AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF
RICHMOND TO RECEIVE PAYMENTS FOR SERVICES TO BE RENDERED TO
THE RICHMOND SANITARY DISTRICT IN 1993
WHEREAS Indiana Code 36-9-25-3 establishes a department of public sanitation as an
executive department of the City of Richmond, Indiana, but places the control of the
department in the Board of Sanitary Commissioners with the exception of the head
of the department who is appointed by the Mayor subject to the approval of said
Board, and
WHEREAS a special taxing district exists which includes all of the territory within the corporate
boundary of Richmond plus contiguous unincorporated territory which receives
waste water treatment and solid waste disposal services from said department, and
WHEREAS The Board of Sanitary Commissioners has complete and exclusive authority to
expend the user fees and taxes which are received for said services without the
necessity of appropriation and budget approval by the Common Council of the City
of Richmond pursuant to Indiana Code 36-9-25-10, 32 and 37, and
WHEREAS the other executive departments of the City of Richmond provide services to the
department of public sanitation,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the following payments be made by the Board of Sanitary Commissioners to the City General.
Fund during 1993 for supervisory, financial, personnel, legal, insurance, accounting, engineering
and other services provided to the department of public sanitation from the special tax district
collections and user fees received by said Board, to -wit:
A. Thirty-five percent of the salary and benefits or contractual fees paid to or on
behalf of the following positions:
1. City Controller
2. Payroll Clerk
3. Accounts Payable Clerk
4. Purchasing Manager
5. Purchasing Clerk
6. Printer
7. Director of the Department of Administration
8. Secretary of the Department of Administration
9. Employee Benefits Administrator
10. City Attorney
11. Legal Secretary
12. Director of Public Works
13. Secretary of Public Works
14. City Engineer
15. Project Engineer A
16. Project Engineer B
17. Construction Specialist
18. Computer Specialist
19. Computer Aided Designer
20. Director of the Department of Planning
21. Secretary of the Department of Planning
22. Insurance Consultant
B. The salaries total $469,889 plus 24 percent for benefits or $112,773. The fees
total $146,000. Thirty-five percent of the total cost of $728,662 equals
$255,032. That portion of insurance premiums attributable to coverages for the
department of sanitary operations including equipment, vehicles, physical plant,
public liability, workers compensation and other risks shall be billed directly to
the department of public sanitation or allocated to it by the City Controller.
C. Thirty-five percent of the maintenance, repair and replacement costs for
equipment utilized by the City Controller in the performance of duties pursuant
to statute to be performed by the municipal fiscal officer is determined to be
$7,700.
