval.
This resolution shall take effect immediately upon its adoption.

EXTRACTION OF MINUTES OF MEETING OF TOWN BOARD ADOPTING A
RESOLUTION AUTHORIZING LEASE OF A MAIL MACHINE TO BE USED AT
THE TOWN HALL
At the workshop meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the
9th day of August 2022 at 4:00 P.M. local time: there were

Town Board member______________________offered the following resolution and moved
its adoption:
WHEREAS, the current mail machine at the Town Hall needs to be replaced as the current
lease expires August 14, 2022; and
WHEREAS, the Town Clerk wishes to lease a new mail machine; and
WHEREAS, pursuant to Town Code Section 51-8, the Town Clerk obtained written quotes
for the lease of mail machines and has determined that leasing such machine provides a better
value to the Town than purchasing one outright; and
WHEREAS, the Town Clerk has determined to lease a Quadient Digital Mail Machine from
Quadient Leasing USA, Inc., with service by Lineage, for the monthly price of $373.85 per
month for a total term of 63 months, and a total price of $23,552.55; and
WHEREAS, funding for this expense is available in account 001-1670-4225.
NOW, THEREFORE BE IT RESOLVED, that the Town Board authorizes lease of a
Quadient IX-700 Mail machine with Dynamic weighing platform through Quadient Leasing
USA, Inc., with service by Lineage for the sixty-three-month period from August 14, 2022 to
November 14, 2027 in the monthly amount of $373.85 and for the total price of $23,552.55.
AND, THEREFORE, BE IT FURTHER RESOLVED, that the Town Board authorizes the
Town Supervisor to execute all documents, purchase orders, and other agreements necessary
to the accomplishment of the foregoing recitals, in such form as approved by the Attorney for
the Town.
This resolution shall take effect immediately upon its adoption.

RESOLUTION AUTHORIZING THE SUPERVISOR TO ENTER INTO AN
ADDITIONAL CONTRACT FOR PRE-EMPLOYMENT PSYCHOLOGICAL
EVALUATIONS
At the workshop meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York held at the Town Hall, 1280 Titus Avenue, on the 9th day of August 2022 at 4:00
P.M. local time; there were:

Town Board Member___________ offered the following resolution and moved its adoption:
WHEREAS, the Town of Irondequoit Police Department (“IPD”) uses a psychological
evaluation service to perform pre-employment psychological evaluations of officer candidates,
in a manner that comply with State law and regulations; and
WHEREAS, the IPD seeks to engage an additional psychological evaluation service, which
will be used in conjunction with the current provider, in order to accommodate hiring timelines;
and
WHEREAS, Public Safety Psychology, PLLC provides psychological evaluations for public
safety agencies, including many neighboring agencies; and
WHEREAS, the IPD wishes to engage Public Safety Psychology, PLLC to provide additional
psychological evaluation services, and Public Safety Psychology, PLLC will provide such
services for a fee of $325.00 per candidate evaluation, not to exceed $3,250 per year; and
WHEREAS, the IPD has selected Public Safety Psychology, PLLC in accordance with
Section 51-10(K) of the Irondequoit Code; and
WHEREAS, Funds are available for this engagement from account #001.3120.4105.
NOW, THEREFORE BE IT RESOLVED, that the Town Board approves the engagement
of Public Safety Psychology, PLLC to provide psychological evaluation services to the Town
of Irondequoit Police Department, for a fee of $325.00 per candidate evaluation, not to exceed
$3,250 per year, and authorizes the Supervisor to execute all such documents necessary to the
foregoing in a form approved by the Attorney for the Town.
This resolution shall take effect immediately upon its adoption.

RECREATIONAL PROGRAMMING FOR FALL 2022

the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 9th day of August 2022, at 4:00 P.M.

Town Board Member _____________________ offered the following resolution and moved its adoption:
WHEREAS, the Town of Irondequoit desires to contract with many different vendors providing Youth,
Family, Adult, Group Exercise and Senior recreational programs in Fall 2022; and
WHEREAS, the Youth, Family, Adult programs are paid for with fees received from participants; and
WHEREAS, the Group Exercise programs are paid for with a combination of health insurance
reimbursement and fees received from participants; and
WHEREAS, the Senior programs are paid for with a combination of grant money and fees received from
participants; and
WHEREAS, the Town of Irondequoit seeks to contract for Youth, Family, Adult, Group Exercise and
Senior recreational programming services with the vendors pursuant to Addendum A, which is attached
hereto and made a part hereof; and
NOW, THEREFORE, BE IT RESOLVED, that the Town Board authorizes the Supervisor to enter into
contracts with the various vendors in Addendum A in such form as approved by the Attorney for the Town.
This resolution shall take effect immediately upon its adoption.

EXTRACT OF MINUTES OF A WORKSHOP MEETING OF THE TOWN BOARD
ADOPTING A RESOLUTION AUTHORIZING THE APPOINTMENT OF A FULL
TIME FIRE MARSHAL IN THE COMMUNITY DEVELOPMENT DEPARTMENT
At a WORKSHOP meeting of the Town Board of the Town of Irondequoit, Monroe County, New
York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 9th day of
AUGUST 2022, at 4:00 P.M. local time: there were

Harter Secrest & Emery LLP Attorney for the Town
Town Board Member _____________________offered the following resolution and moved its
adoption:
WHEREAS, due to a retirement there is an opening for a full time Fire Marshal position in the
Community Development Department; and
WHEREAS, this is a competitive civil service position and all interested candidates on the
certified civil service list were interviewed; and
WHEREAS, the interview committee recommends hiring William Dyrland to fill this position;
and
WHEREAS, William Dyrland is reachable on the Fire Marshal list.
NOW, THEREFORE BE IT RESOLVED, that the Town Board approves the appointment of
William Dyrland as a full-time Fire Marshal to be paid an annual rate of $59,256.20 which shall
be paid from the following budget code 001.3410.0100.1100.
This resolution shall take effect immediately.
