HomeMy Public PortalAbout2022.10.25 STB Packet SPECIAL TOWN BOARD MEETING OCTOBER 25, 2022 4:00 PM AGENDA PLEDGE OF ALLEGIANCE ROLL CALL ITEM(S) FOR BOARD ACTION 10STB2022-1 RESOLUTION Approving the Preliminary 2023 Budget 10STB2022-2 RESOLUTION Authorizing the Acceptance of a Gift of a Flagpole 10STB2022-3 RESOLUTION Appointing a Provisional Director of Recreation Resolution No. 2022 - EXTRACT OF MINUTES OF MEETING OF TOWN BOARD ADOPTING A RESOLUTION APPROVING THE 2023 PRELIMINARY BUDGET At a special meeting of the Town Board of the Town of Irondequoit, Monroe County, New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 25th day of October 2022 at 4:00 P.M. local time: there were PRESENT: Rory Fitzpatrick Town Supervisor Patrina Freeman Town Board Member John Perticone Town Board Member Kimie Romeo Town Board Member Peter Wehner Town Board Member Harter Secrest & Emery LLP Attorney for the Town Town Board Member _____________________ offered the following resolution and moved its adoption: WHEREAS, the Town Supervisor of Irondequoit, on October 11, 2022, duly filed the tentative budget for the fiscal year beginning January 1, 2023 with the Irondequoit Town Clerk; and WHEREAS, the Town Clerk of Irondequoit duly distributed the tentative budget to the Town Board on October 11, 2022, and the tentative budget was considered, discussed, and reviewed at subsequent departmental workshops; and WHEREAS, the Town Supervisor has incorporated all budgetary changes suggested at and subsequent to the workshops, thereby generating the preliminary budget. NOW, THEREFORE BE IT RESOLVED, that the Tentative Budget for the year 2023 as amended by the “Amendments by the Town Board to the 2023 Tentative Budget” attached hereto, is approved by the Town Board as the Preliminary Budget for the fiscal year beginning January 1, 2023 for the Town of Irondequoit; and IT IS FURTHER RESOLVED, that said preliminary budget shall be filed in the office of the Town Clerk of the Town of Irondequoit and said Town Clerk is hereby authorized and directed to reproduce copies of the same for public distribution. This resolution shall take effect immediately upon its adoption. Seconded by Town Board Member _____________________ and duly put to vote, which resulted as follows: Town Board Member Wehner voting ________ Town Board Member Perticone voting ________ Town Board Member Romeo voting ________ Town Board Member Freeman voting ________ Town Supervisor Fitzpatrick voting ________ Resolution No. 2022- EXTRACTION OF MINUTES OF MEETING OF TOWN BOARD ADOPTING A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A GIFT OF A FLAGPOLE At a special meeting of the Town Board of the Town of Irondequoit, Monroe County, New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 25th day of October, 2022 at 4:00 P.M..; there were: PRESENT: Rory Fitzpatrick Town Supervisor Patrina Freeman Town Board Member Kimie Romeo Town Board Member John Perticone Town Board Member Peter Wehner Town Board Member Harter Secrest & Emery LLP Attorney for the Town Town Board member _____ offered the following resolution and moved its adoption: WHEREAS, the Town of Irondequoit has maintained a Sister City relationship with Poltava, Ukraine; and WHEREAS, to reaffirm the Town’s commitment to Poltava and to all of the people in Ukraine, the Town has installed a flagpole near the Holodomor Monument on the west lawn area of the Town Hall campus, flying the Ukrainian flag alongside that of the United States; and WHEREAS, the Town of Irondequoit Supervisor’s Office received notification that Rochester Ukrainian Group would like to make a donation to pay for this flagpole; and WHEREAS, Rochester Ukrainian Group has no contractual relationships existing or pending with the Town of Irondequoit; and WHEREAS, the flagpole was purchased at a cost of $159; and WHEREAS, New York State Town Law §64(8) provides, among the powers of a Town Board, the authority to accept gifts of personal property for public use. NOW THEREFORE BE IT RESOLVED, that the Town Board hereby accepts the gift of a flagpole from Rochester Ukrainian Group with a donation value of approximately $159. This resolution shall take effect immediately upon its adoption. Seconded by Town Board member _______and duly put to vote, which resulted as follows: Town Board Member Wehner voting ________ Town Board Member Perticone voting_________ Town Board Member Romeo voting_________ Town Board Member Freeman voting_________ Town Supervisor Fitzpatrick voting__________ Resolution No. ___________ EXTRACT OF MINUTES OF MEETING OF THE TOWN BOARD ADOPTING A RESOLUTION APPROVING THE APPOINTMENT OF A PROVISIONAL RECREATION DIRECTOR At a Special Meeting of the Town Board of the Town of Irondequoit, Monroe County, New York held at the Town Hall, 1280 Titus Avenue, in said Town of Irondequoit, on the 25th day of October 2022, at 4:00 P.M. local time; there were: PRESENT: Rory Fitzpatrick Town Supervisor Patrina Freeman Town Board Member John Perticone Town Board Member Kimie Romeo Town Board Member Peter Wehner Town Board Member Harter Secrest & Emery LLP Attorney for the Town Town Board Member ______ offered the following resolution and moved its adoption: WHEREAS, the position of Recreation Director is vacant; and WHEREAS, the Town wishes to appoint Shannon L. Grieve as the provisional Recreation Director; and WHEREAS, this is a competitive civil service title and when the examination is held Shannon must participate and score within the top three; and WHEREAS, funding for such appointment will be drawn from budget code 001.7140.100.1100.7146. NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby appoints Shannon L. Grieve as the provisional Recreation Director, at an annual salary of $73,640 as per Group 2, Step 1 of the 2022 Salary Schedule. This resolution shall take effect upon the date of hire.
