Savannah Beach, Tybee Island, Ga.
November 12, 1958
The regular meeting of Town Council was held today at 4 P.M. in the 'ouncil Room
and was attended by Mayor, Brown, who presided, and Councilmen Hosti, Hutton, Waters,
Meddin, Lovell, Town Attorney Solms, Jr. Chief ¥cCutchen, Superintendent Reed and Mr.
Bennett.
Mr. Bennett presented a group insurance plan for Town Employees giving the details of
it one of which calls for the deduction of the premiums of employees by the Towb. M n
Bennett was informed that Council would discuss the matter and he was excused.
Superintendent Reed reported that the P.T.A. wanted an asphalt drive and concrete ap-
proach to the school. Council was informed that the County Commissions had agreed to
do the work if the Town purchased the material. Mr. Reed reported that work was being
done on the Nineteenth Street groin.
The Mayor discussed the idea of the Town acquiring the old parade grounds at Fort
Screven to be used as a sunken garden for wild life or other uses for recreational
purposes.- He stated that the Fish _Game Commission, the Georgia Historical Society
and University of Georgia should be contacted in connection with this. Councilman
Meddin stated that he would talk to the directors of the Fort Screven Development
Company relative to the matter. The Mayor stated that eventually this could be used
for producing income for the Town. Mr. Reed stated that the area would have to be
cleared to see what is needed.
Councilman Lovell reported that Mr. Tom Collins informed him that the water tower -has
no opening. Mr. Reed informed him that there is an opening in the top of the tank.
He also stated that some of the tie -rods are rusting out.
Chief McCutchen stated that it was time to trade the police Car. He had contacted
three dealers and the best that he could get was from Jim Barnett Motors which they
agreed to allow $1,650.00 for the 1957 Mercury Police Car, plus $1,750.00 difference
for the new 1959 Mercury. The Mayor requested the Chief to see if a new 1958 could
be purchased instead of a 1959. The Mayor asked if there was much difference between
the cost of a Mercury and a Plymouth, Chevrolet or Focdd. He also asked how much
mileage is put on the present police cars and the Chief stated about 4000 miles per month.
The Chief also informed Council that the F.C.C. is modifying all radio equipment effec-
tive August 1, 1960. The Mayor asked him how the telephone answering service was doing,
he stated that he could not tell as yet.
The Mayor informed Council that the Military Authorities have requested that when
"Military Prisoners" are in the Town jail that they want a jailer on duty while they are
incarcerated: The Mayor appointed a Committee consisting of himself, Councilmen Hosti
and Waters to handle the matter.
The minutes of the meeting of October 15, 1958 were read and adopted.
The Mayor informed Council that he had talked with Mr. Beavers, new Manager of the
Southern Bell T. &. T. Company regarding installing dial phones on the island and was
informed that they plan to put in an exchange on Wilmington Island but he was not in-
formed as to when dial service would be installed at the beach.
Bills for General Government for the month of October amounting to $3,094.90 and for the
Water Department amounting to $481.16 were on motion, seconded and passed, authorized to
be paid.

Councilman Lovell moved that the water service charge against Mr. J.W.Lang for 1958
be cancelled. -
Councilman Waters informed Council that he had employed Tom Small as Dog Catcher
for a fee of $5.00 per dug. He also stated that the Optimist Club had discussed
forming of a Credit Union on the Island.
Councilman Hutton suggested that it would be a good idea for Council to invite the
Volunteer Firemen to a dinner in the near future. It was decided to hold off on
this until after the holidays.
The Mayor stated that Mr. Chalker of the State Highway Department had offered to
finish Lewis Avenue and Sixth Street.
A letter -was read from Thomas & Hutton suggesting that in connection with improve-
ments being planned for- the Tybee Road that some thought should be given to zoning
and planning on the Island. The matter was discussed but no action was taken at
this time.
It was moved, seconded and passed that the Town sponsor a U.S.O. Dance for the
service men on Saturday, December 20th at a cost of $ 75.00.
A letter was read from Mr. H, Le Collins,vho owns property on Campbell Avenue, across
from an old building of Mr. Rayne Seay, protesting against the condition of this
building and requested that it be torn down. The Mayor was requested to talk to
Mr. Seay regarding this.
It was moved, seconded and passed that discount be allowed on 1958 taxes of L.
DuFour and E.K. Evans.
A protest was read from Mrs. A. C. Strickland °protesting against the assessments on
Lot 342, Ward 4, and asked that they be reduced. Referred to Councilman Meddin.
Councilman Hosti moved that an Ordinance be adopted limiting the speed to 15 M.P.S.
on First Avenue, Second Avenue and Lewis Avenue, the motion was seconded and passed.
