AUTHORIZING ENERGY AUDIT OF TOWN FACILITIES
At the special meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on
the 26th day of August, 2022, at 1:30 P.M. local time; there were

Town Board Member _____________________ offered the following resolution and
moved its adoption:
WHEREAS, the Town of Irondequoit wishes to conduct an “energy audit” of Town
facilities in order to identify opportunities to improve its energy efficiency and reduce
consumption of electricity, heat, and other forms of energy; and
WHEREAS, Siemens AG (“Siemens”) approached the Town and offered to
perform an energy audit of Town facilities and also to develop a report of the Town’s
energy usage coupled with opportunities to improve the efficiency of Town facilities, all
at no cost to the Town; and
WHEREAS, the Town Board wishes to authorize Siemens to provide energy audit
services to the Town, and pursuant to Town Code Section 51-10, no Request for
Proposals is required because Siemens will provide the services at no cost to the Town;
and
WHEREAS, the Town must provide Siemens with a release to access the Town’s
utility usage information from the Town’s utility providers (the “Utility Release”); and
WHEREAS, in the event the Town Board wishes to purchase energy efficiency
services or commodities, all such purchases will be procured in accordance with General
Municipal Law Sections 103 and 104 and Chapter 51 of the Irondequoit Code, as
applicable; and
WHEREAS, the actions contemplated herein constitute a “Type II Action”
pursuant to the New York State Environmental Quality Review Act (“SEQRA”) and
accompanying regulations (6 NYCRR § 617.5(c)(27) (“conducting concurrent
environmental, engineering, economic, feasibility and other studies and preliminary
planning and budgetary processes necessary to the formulation of a proposal for action,
provided those activities do not commit the agency to commence, engage in or approve
such action”)), and therefore further environmental review is not required at this time.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town
of Irondequoit authorizes Siemens to perform an energy audit of Town facilities and
present a report of its findings to the Town, and further authorizes the Supervisor to
provide the Utility Release and execute any and all documents necessary to the foregoing
resolution in such form as approved by the Attorney for the Town.
This resolution shall take effect immediately upon its adoption.

A RESOLUTION DECLARING STEINS AS SURPLUS PROPERTY AND
AUTHORIZING THEIR DISPOSITION TO CHALLENGE MIRACLE FIELD OF
GREATER ROCHESTER
At the special meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on
the 26th day of August, 2022, at 1:30 P.M. local time; there were

Town Board Member _____________________ offered the following resolution and
moved its adoption:
WHEREAS, the Town of Irondequoit in previous years has hosted Oktoberfest as
an annual special event of the Town, but did not designate Oktoberfest as a Town special
event for the 2022 calendar year; and
WHEREAS, the Town would like to declare as surplus property approximately 500
plastic steins formerly planned for use at the annual Oktoberfest special event; and
WHEREAS, the steins were not purchased with taxpayer funds, but rather from
funds from Oktoberfest sponsors, and are inscribed with the name of the Town and
therefore have de minimis market value; and
WHEREAS, the Town wishes to dispose of the steins to Challenger Miracle Field
of Greater Rochester (“Miracle Field”), an organization dedicated to providing
recreational and athletic opportunities to disabled persons, which intends to host an
Oktoberfest celebration benefitting Miracle Field.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town
of Irondequoit declares approximately 500 plastic Oktoberfest steins as surplus property
and authorizes the Town to dispose of such surplus property to Miracle Field.
This resolution shall take effect immediately upon its adoption.

WHEREAS, there is a need to hire a Provisional Constituent Services Coordinator for the Town
of Irondequoit; and
WHEREAS, the Supervisor has interviewed several qualified candidates and recommends hiring
Elizabeth Gustafson as a provisional Constituent Services Coordinator; and
WHEREAS, this is a competitive title, and once the civil service examination is held Elizabeth
Gustafson must participate in the exam and score within the top three candidates.
NOW, THEREFORE BE IT RESOLVED, that the Town Board approves the appointment of
Elizabeth Gustafson as the provisional Constituent Services Coordinator and will be paid $50,000
annually which shall be paid from budget code 001.1220.100.1100.
This resolution shall take effect on date of hire.

WHEREAS, there is a need to hire a Secretary to the Supervisor for the Town of Irondequoit;
and
WHEREAS, the Supervisor has interviewed several qualified candidates and recommends hiring
Mary McCombs as a Secretary to the Supervisor; and
WHEREAS, this is an Exempt title, and no civil service examination is necessary to hold this
position.
NOW, THEREFORE BE IT RESOLVED, that the Town Board approves the appointment of
Mary McCombs as the Secretary to the Supervisor to be paid $35,000 annually which shall be
paid from budget code 001.1220.102.1100.
This resolution shall take effect on date of hire.

WHEREAS, due to numerous retirements there is a need to hire another Police Officer; and
WHEREAS, the Chief of Police has interviewed several qualified transfer candidates and
recommends hiring Mark A. Larose as a Police Officer; and
WHEREAS, Mark A. Larose has graduated from the Police Academy and currently works as a
Deputy Sheriff in Livingston County; and
WHEREAS, the Civil Service Commission has reviewed this transfer and will approve it at the
next meeting on September 1, 2022, or as soon thereafter as possible.
NOW, THEREFORE BE IT RESOLVED, that the Town Board approves the transfer of Mark
A. Larose as a Police Officer and will be paid $50,747 annually which shall be paid from budget
code 001.3120.100.1100.

A RESOLUTION AUTHORIZING POLLING PLACE AGREEMENT WITH
MONROE COUNTY BOARD OF ELECTIONS
At the special meeting of the Town Board of the Town of Irondequoit, Monroe County,
New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on
the 26th day of August, 2022, at 1:30 P.M. local time; there were

Town Board Member _____________________ offered the following resolution and
moved its adoption:
WHEREAS, the Monroe County Board of Elections has asked to use the
Irondequoit Community Center (“ICC”) as a polling place for the general election on
November 8, 2022; and
WHEREAS, the Town Board wishes to authorize entry into a Polling Place
Agreement with the Monroe County Board of Elections to use the ICC as a polling place
for the general election on November 8, 2022; and
WHEREAS, the Town’s lease for the ICC (“Lease”) requires the consent of the
Landlord, Skyview Phase I LLC (“Landlord”), to certain uses of the ICC, including
subleases thereof, and the Polling Place Agreement could be read as a granting of lease
right for the day of the general election; and
WHEREAS, Section 119-o of the General Municipal Law authorizes municipal
corporations, defined to include counties and towns, to enter into agreements for the
performance amongst themselves or one for the other of their respective functions,
powers and duties on a cooperative or contract basis.
NOW, THEREFORE, BE IT RESOLVED, that the Supervisor is hereby authorized to
execute the 2022 Polling Place Agreement with the Monroe County Board of Elections in
substantially such form as annexed hereto and in such final form as approved by the
Attorney for the Town, provided that the Landlord first consent to such use pursuant to
the Lease.
This resolution shall take effect immediately upon its adoption.

2022 POLLING PLACE AGREEMENT

The County of Monroe shall hold the lessor harmless and shall defend and indemnify them from claims or any
lawsuit brought against them for damages and injuries by third parties caused by the acts or omissions to act of
the County of Monroe, the Board of Elections and their employees.

The facility must be accessible to authorized Board personnel at 5:00 AM for each of the elections. If
necessary, we will accept a key to the building to assure the facility opening on time.

The general conditions listed below shall apply to the use of the property. In consideration for the use of the
specified space, the Board of Elections shall pay the lessor a total rent in the amount shown above which sum
shall be the full rental price covering the elections set forth above, and which sum shall be paid based upon an
audit by the Monroe County Comptroller of claim vouchers submitted by the lessor.

Any sales or public events must be held in a separate area, away from voters, so it will not interfere with the

The lessor will submit a W-9 upon return of this Agreement.
